Who Is The Most Hated Politician In The Country ?
The results of the whispersinthecorridors.com survey to learn about the most hated politician of India has thrown open some startling facts. We received about 200 responses from our surfers, some of whom wrote back to us stating, "what a question? Can any Indian politician be loved by the people? Irrespective of the party they hail from all are of the same class, they are responsible for the mess the nation finds itself today. An e-mail sums up the mood, "In my view there is hardly any politician today who is not liked by the people as most of them are selfish, corrupt and unmindful of peoples welfare".
The results of our survey brings out the names of the following politicians-
(1) Raj Thackrey - undoubtly tops the list for his "politics of hatred" against north Indians in Mumbai.
(2) V.P Singh - Termed the "architect of caste politics in India"
(3) Amar Singh - For his brand of "spineless politics'
(4) Mayawati - Termed the most "corrupt politician"
(5) Lalu Prasad Yadav - Termed corrupt and "self serving"
(6) Vilasrao Deshmukh - For "tacitly encouraging Raj Thackrey"
The other politicians who have been pointed out include BJP leader Lal Krishna Advani (for the "communal politics"), Gujarat Chief Minister Narendra Modi (for the "Gujarat progrom"), Ram Vilas Paswan ("opportunist"), Mamata Banerjee ("blocking industrialisation) and Arjun Singh for poisoning young minds.

To mark the completion of the Diamond Jubilee of the Sardar Vallabhbhai Patel National Police Academy, a set of two special commemorative postage stamps were issued by the Department of Posts at a function held at the Academy. Dr. G.S.Rajagopal, Director, received the set of stamps.
Established as the Central Police Training College at Mount Abu in Rajasthan on September 15, 1948, the then Central Police Training College was given the exclusive responsibility to train officers joining the newly formed Indian Police Service. The Academy was renamed as the Sardar Vallabhbhai Patel National Police Academy in 1974, and shifted to its present premises at Hyderabad in 1975.
In the course of 60 years, the Academy has trained more than 4200 directly recruited Indian Police Service officers in the basic course. Apart from this, on an average every year, more than 800 IPS offices undergo in-service courses at the institution.
Spread over an area of 270 acres, on either side of the Hyderabad-Bangalore Highway, the Academy has achieved the reputation of truly being a Centre of Excellence. A large number of measures have been taken in the recent past to improve the infrastructure facilities, and to revise and update the training modules. Some of these include the newly renovated Bitumen Top Parade Ground, a newly constructed Diamond Jubilee Complex containing excellent facilities for Outdoor Training, a sewage treatment plant which helps in recirculation of 20,000 litres of water a day, etc.
While focusing on the core functioning of training, the Academy has not lost sight of environment and ecology. Drip irrigation system, water harvesting measures, soil conservation efforts are a few of these. More than one hundred Solar Lights have been installed not only to save on power but also to protect the ecology. All these eco-friendly measures have resulted in a large number of birds and butterflies making the Academy their home. Peacocks, rabbits, partridges are some of the inhabitants of the picturesque precincts of the Academy.
The Academy has said a big no to plastics. Greenery and cleanliness of the campus is worthy of note. This has been possible owing to the noble concept of "Shramdan", wherein all members of faculty and staff as well as the probationers participate in efforts aimed at cleaning the Campus and planting saplings. The quarterly 'Sainik Sammelan' helps in focusing on the grievances of the staff, so that they could be attended to.
At the Director's monthly parade, the identified performers of the previous month are rewarded.

Change of Home Minister is not the solution
The change of Home Minister shall not solve any of our problems. It shall merely satisfy us for the time being. Its the entire system which needs overhauling. We need to control our population, make strict laws providing for even stricter penalty for the custodians of laws who themselves violates and misuse; give military training to every student befor he/she attains the age of 15 to make them disciplined citizens, zero tolerance to indiscipline and no nonsense in the name of religion and caste. We need to stop blaming politician as we need to introspect to see as to whether we do our job sincerely - right from Sweeper to the Prime Minister. The population of more than 100 crores should not feel helpless against corrupt politicians and few bureaucrats. We have become so corrupt that we do not even realize that our action shall directly or indirectly harm somebody. Otherwise, such incidents can happen any time, any where and no body can stop them. Wake up friends, introspect and do your duty. Rest the world will see.

