Ashwani Lohani received the award for the "Best Tourism State-2008"

NBCC Present Dividend Cheque of Rs.55.97 crore
to UD Minister (UPDATED)
National Buildings Construction Corporation Limited (NBCC) presented
a dividend cheque of Rs.55.97 crore to Indian Minister for Urban Development(UD)
S. Jaipal Reddy in Delhi on August 26,2008. The Cheque was presented
by the Chairman-cum-Managing Director of NBCC Arup Roy Choudhury. The
company has declared a whopping gross profit of Rs.418 crore with a
total income of Rs.2025 crore.Reddy congratulated the NBCC team for
scaling new heights and asked to maintain the status and standard of
the largest Central Public Sector Undertaking (CPSU) in the construction
and infrastructure sector. The Minister also advised the CMD to take
up more projects with architectural excellence in the North-Eastern
States to bring the region at par with other States.The Board of NBCC
also declared a dividend of Rs.55.97 crore to be paid to the Government
of India, which is 62 per cent of its paid-up Capital of Rs.90.00 crore.

the same day. An alumnus of the 34th NDA Course Vice Admiral Vijay Shankar

"The Muse with Wings"
Chief of the Air Staff, Air Chief Marshal FH Major was in a new role,
releasing "Muse With Wings", a book written by Air Marshall

Dreaming Vishnus: A Journey Through Central
India released
It was launch of book with a difference. Unlike glitterati of metros
who end up having a bash over wet dinners, Dreaming Vishnus: A Journey
Through Central India "was launched at simple yet an elegant function
in Bhopal's posh hotel Jehan Numa Palace. It's the story of an intrepid
traveller's mammoth obsession, and his wild and wonderful journey into
the heart of India. It was released by an expert on hospitality industry
& an MLA from Gopad Banas assembly segment-K.K. Singh, in Bhopal
on the evening of August 23, 2008. Written by Vikramjit Ram the book
is a chronicle of tales about people he met and places he went around
in Madhjya Pradesh and parts of Uttar Pradesh. Releasing the book, Singh
hailed the humour and style used by Ram to describe the very small and
simple things than comes ones way while traveling. He said that Vikramjit
Ram's fascination with elephants and crumbling edifices lead the writer
on an extended journey across India, chronicling depictions of the animal
in ancient Indian sculpture.He said that he decided to launch the book
in a non-metro like Bhopal despite advises from
his friends, who were quite nervous and about it.
Dreaming Vishnus is a blend of art and architectural history with intimate
observations of people and places. It is also a story of beauty and
neglect, hope and serendipity. Dreaming Vishnus recounts one of these
journeys, made in parts of Madhya Pradesh and Uttar Pradesh. Travelling
to Bhimbetka, Sanchi, Orchha, Khajuraho, and other lesser known places,
Vikram discovers a region rich in curiosities: from prehistoric painted

Issue of increasing the retirement age for Govt employees
The Government servant had been in an unenviable situation. Entry in
to a Government job at that time for those who are now having over 20
years of service had been the toughest as compared to other employment
sectors. Best talent available had joined the Government jobs whatever
may be the levels. Specially at the levels where some education level/
competitive job was a criteria, the best people only got the jobs in
general.
Such people worked for their political bosses. These bosses, for various
reasons did hardly anything to enhance their image. As a consequence
when a private sector employee does anything, he is called an executive.
In contrast, even an IAS officer is generally termed in a broad category
of BABU by the media. This word obviously does not add any glory other
then categorizing every body as a clerk even if he is the head of a
district or assists in making policies in various sectors. Do we not
need fair and capable employees for such jobs? Presently on account
of lower salary and not so good working conditions , the Government
jobs do not get the best talent. Working conditions and the job contents
are not considered as the choicest, although in the initial years at
least, the Govt jobs provides the widest coverage of perspective as
compared to any other catagory. The enhancement in the salary in the
private sector is viewed very positively and with respect. Take the
example of IT professionals. It is primarily because there is an accountability
vis a vis profits in the organisation which relates to salary hikes.
Such mechanism is difficult to be implemented in a non profit oriented
organisation like Government sector. In such organisations in fact,
any method of putting in a relative evaluation between employees leads
to severe anamolies since the responsibilities of the employees are
relatively far higher and there is no individual owner. Corruption prevails
by making officers critically looking for their evaluation. Another
issue is regarding fitness and cost effectiveness. To answer this, it
is simply clear that highly regarded private organisations are already
having a retirement age of 65 years for senior management. In fact,
a graded retirement scheme can be considered which already exists in
military. If the retirement age for professors in AIMMS can be made
higher, why cant a similar principle be applied for entire senior management
level in Government say joint secretary and above. The reason being
that such officers who reach JS level or equivalent are recruited from
amongst the best and also they have a good amount of work experience
and exposure. Their can be various arguments for and against. One thing
is however sure. Given a job security of say up to 65 years of age,
most of the officers of JS (and equivalent) and above will generally
not have any tendency to accept/ tolerate corruption or anything which
they do not consider as correct in their opinion. They will tend to
be much more fair and upright. There should be no extension or reappointment
after such superannuation. Whatever might be the arguments for or against,
this single factor improving the availability of capable, fair and upright
officers at management levels in the Government will more than compensate
any costs related to it if there is one at all.

