How many IRS transfers ?
An analysis shows that in July 2008 as many as 264 Income tax commissioners were transferred; another 13 were retained under 10th/12th child clause; 2 were retained under posting in vigilance; 1 was retained till Nov under 'unfinished administrative work in Delhi'; 1 was diverted on grounds of cancer; 1 was diverted to Delhi within a week on grounds unknown to this analysis. This totals 282 Commissioners. The total number of Commissioners in India is 718.

Cabinet Secretary not in favour of jumping queue, but …..
Cabinet Secretary K M Chandrasekhar is not in favour of jumping the queue. However, it is being observed that even those candidates who are number Two in the selected panel of Public Enterprise Selection Board are politicizing the post and lobbying in the ministry office to jump the panel thereby ignore the number 1 candidate. Is PMO office, CVC , Cabinet secretary and our Media listening? This is a very serious matter?.

Not a regressive step Denying all deputations under 6.2.2 for officers to gain external experience and opportunity to honestly earn a good compensation is not a regressive step. The PM himself understands the value of experience in foreign universities and international agencies. The officers should take leave without pay and join such organisations. They should apply as a professional and not leverage their official position. Leave can never be a matter of right; but DoP instructions exist that normally leave should not be denied to officers with less than five years of service left. Same should apply to giving permissions, except where the officer has used his official position to get the job. 'Deputation' to a foreign agency (under 6.2.2 or whatever) is not justified, deputation to a commercial organisation is reprehensible and case by case approval or rejection is even more reprehensible.

If true, it is good that the PM has withdrawn Rule 6.2.2 that benefited only IAS officers who could join the private sector and multinational organizations but officers of the Central Services who got similar offers had to resign from service. It was blatantly discriminatory. Now what about those officers who are already with private or international organizations under Rule 6.2.2- will they be recalled or asked to resign?

Is public money not wasted for paying salaries of PSUs/RBI and other Banks:
Government is delaying the implementation of 6th CPC citing many reasons. Do these reasons apply to those politicians who are running the government. Anyway, in what way government employees are inferior to employees of PSUs/RBI/other Banks etc. Still we government employees are involved in the work which is more important than these fellows are doing. The PSUs simply wait for the direction from the government to carry out any project and in the process the employees of the respective Ministry are involved in the planning, monitoring and implementation of the rules. But the government revises the pay of these PSUs/RBI and Other Banks. Particularly, the employees of Banks simply do adding, subtraction and tallying work which does not require any extraordinary talent. But only these fellow are paid more (very much overpaid)/ given timely excellent pay revision with arrears. Here also public money is wasted. Who cares for this. Only the pathetic government employee is targetted always.

GoI has empanelled private hospitals for treatment of serving and retired officers. Delhi High court has recently held that the government will reimburse all expenses of treatment to government officers without deducting any thing. Then why should government officers be made to get their prescriptions seconded by government doctors once medicines have been prescribed by these hospitals? Sheer harassment.

Caring for the planet in Govt.Offices
1. Switch off AC, monitor etc while leaving your room(say during lunch break).
2. Try to use both side of paper(by installing printers which print on both sides).
3. Use as little of plastic as possible.
4. Minimise wastage of water(Don't leave tap open )
5. Use public transport or share your car with colleagues or staff.
6. Dont sanction expense on useless renovation.
