LIC gearing up to meet challenges from pvt.sector
Life Insurance Corporation (LIC) of India is gearing up to meet challenges from increasingly aggressive private insurance companies and in this context the Chairman of LIC of India T. S. Vijayan is going to different parts of India to meet senior officers & companies agents of different Zones.In an exclusive interview with <whispersinthecorridors.com> he threw light on the company and its future.
Q.Has LIC's business shrunk by 12 per cent in the current fiscal?
A.No, the projections are varied and there is a shortfall. However, I am confident that by the time we close the year we will register a healthy growth.
Q.How is LIC planning to meet challenges from the private insurance companies?

A.LIC is India's biggest financial institution and it will continue to be so in the future. With the opening up of Insurance sector a lot of private players have come in. bringing in increased competition. Considering the fact LIC too have restructured its policies and have come up with some innovative policies. I can say with confidence that despite stiff competition from about 20 private companies LIC's market share has grown continuously. Our emphasis is to keep our customer base intact and attract new customers by improving upon policy servicing and settlement of claims. Infact, LIC has been a leader in settlement of claims settling over 10 times the claims settled by any other private insurance company in India. We aspire to win over our customer's confidence and maintain it lifelong.
Q.There is a speculation that LIC is losing business in the High Net Segment, your comments?
A.No, it may be the case in some parts of the country but when you take the scenario in-toto gives a clear picture about LIC's standing. We still are leaders catering to the High Net Segment. We have large number of customers in Rs 40 crore and above segment.
Q.What happened to the proposed credit cards LIC was to come out along with GE Money?
A.Credit cards business is obviously a tricky business. LIC had entered into a Memorandum of Understanding with GE Money for its credit card venture. However, GE Money has gone cold on the proposed venture.
Q.Will LIC go ahead alone to issue credit cards?

A.Well, we are getting proposals from several established players for a tie-up for the credit card venture. However, no decision has been taken on it as of now. Neither has LIC decided to go ahead with credit cards venture on its own.
The Indian Government is reportedly actively considering to revert to old system of giving super time scale to IAS officers after they have completed 16 years.At present super time scale is being awarded to such bureaucrats who have put in 14 years of service.

A beautiful question !
What happened? Yesterday someone has put a beautiful question. If the officer misbehaves with his staff, particularly with his sub staff especially with their personal assistants, what is the solution from existing government disciplinary proceedings side.

Officers too don't reach in time
This is with reference to SR Rao's remarks over my views regarding equal pay for equal work. The truth is that most of the officers themselves do not reach offices before 10'O clock, except on some days when some conferences, parliament questions etc. comes to their head. The volume of employees in Central Government is very high, that is why you may see such hu-ha when sixth pay commission's recommendations were announced, whereas PSU's revised their salary + allowances every five years, and there is no talk of increasing of fiscal deficit, reduction in GDP rate etc. Hence, it will not be possible too simply by following evaluation of C.R. to grant incentives. So, first of all, what Government can do is to change office timings from 9.00 a.m. in the morning to 10.00 a.m. Secondly, some incentives (facilities) should be there especially for the staff posted with Ministers, high offices, Cabinet Secretariat, PMO etc. where employees have to devote almost double the time comparing other staff members, depriving them company of their families, indirectly sufferings by their wards, humiliation of thinking bad due to not getting enough time for families. However, it is not so easy still for Government to segregate gadhas (donkeys) from ghoras (horses)to improve the working environment at least in the near future.

I have all regards for this website and that is why inspired from the experiences of others, I have gathered the courage to write my similar experience to you. I wanted to become the member of CGHS and after getting the card when I went to the dispensary (GKG 56), which was allotted to me for submission of my card, nobody was there to accept my card. As I had to come to office, I came back and now I will go tomorrow.

Bunglings in Directorate of Estates galore
Long Time ago, the Bungling in Directorate of Estates was highlighted by somebody. On 12.8.2008 one quarter in Lodhi Colony (Type-III - Block 5: No.616 had been allotted to Gopal, AE, whose date of Priority in Technical Acceptance list is July 2005. In this list, when persons of the year 2004 are waiting for allotment; how this person of 2005 has been allotted and that too 1st Floor in Lodhi Colony. On contacting the allotment section, justified answer was not given. This persons's Registration No. is 10078004. He was given the first allotment in 2005 and later on two allotments subsequently which he had rejected. How is that when persons who had registered in 2004 are still waiting for allotment in Lodhi Colony(1st floor). This person has been allotted (registered in July 2005). His changed reg.No.is 14548. Others who are senior to him may also clarify this from the allotment Type-3 Section of Directorate of Estates (Tel:23022199/Extn). If this is allowed to continue, we seniors will be waiting like fools.

Honest introspection required
Whispers appears to be maintaining a studied silence over the Pay revision by the GoI for its employees. The approval has led to a number of question marks, specially, about the IPS / IFS scales and the grade pays attached to the same. Time has probably come to take a closer look at the IAS hierarchy in the States. There are posts of Additional Chief Secretaries which, by no stretch of imagination, can be equated with a Secretary to the GOI/ CS. Yet their scales have been kept intact at Rs. 80,000. These posts discharge duties and responsibilities of a Secretary to the Government. This amounts to a virtual in situ promotion scheme already introduced in the IAS cadre schedules. Then why deny the same to the other two AIS? What would be the contours of Dynamic Assured Career Progression Scheme for the AIS? Would the Promotion Guidelines, already in force but seldom implemented for the other two AIS, not be adopted for implementing this scheme for the AIS? Well an honest introspection is called for and, what better forum than "whispersinthecorridors" to begin the same?

The IAS need to be treated at par with any DR Gr A officer recruited through common exam conducted by UPSC since 1979.It is time that the best and meritorious officers be allowed to man the higher posts in bureaucracy denied so far due to undue dominance of the IAS.