A quick response
A quick response to the urges expressed by representatives of other
central services to man the posts in the higher bureaucracy, on par
with the IAS, particularly those expressed by two esteemed contributors
yesterday. First of all, the IAS was, by design, created to man posts
in the centre and the states in order to maintain a link between policy
making and field level implementation. That role is an integral element
of India's model of cooperative federalism under which the states are
asked to maintain a deputation reserve on which the centre can draw
upon to man its higher posts. The Central services are welcome to higher
posts in their own departments but can hardly crib about posts that
they were never trained for, in functional areas where they have no
field experience and therefore they should not even aspire for these
posts. The fact that they still do is merely an expression of rampant
trade unionism devoid of any rationale or reason-after all we all gave
the exams to get into the IAS but having not made it does not mean that
we try to usurp the IAS's role (posts) through spurious arguments and
ill informed comments about the IAS's dominance, a dominance which in
any case stems from the different constitutional and legal roles of
these services and not due to anything hatched by IAS officers as a
tribe, as the thinking of these contributors seems to be.

6th Pay panel must be fair & reasonable
I fully agree with Mishra and Ms Meenakshi Roy. This anomaly is extremely
distressing and needs an immediate review. How come two Directors can
have this difference ?

High time to correct mistake
Pay scales of Assistants in the CSS cadre has thrice been revised whereas
the feeder cadre of UDC's pay has never been kept in mind. This is the
high time for the considerate UPA Government to correct the anomaly
between the pay scales of Assistants and UDC in CSS cadre. The nature
of job of both of the officials is 100% same. We have heard from the
top officials and some politicians that there has been sheer injustice
with UDC, in recent times, but the same should be rectified while divulging
the modified scales. We are worst sufferer.

Need to 'debureaucratise ' all organisations
Keshav has hit the nail on the head in suggesting that it will be in
national interest to debureaucratise these two institutions. In fact,
we need to 'debureaucratise ' all organisations and institutions by
appointing professionals, who are specialists in their fields , to attain
our 'tryst with destiny.

Honest introspection required
Taking it further from - " honest introspection required ",
I wish to put my earlier view in the proper perspective. The AIS are
governed by similar Guidelines for Promotion, which were issued in 2002.
Although giving an edge to the IAS, these guidelines are basically similar
in so far as promotions beyond the Supertime Scale/s are concerned.
Whereas IAS officers get to the Secretary's rank in 16 years, equivalent
ranks in the IPS and IFS, viz. IG & CCF are reachable in 18 years,
which seldom happens. Similarly, for the Principal Secretary, it takes
an IAS officer 25 years to reach that level, which is now implemented
scrupulously for entire batches. In the case of IPS & IFS, however,
the guidelines are seldom implemented. In Maharashtra, however, the
IPS appears to have managed to obtain an understanding as a result of
which, a two year gap is maintained between IAS and IPS for promotions
beyond the DIG level. As a result, officers of 1983 batch of IAS and
1981 batch of IPS have reached the Prin. Secy. / ADGF levels; officers
of 1992 IAS and 1990 IPS have reached the Secy. / IG level. For the
IFS, however, it is still "dark" at the end of the tunnel
with officers of 1982 batch still waiting to be promoted as CCFs. Officers
of 1976 batch are still serving as CCFs. So, how will the implementation
of the VI Pay Commission recommendations help us? May be, the Cadre
controlling Authority will find time to take a closer look at the way
that cadre is being managed by them! It's about time that this third
AIS was given a fair deal as prescribed by AIS Cadre and Pay Rules!

Deplorable state of CGHS
I seldom visit CGHS dispensary. Yesterday I did to procure some iron-calcium
tablets for my wife, as advised by CGHS Gynae Hospital, R K Puram. After
waiting for more than 3 hours in the queue at Palam dispensary, I was
told at 1330 hrs (closing hours ) that my card has not been properly
entered. It simply infuriated me. I made the CMO-in-charge to intervene
and got the medicine. But there were many unfortunate persons who couldn't
get medicine. Why can't there be a dedicated counter only for persons
seeking medicines advised by referral centres? It will save precious
time and give some succour to the members.

A no- holds-barred fighting has started for the allotment of a bungalow
in Lutynes Delhi (15 Mahadev Road). The claimants belonging to different
Services like IAS, IPS, Custom ,Income Tax etc are busy pulling the
political and business strings to gain access to the power that be.
Three Joint Commissioners of Delhi Police namely P. R. Meena, Qamar
Ahmed and Aditya Arya are staking their claims on different considerations.
A top custom officer has also joined the fray according to well informed
sources in the Estate office.A former minister is also demanding allotment
in lieu of a house in South Avenue. The Principal Secretary to Mayawati
who was also interested in this bungalow has already been allott the
nearby bungalow vacated by Kiran Bedi. The minister for Urban Development
Jaipal Reddy is waiting for direction from some invisible power behind
the throne.
