MCGM e-Governance project wins 32nd rank globally

The Municipal Corporation of Greater Mumbai(MCGM) e-governance initiatives commenced in 2005 and within a short span of three years it has emerged as a clear winner when this initiative was ranked 32nd among the top 100 cities globally. The TCS Ltd. were consultants to the project. The MCGM has brought about 100 services on e-Governance.
A Global Survey was carried out on e-Governance at the civic body level by the State University of New Jersey and Sungkyunkwan University, South Korea and co-sponsored by the Department of Economic and Social Affairs, United Nations and the American Society for Public Administration, in which performance of 100 cities was rated.
In this survey, Mumbai humbled major cities like Copenhagen, Lisbon, Stockholm, Cape Town, Oslo, and Brussels. Mumbai stood 32nd globally and 10th among Asian cities.This was communicated to J.M.Phatak who is Commissioner MCGM. Phatak is an IAS officer of the Maharashtra cadre who belongs to the 1978 batch. The city was the only one from India to feature in this ranking.

Hemant Priyadarshi has been relieved by the Rajasthan Government to join Central Bureau of Investigation(CBI).Priyadarshi who is an IPS officer of the Rajasthan cadre belongs to the 1992 batch.

Basu will be new Managing Director of MRPL

Uttam Kumar Basu will take charge as the new Managing Director for Mangalore Refineries and Petrochemicals Limited (MRPL) on September 1, 2008. An announcement in this regard was made by MRPL Chairman R S Sharma soon after the AGM at MRPL on Saturday. The present MD, R Rajamani, will retire on August 31, 2008.


Chief Executives for four public sector banks appointed
The Government has appointed chief executives for four public sector banks - Allahabad Bank, Andhra Bank, Syndicate Bank and Vijaya Bank. The Finance Ministry on Saturday issued orders elevating four Executive Directors in different banks to the post of Chairman & Managing Director (CMD).

Kamath is CMD of Allahabad Bank
KR Kamath, who is an Executive Director at Bank of India, has been appointed as CMD of Allahabad Bank. He has been appointed for a period of five years.

Albert Tauro joins as CMD Vijaya Bank

Albert Tauro who so far was Executive Director(ED) with the Central Bank of India(CBI) on elevation has assumed the charge as Chairman cum Managing Director(CMD) of the Vijaya Bank.

Reddy is Andhra Bank CMD
Andhra Bank has a new CMD in RS Reddy, who is now an Executive Director in Union Bank of India.

George Joseph elevated as Syndicate Bank CMD
George Joseph, who is an Executive Director at Syndicate Bank, has been elevated to CMD post in the same bank. He is likely to have a term of just about nine months as he is due to superannuate on April 30 next year.

GPF Interest rate
I have read the suggestions given by one of the viewer regarding increase in the interest rate of GPF. No doubt previously a Govt. employee was getting 12% interest (compound) and after that he was entitled for 1% bonus, if no withdrawal of any kind is taken from the GPF during the financial year. Day by day the Govt. is reducing the interest on GPF, because the 'BABU' category (including top officers in Government Department) is that category which will say nothing and not raise his voice in their interest. No doubt some senior level officers wish to increase the rate of interest but they are helpless and the politicians do not want to interfere in this. I think, this is the time that Govt. can announce the increase in the GPF interest in the coming 6th Pay Commission Report. I hope the people will agree with me. On one side Govt. says that the GPF is for the older age and for the children of the employees, on the other, to take loan from the GPF we have to give lame excuses or proof for withdrawal of the same. This practice should also be stopped with immediate effect. Thanks for reading my ides.

Retirement Age

The issue should be addressed w.r.t. fitness, experience, productivity and cost to the employer. Considering Government job as a means of mass employment defeats the very purpose. Sustainable jobs are created by private entrepreneurs and development works for which surplus money required can come from higher productivity e.g. distributing enhanced works to existing experienced manpower (improve their skills as required) with minimal addition. Improved employment conditions will attract better talents to Government job.

The High Court has really upheld the greatness of the judiciary by not hesitating to strike down the ultra vires rule of retrospective application of transfer policy. The Finance Ministry should not feel bad because this is the settled rule of law.

The IT Commissioners who were retained on child education ground [which was not part of transfer policy] are celebrating as the old rule had covered children's education and now that the new policy stands nullified on grounds of equity, those retained can apply for retention under the old rule when the transfers come up for review this month.
