What is a Nav Ratna Company ? (UPDATED)
The Government, from time to time confers Navratna status on Central Publilc
Sector Enterprises (CPSEs) once they fulfill certain stipulated criteria.
Recently, Shipping Corporation of India Ltd. was granted Navratna status
making it the 17th member of the elite Navratna club.
'Navratna' literally means 'nine jewels'. The Government had identified
nine Public Sector Enterprises (PSEs) in July 1997 that had comparative
advantages and potential to emerge as global giants as Navratnas. These
are: BHEL, BPCL, GAIL, HPCL, IOC, MTNL, NTPC, ONGC, and SAIL. These PSEs
were given enhanced autonomy and delegation of powers to incur capital
expenditure, to enter into technology joint ventures/strategic alliances,
to effect organizational restructuring, to create and abolish below Board
level posts, to raise capital from domestic and international market,
to establish financial joint ventures and wholly owned subsidiaries, etc.
Over the years, many more CPSEs were conferred Navratna status as they
fulfilled the required criteria.
The enhanced powers presently delegated to the Boards of Navratna PSEs
broadly include:
i) To incur capital expenditure on purchase of new items or for replacement,
without any monetary ceiling.
ii) To enter into technology joint ventures or strategic alliances.
iii) To obtain by purchase or other arrangements, technology and know-how.
iv) To effect organizational restructuring, opening of offices in India
and abroad, creating activity centers etc.
v) Creation and abolition of all posts including and up to those of non
Board level Directors.
vi) The Board of Directors of these PSEs have the power to further delegate
the powers relating to Human Resource Management.
vii) To raise debt from the domestic capital markets and for borrowings
from international market, which would be subject to the approval of RBI/
Department of Economic Affairs, as may be required and should be obtained
through the administrative Ministry.
viii) To establish financial joint ventures and wholly owned subsidiaries
in India or abroad, with certain limitations; and
ix) Mergers and acquisitions subject to certain conditions.
Performance of all Navratana Companies is reviewed by an Apex Committee
from time to time. The proposals for granting Navratna status to CPSEs
are received through concerned administrative Ministries/Departments.
PSEs fulfilling the above criteria are generally granted Navratna status.

Mr. ASHWINI KUMAR deserves congratulations on his appointment as
the new Director CBI.He is known for his straightforward approach and
transparency. The whole country including political parties irrespective
of their affiliations salutes CBI for its credibility.So far so good!
There is, however,a dire need to revamp the Organisation which , over
the years,has willy nilly acquired the trappings of a normal govt. organisation.That,
there is no love lost between the home-grown talent and the deputationists,
who incidentally, occupy posts in the top echlons, is an open secret.
According to informed sources, this has resulted in simmering discontentment
in the Organisation.A large number of deputationists have manipulated
to remain stayput on deputation in the CBI for decades denying opprtunities
to IPS officers of other cadres.The reason given this is quite simplistic
:dealing with sensitive cases. This is absurd.
As for the home- grown cadre of CBI, to the best of my knowledge, there
is no system in place forcarrying out rotational transfers as per CVC's
guidelines.The officers develop vested interests The end-result is that
the Organisation's efficiency and synergy become the automatic casualties
and the CBI becomes its own rival!May I request the new Director CBI
to look into this personally and on priority in consultatio with Mr.
Pratyush Sinha , the CVC to break the monopolistic coterie ,if any.
I am making this statement with good intentions and without malice towards
anyone.

6.2.2 should definitely not be allowed as it makes officers manipulative
and self seeking. All posts should be filled by DOPT and not through
officers own efforts. If the PM has banned 6.2.2 it is good for our
dignity. All so called 6.2.2 posts should be made part of the DOPT's
standard procedure for CSB appointments . Why give special facilities
to manipulative chamcha officers.

I am in full agreement with the PM on this issue. Top echelon of
Indian Bureaucracy particularly the IAS want to have ( and are actually
having ) best of both the worlds. If they want to join MNCs they should
join the MNC for ever. They must resign from the IAS/ IPS etc.( and
resignation should be formally accepted) before proceeding to join the
MNC. It will be a sad day if our PM wavers at the pressure of IAS bureaucracy
and resind or modify this decision.

Pay commission and age.
The Group of Ministers considering the pay report are finally likely
to agree on a much higher salary than recommended by the experts, subject
to the increase in retirement age as the govt does not have the money
to pay the arrears and retirement benefits. Other alternative being
considered is to make the report applicable from 1st Jan 2009 and to
reduce the pension. The decision will be taken by Sept end and announced
around diwali.

Why sudden death of debate ?
All of sudden the huge debate on IRS transfers especially the education
clause and UP-IAS-IRS has died a sudden death. Is it because all vested
interests have been satisfied one way or the other. Or is it because
those who lost were tired by the system. Hope it is not a case of muffling
of the voices or the media that was good enough to air them.

I had written an email a day before yesterday raising certain issues.
The issues are that certain gross irregularities have taken place by
people who are in-charge of administration. An assistant is first posted
as section officer in the scale of Rs.6500 and then his post has been
upgraded/created without Ministry of Finance concurrence in the Grade
of Rs.8000/-.
According to rules, a person has had to put in 2 years regular service
in the grade of section officer and only then he could become a Desk
Officer. A desk officer allowance of Rs. 450/-is given as incentive
to the desk officer. But here all rules on the subject are ignored and
the gentlemen upgraded to Rs. 8000/- (a non-functional scale). An assistant
under no circumstance can be granted a desk officer allowance, what
to talk of a scale of Rs.8000/- breaking all Government of India rules
mercilessly. According to rules, MOF prior approval/concurrence is also
required for upgrading or creating a post which has been hugely ignored.
May I request you to post it on your website so that this is noticed
by MOF and DOPT to correct the situation in National Commission for
Protection of Child Right?

The Marine, understandably agitated at this point, looked at the man
and said, 'Sir, this is the third day in a row you have been here asking
to speak to Bush. I've told you already that Bush is no longer the President
and no longer resides here. Don't you understand?'
The old man looked at the Marine and said, 'Oh, I understand. I just
love hearing it.'
The Marine snapped to attention, saluted, and said, 'See you
tomorrow.'
