your site. Of late, I am noticing a welcome change in the '. Forum'.
The posting/transfers stories are becoming too stale to swallow. Human
interest stories compel readers to introspect. I compliment Ashok Bhimani,
AK Saxena and ML Gupta for regularly giving us food for thought. I shall
humbly request Dr Suresh Mehrotra to convey my feelings to these readers

The Orissa government on August 24,2008 has suspended Nikhil Kumar Kanodia,
Superintendent of Police (SP) of Kandhamal district. He is 2003 batch
IPS officer. RP Koche, DIG Southern Range, will remain in additional

Lohani bags "Best Tourism State-2008 award"
for MP (UPDATED)
Ashwani Lohani received the award for the "Best Tourism State-2008"
at the 4th Hospitality India Annual International Awards ceremony held
at New Delhi on August 22, 2004. The award was given by Mrs. Ambika
Soni Indian Minister for Tourism & Culture in the presence of Mani
Shankar Aiyar Indian Minister for Panchayati Raj.Earlier in the year,
Madhya Pradesh had also received four National Tourism Awards, including
the award for the best tourism performing state. The excellent work
being done in the field of tourism in Madhya Pradesh is now getting
widespread appreciation from the entire tourism sector of the country.

Dreaming Vishnus: A Journey Through Central
India (UPDATED)
It was launch of book with a difference.Unlike glitteratti of metros
who end up having a bash over wet dinners, Dreaming Vishnus: A Journey
Through Central India "was launched at simple yet an elegant function
in Bhopal's posh hotel Jehan Numa Palace. It's the story of an interpid
traveller's mammoth obsession, and his wild and wonderful journey into
the heart of India. It was released by an expert on hospitality industry
& an MLA from Gopad Banas assembly segment-K.K. Singh, in Bhopal
on the evening of August 23, 2008. Written by Vikramjit Ram the book
is a chronicle of tales about people he met and places he went around
in Madhjya Pradesh and parts of Uttar Pradesh. Releasing the book, Singh
hailed the humour and style used by Ram to describe the very small and
simple things than comes ones way while traveling. He said that Vikramjit
Ram's fascination with elephants and crumbling edifices lead the writer
on an extended journey across India, chronicling depictions of the animal
in ancient Indian sculpture.He said that he decided to launch the book
in a non-metro like Bhopal despite advises from his friends, who were
quite nervous and about it. Dreaming Vishnus is a blend of art and architectural

Vice Admiral Vijay Shankar, presently the C - in - C of Strategic Force
Command is likely to take over as C - in - C Andaman & Nicobar Command
on Sep 30. He will replace Air Marshal S Radhakrishnan who retires the
same day. An alumnus of the 34th NDA Course Vice Admiral Vijay Shankar
is a recipient of the Param Vishisht Seva Medal and Ati Vishisht Seva
Medal.

Chief of the Air Staff, Air Chief Marshal FH Major was in a new role
today, releasing "Muse With Wings", a book written by Air
Marshall VK Verma, presently posted as Director General (Inspection
and Safety). The Chief of Air Staff while releasing said the book though
focused on aviation also emphasizes on cooperation between defence sector
and industry and leadership. The book is a collection of well written
articles covering a wide range of topics based on the Air Marshal's
personal experience of forty years in the IAF. His vast experience and
insight describes the Indian Air Force' transition from a tactical Air
Force to an Aero space power with strategic reach.

Bankers Conference (BANCON 2008) scheduled to be held at Convocation
Complex, University of Kashmir, Srinagar on August 28 and 29 has been
postponed due to the prevailing situation the Jammu and Kashmir. According

Office Discipline
The CR should evaluate a persons performance and not be a whip to discipline
the subordinate. Bosses do discipline us through CR and control our
lives. This is not just in government jobs but everywhere where bureaucracy
exists. Look what has happened in sports. All disciplined sportsmen
make it to the Olympics and get India only three medals. Are we not
ashamed? We are for the country and not otherwise.... but bosses think
differently

6th Pay panel must be fair & reasonable
Mishra has very well said that while issuing the recommendations of
6th Pay Commission, the Government should ensure that no section of
the employees get a raw deal. The Directors who are in the SAG but working
on deputation in Central Government under Central Staffing scheme as
Director, and their pay was fixed as 18300/- maximum of NFJAG after
opting the Proforma Promotions, are the worst sufferers. In earlier
pay scale, the difference in basic pay was just Rs.100/- (18400-18300=
Rs.100/-), but this 100 rupees difference has become now Rs.12830/-
(52280-39450=12830/-). This is the greatest anomaly in the pay. So in
the interest of such officers, the Pay Commission should review its
decision. If the officers in the pay scale of Rs.14300-22400 can be
put in the pay band 4, then why not the Directors of SAG rank? Hope
government will remove the anomalies.

We heard that after a lot of delay 1974 and 1975 batch officers of Central
Services were empanelled as Additional Secretaries and 1972 and 1973
were empanelled as Secretaries. One would be interested in that list
also. Why don't you publish that?

India needs Managers not Regulators
The best thing to happen to UPSC. Next should be Mussoorie Academy and
thereafter IIPA, New Delhi. It will be in national interest to debureaucratise
these two institutions as well . Sooner it is done the better. India
needs Managers not Regulators. India needs development not status-quo.

A worthy cause
Arun Saigal has brought up a worthy cause, which needs our whole-hearted
support. Barkha Dutt (NDTV) had also taken up this issue earlier. The
plan for a national war memorial at India Gate has been 'under examination'
for long and is presently stuck on account of 'wall height'. Actually,
'wall height' is not an issue at all. The design is 'recessed', with
nothing projecting higher than ground level in the area.(something like
the road between North & South block to Vijay Chowk.)
It's plain cussedness of various departments and babus who are delaying
approvals. Design details blend with the surrounding aesthetics &
are artistically conceived. We should take up this cause as a 'people's
crusade' to make it materialse.

Efforts by IDES
I am happy to report that Indian Defence Estates Service(IDES) has successfully
introduced e-governance in Defence land management at national level
as a project Rakhsha Bhoomi Network . This will systematise all the
land records and leases/grants/licences and also data about encroachments.
Confidentiality has been ensured as only authorised officers may log
in. Besides this, majority of the municipal services of Cantonment Boards
such as Revenue, Taxation assessment, public works department, Cantonment
hospitals, Building plan approvals, Cantonment degree colleges/schools,
Community centres, Commercial complexes/markets etc have been e-networked
and striving towards paperless system. IDES is marching ahead despite
of extremes faced, as it all happened with generation of local Revenue
from Property and water tax revision of properties inside cantonment
areas and non tax revenues from BOT/outsourcing the facilities. This
was strongly resisted by Corporators of Cantonment boards, yet with
strong will and efforts of IDES officers this was ultimately through.
Please visit Cantonments as Pune, Delhi, Secunderabad , Lucknow to appreciate
the Quality in delivery of Public Civic Service which is prime duty
of IDES. This all contradicts the efforts made by service as Why cadre
restructuring of IDES is being delayed?
