Gender Discrimination of Military Nursing Service Officers by Defence Ministry
The Britishers in India started military Nursing Service (MNS) during their colonial Rule. It is a service purely by ladies. These ladies were not allowed to marry and whoever were caught; used to be dismissed from service. Their service conditions were also not conducive for married life. The same tradition was continued for some time even after independence of India. Now though marriage is permitted but service conditions have not been changed for leading a healthy conjugal/family life. As a result of this there are plenty of Military Nurses remaining unmarried throughout their lives. Due to frequent transfers after every 3-4 years and service conditions/long duty hours; married MNS officers are compelled to lead troubled family lives. Divorces and marital discord leading to suicides are therefore have become parts of their lives. Therefore it is found that many MNS officers left defense services and joined as civilian nurses. But there is no reverse locomotion/movement.
There are separate service cadres of Army, Navy and Air Force Doctors. But there is only one single cadre of Military Nurses for all the three above forces of defense services hospitals. Working cultures are also slightly different and these nurses have to adapt themselves according to the hospital they are posted. This adds difficulties to their lives and more places of possible transfers/postings.
As many male military personnel live without family due to, inter-alias, frequent transfers disturbing children's education etc, these military nurses are susceptible to sexual exploitations. To protect these hapless ladies, they were given commission and ranks like any other army officers. But subsequent Pay Commissions and Defence Ministry, possibly under pressure of male army officers, gave these ladies lower pay scales and it is totally different from the rest of army officers. Also these ladies were denied rank pay. This is a gender bias by govt. of India and sexual/gender discrimination.
While civil nurses are grated 135 days of maternity leave, military nurses are still given on 60 days of this kind of leave. As a result within 60 days of delivering babies these military Nurses have to report for a minimum of consecutive 15 nights' duties starting from 7.30 P.M. to 8.30 A. M. of next day. It means 13 hours' continuous duty in a day. With this long duty hour; what will happen to the breast-fed now borns to these unfortunate ladies needs no imagination. And almost four months in a year these ladies serve night duty while civil nurses do 3 days of night duty in a fortnight.
In addition to army duty MNS officers have to be always ready to meet any other challenges/eventuality in India and abroad. When all civil nurses in Govt. Hospitals in Delhi went on strike in 1998 demanding Nursing allowance Military Nurses were deployed at AIIMS & Ram Manohar Lohia Hospitals. Plenty of them are working in Congo, Sudan, Afganistan under UN Mission. But remember there is no substitute at Defense hospitals for these deployed defense nurses. Further Nurse & Hospital bed ratio in defense set up is less than civil hospitals. Army Hospital ( Research & Referral), Delhi is supposed to be best defense hospital catering services to The President, Prime Minister, Defence Minister of India, Lok Sabha Speaker etc. But it has only 140 nurses for almost 1000 Beds. This hospital used to be frequented by Prof Abdul Kalam and now by Current President & Somnath Chatterjee, Lok Sabha Speaker.
Sixth Pay Commission saw this separate pay scale only for MNS Officers in Army as surprising & unjustified and recommended ( Paras 2.3.19, 2.3.20 & 2.3.21) for same pay scale & grade pay for these ladies as for rest of the army officers. It wrote in para 2.3.20 "The Commission, however, is of the view that no differential in salary of officers belonging to services or MNS is justified and that the pay band and grade pay of similarly designed posts in Service officers cadre and MNS cadre should be same". But it unfortunately forgot to give Nursing Allowance, as it is applicable with their civilian counterparts. It is also to be remembered that these ladies are also commissioned officers and they have same rank & designation as any other army officers. But their highest rank has been kept one rank below to the head of any hospital headed by doctors. It seems to be logical for administrative control.
Unfortunately the Chiefs of Staff Committee(CoSC), Ministry of Defense, looking into the 6th Pay Commission recommendations are possibly ill informed or tried to mislead the Finance Ministry and, therefore, written about their "serious reservations" about commissioned officers "being equated" with Military Nursing Service Officers, holding that this will create "functional imbalances" in military hospitals and "impact" patient care. This has been reported in Times of India, Delhi dated 13 July, 2008. Such apprehension is out of place as there is clear-cut demarcation of duties of Defence Doctors and Nurses. Had there been both male & female military nurses such gender bias would not, possibly, have happened. Also these nurses are commissioned officers, they have same designation as any other commissioned officer, & paid salary by the Controllers of Accounts, Pune meant for Commissioned officers only, and worth to be equated with any other commissioned officers in defense forces.
Gender bias in defense forces is not new and so is its track record. And chiefs of Staff Committee are all males and therefore their suggestions could be well known beforehand. If one remembers correctly that few years back one Lt. Genl. as Deputy Chief of Army Staff said "we can do without women" against media reports on sexual exploitation & harassment that possibly led to Miss Chakraborty, a Bengalee Lady Officer, hailing from Raipur, committing suicide. She was from Army Supply Core(ASC). Later on that Lt. Genl. had to openly apologize through different media for his comment about lady defense employees. Few days back another Lady Captain from the same Core at Srinagar(J&K) formally complained about sexual harassment as reported in newspapers. Famous or notorious ASC is the Army version of Civil Supply Departments and have similar service track record. Flt Lt Sunita Gupta also made similar complaint and her Court Martial etc were reported in newspapers few years back. If it is remembered correctly Shri D. Raghunath, DG(Armed Focrces Medical Services) on his retirement press conference said "sexual crime rate is more in defense forces compared to civilians". About 3-4 years back there was hue and cry on snatching away of Military Rank & Uniform of these military nurses by male army Bosses and on intervention of Dr. Manmohan Singh, PM that move had been partially shelved. Military uniform has been taken away from these nurses.
It is hoped that discrimination & exploitation of Military Nurses would be stopped by authorities who are responsible for giving final touch to the 6th Pay Commission recommendations and its implementations so that MNS Officers are given same pay scales as any other military officers. Also they should be paid Nursing, Allowance( like NPA to Civil & Military Doctors) as it is paid to civil nurses(refer para 3.6.16 of 6 th CPC recommendation). Also wrong notion may be erased that MNS officers are not commissioned officers as written & percolated by CoSC. In fact MNS officers are commissioned officers.