Why AIS officers not joining at Director level in GoI ?
The problem as to why officers (other than All India Services) are not joining at Director Level on central staffing is because of lack of housing. For officers of All India Services (IAS,IPS & IFS) there is a tenure pool in which officers get their entitled housing immediately. Whereas for other services though there is one non-AIS tenure pool, but hardly any houses have been allocated by the Directorate of Estates in that pool.

Spirit of accepting CPC defeated
The very spirit of accepting the recomendations of 6CPC is being defeated by not issuing the concerned OM by the DoPT for non functional grade pay based on batch basis for organised cadres. It would be in right spirit if the same is done with effect from 1.1.2006 since the grade pay only has to be given and is on the basis of non functional basis.

Injustice by 6th CPC
Grave Injustice & Inequality among Staff and Officers by 6th CPC. This injustice has been done not only to Assistants/ PAs/PS but also to Inspectors of Central Excise, Income Tax etc and all others covered under the pre-revised scale of 6500-200-10500 and 5500-175-9000. They all have been down graded to 5000-150-8000 Pre revised scale in the name of merger. Apart from this an officer in the 6500-200-10500 earlier got ACP to 7500-250-13500 in 12 years but in the modified ACP it will take 20 years to reach the same scale. What a generous recommendation by the 6cpc to the stagnating officers (Gr B).

Central Anti Terror Agency (CATA) - Not to be manned by deputationists
The PM has once again reiterated the need for setting up a Central Agency to deal with terrorism. As already discussed earlier, the CATA will be a welcome step but should be accompanied by tough Anti Terror / Anti Communal Laws. The CATA would primarily be an investigative agency with quasi intelligence functions. It will not be a terror combat unit for which each state police force should have NSG trained commandos. However the new agency should be set up as suggested below :
- should initially consist of willing officers and men chosen from a wide spectrum with competency in their respective fields
- the officers to be absorbed permanently in the new organization - no lien to be allowed
- although the majority of the officers will be ace criminal investigators but a fair complement of supportive staff expert in computers, technical surveillance, forensics, intelligence gathering will have to be given.
- every team to be headed by an SP level officer and every team to have investigators of the rank of DSP with auxilliary suppotive staff
- since motivation for hard work in India is driven by either financial incentives or prestige and power enjoyed by the post, the CATA officers should be paid 75% salary as special pay every month as incentive
-the cadre and career prospects of this agency should be planned properly and no deputationists to be allowed at any cost especially in the policy making posts of the organization. No fresh blood to be inducted laterally except by direct recruitment from open market. It should not be made a parking place for some IPS officers to remain in Delhi or to pass time. Willing IPS officers who want to join the elite agency should be made an offer with absorption.
- Every team to also have a complement of trained commandos for use in raids and search / seizure ops.
- IB, RAW, State Intelligence Chiefs to freely exchange information with CATA and an intelligence sharing mechanism to be worked out. Preferably, terror related intelligence gathering units of the aforesaid agencies to directly report to CATA and no inter service egos to come in the way
- CATA to be headqurtered in Delhi with branches all over the country. Forensic, computer labs, shooting range, logistics etc. of international standards to be provided separately
- manpower to be increased commensurate with work and CATA should be placed under NSA reporting directly to PM

Why committee for retired Secretaries?
Mats has pointed out the requirements of the order to be issued for implementing the parity of organised cadres with 2 year deferment from IAS. Why is a committee for retired Secretaries appointed for the same? Is it to delay or pay wages to retired officers. DoPT has even refused to provide list of organised cadres to RTI applicant. From the spirit of the acceptance, it is understood that only vigilance clearance need to be taken for giving NFS to incumbents. There is no need for DPC since it is seniority linked NFS, as is NFSG for Directors to go from PB3 to PB4.

