Santosh Nautiyal to head TAMP
In all probability Santosh Nautiyal will head the Tariff Authority for major ports (TAMP). He is a retired IAS officer of the Orissa cadre who belongs to the 1968 batch. The post of Chairman is vacant ever since term of AL Bongirwar (a Maharashtra cadre IAS of the 1966 batch) ended.

Justice Mathur to head the Armed Forces Tribunal
Justice Ashok Kumar Mathur, a retired judge of the Supreme Court has been appointed as Chairperson of the Armed Forces Tribunal (AFT). The tenure of appointment of Justice A.K. Mathur as Chairperson in the Armed Forces Tribunal will be for a period of four years from the date of assumption of the charge of post or till he attains the age of 70 years whichever is earlier. Born on August 07, 1943, Justice Mathur was enrolled as an advocate of the Rajasthan High Court in 1967. He served as Assistant Government Advocate and Deputy Government Advocate and later as Government Advocate of Jodhpur from 1969 to 1978. He was appointed as Additional Advocate General of Rajasthan in 1981. Justice Mathur became Additional Judge of Rajasthan High Court in 1985 and Permanent Judge of the same court in 1986. He was transferred to the Madhya Pradesh High Court in 1994 and was appointed as Chief Justice of the same court in 1996. Justice Mathur was transferred to Calcutta High Court in 1999.He was elevated as Judge of the Supreme Court of India on June 07, 2004 and retired from there on August 6,2008.

Prof Prem Kumar Dhumal for a global airport in HP
Himachal Pradesh (HP) Government, led by Chief Minister Prof. Prem Kumar Dhumal, has proposed an international level Rs. 700 crore Green Field Airport construction in the Balh valley in Sundernagar area of district Mandi, to the Government of India to accommodate the landing of wide-bodied larger aircrafts. This has been written by Prof. Prem Kumar Dhumal, Chief Minister, in a proposal sent to Indian Minister for Civil Aviation Praful Patel. Prof. Dhumal stated that Himachal Pradesh was the only state, which had no big airport to facilitate the landing of the wide bodied aircrafts which had been an impediment in attracting the high paying and foreign tourists to visit the state and add to the tourism promotion activities. He said that with the construction of the new airport the air traffic congestion in the New Delhi international airport would also get eased. He added that for further connectivity by air, the state had created a vast network of helipads at all the places of tourist interest where such tourists could be flown conveniently. He said that air transport needs of the state were in commensurate with infrastructure needs in the sector.

Yet another first in SAIL's kitty
Steel Authority of India Limited (SAIL)of which Chairman is S.K.Roongta has become the first company in India to utilise the Freight Operations Information System (FOIS) of Indian Railways for monitoring the movement of its incoming and outgoing rail freight traffic. The web enabled system has been developed and customized for SAIL by the Centre for Railway Information Systems (CRIS), Ministry of Railways. The new system was formally launched by VK Gulhati Director (Technical), SAIL on August 27,2008 and was put in operational use for all SAIL plants & units simultaneously for providing on-line information about incoming raw material wagon/trains starting from the loading points to destinations and movement of finished products from steel plants to stockyards/customers. RB Das, Group General Manager (FOIS) from CRIS, present on the occasion mentioned that the system has been exclusively designed for SAIL after a number of interactions with SAIL plants which will help in on-line tracking of inward & outward wagons/trains across the country.

DOPT should upgrade rates
There is a healthy practice amongst retired Governmentt officials to be engaged as Consultants. This is primarily done to offset the shortage of staff with experienced, matured personnel. But the payment pattern is so poor and uninspiring that many prefer working with private sector. Even big departmental stores pay better ! Incase, any department wishes to engage someone, he should be paid 50% of the last drawn salary plus his pension. Times have changed and so has the inflation...do you expect experts to be dragged for paltry 10,000/a month ??? DOPT should upgrade its rates.

Vicious monopoly of British residents
It was perhaps Ram Manohar Lohia who first described the IAS as a powerful Trade Union. It may hurt the TUs if they are bracketted with IAS. TUs of workers fight for themselves and at the same time they do not grudge if due is given to others. It is not so with the TU of IAS. In pre-independence days British Government in India used to post English Residents and Forces in native states and the entire cost was to be borne by the native states. IAS officers are like British Residents posted in states of today. If vicious monopoly of this TU is not smashed there is no hope for India . In fact it is time to start a countrywide campaign to delist so-called IAS cadre posts in the states so that civil servants of the states may be able play positive role and contribute towards development of the state. Why all foreign training and course opportunities should be bagged by the IAS ? Was Bimal Jalan intellectually inferior to the IAS officers ? Is Montek Singh Ahluwalia inferior to IAS officers ? There are many Jalans and Ahluwalias outside the IAS. If GoI cannot reach out to them, then it is a national tragedy. Next step should be to throw them out from all Regulatory Bodies in the government. Let able and competent professionals manage those positions and responsibilities. Why Central Government schemes are being named after members of Nehru family ? Has any member of this TU ever raised any written objection to such proposals ? And lastly, the Election Commission of India has been managed by opening the government door to a former CEC by making him State Minister in Central Government. The next deadly and dangerous move would be to induct any retired CJI as a Minister of Law in the Central Government. A national movement should also be started to prevent such practices.

An appeal to policy makers
This forum has been discussing various issues from improving efficiency in government to making systemic changes in governance. One important factor in this exercise is capacity building. Officers from all most all civil services are given training in their respective fields since induction level. The DOP & T also gives opportunities to have more and more training facilities to middle and senior level officers at IIMs, national institutes and abroad, although these programmes are utilised by a selected few. One question is that after spending huge amount of time and money on these officers, whether government has a policy of utilising their services to improve governance ? I feel that the trained officers should be considered for posting in their specialised fields after their training so that the government's resources are properly utilised. Necessary training should be provided to officers of all services as is being now done for IAS and also link the capacity building to career progression. The central staffing scheme for senior level appointments in GoI which is proposed to be revised as per the 6th pay commission recommendations should take in to consideration of capacity building also.

Rectify pay scale
I fully agree with the view posted by Sarvesh Kumar about injustice to UDCs of CSCS. We once again request to the authority to rectify the huge difference of pay scale between Assistant & UDC because their nature of work is same. It is sheer injustice which needs to be rectified soon.