Pay Parity & SAG level Eligibility Parity in Organised Group A Services - Any hitch?
About three months back, GoI has accepted many 6th CPC's recommendations and released corresponding Resolution and Notification. Two very important 'parities' one relating to 'pay' and another relating to 'eligibility criterion for promotion to SAG' were accepted by Cabinet which will rationalize many issues. The pay parity which says 'Whenever any IAS officer of a particular batch is posted in the Centre to a particular grade carrying a specific grade pay in pay bands PB-3 or PB-4, grant of higher pay scale on non-functional basis to the officers belonging to batches of organized Group A services that are senior by two years or more should be given by the government.' This parity has not been implemented in want of a corresponding order to this effect. For IPS & IFS this parity is being implemented, because their pay rules has been amended by DoPT, though with some unpleasant modifications. Since the eligibility and scope has already been provided by Cabinet and similar thing introduced for All India services the delay in implementation for organized group A services is raising curiosity in anticipation of some unwanted modifications or hitch. Though it is understandable in case of eligibility parity for promotion to SAG level across all organized group A services, which may require some kind of detailed study.

Policy as a governance tool
I wish to underline the role of Policy as a tool in governance. First and foremost, there has to be a Policy. Then, Policy has to be clear. The objectives of the Policy have to be clear and so have the means to achieve them. Policy has to be detailed but not impractical and certainly not so perfectionist as to be stultifying. Finally, policy has to be implemented. In the latest context, is the Government listening?

Faulty ACP Scheme of 5th Pay Commission:
5th Pay Commission had recommended that any government servant who stagnates in one grade for more than 12 years would ACP and if he still stagnates he gets another ACP scale after 24 years but it was with a rider that if you already have two promotions you do not get anything. Government of India accepted this recommendation in toto but with a rider. This scheme was faulty and had functional problems. While working as Branch Officer in one of the Ministries I found this on practical terms. I found 'A' had joined as LDC and promoted to UDC/Asstt in 13 years but it took him 23 years to become Section Officer. While A was working as Section Officer, there were two Assistants working under him who had joined as Assistants & had completed 12 years of service & were given ACP i.e. SO's scale although they were much junior to him as Assistants and also less experienced too. It was impossible for 'A' to manage the said section. It was really a very poor management and dissatisfaction from prefessional angle for poor 'A who was exceptionally genius, sincere & honest Government servant. I would suggest that while issuing formal orders of ACP recommended by the 6th Pay Commission DOPT should make it clear that anyone stagnating in one grade would get ACP i.e. next scale and there should be no rider of earlier promotions as was done by the 5th Pay Commission. This issue needs to be discussed in detail on this Forum. A retired Government servant.

Through that we able to ascertain the persons movements and incomes/expenditures by searching using their single Identity.

Mumbai Terror: Bay Of Pigs--Revisited
The alleged ISI's sponsored invasion in Mumbai has fizzled out, albeit, with a price of human lives and properties. The perpetrators had expected much larger damage of gigantic proportions. Going by their body language on TV, both the President and the Prime Minister of Pakistan appear to be hopelessly helpless in controlling the ISI. The Army still seems to have an upper hand in the elected democracy of Pakistan. The situation in our own country is worse. The dejure Prime Minister, who is innocently honest, is furious at being made the scapegoat again. The de facto power behind the throne, like in the past, stops appearing on TV screen altogether and share the blame for failure! This centre of power skillfully pulls strings of all sub-centres of power including ministers and top bureaucrats and other yesmen! The de jure Prime minister is bypassed, as per whispers in the corridors of power. This backseat driving by the invisible power has cost the country dearly. There is at present, no accountability in the system. Let us talk of ground realities. The Mumbai massacre is a clear case of mammoth intelligence failure on the part of all the intelligence agencies. What is the accountability of the National Security Advisor? What is the role and responsibility of the Union Home minister who has resigned. Worse, What is the explanation of the Cabinet Secretary on his momentous failure in coordinating the intelligence inputs received from all agencies?Is the Cabinet Secretary meant to ensure the placements of his favourites in key positions only? What is the responsibly of the "Think Tank" like the National Security Council Secretariat. Why this multiplicity of authorities? I had, in the aftermath of Delhi blast, suggested in this very website about the creation of a full-fledged Min. of Internal Security which is presently being looked after by merely a wing of MHA. Let this ministry be manned by representatives of all intelligence agencies like the IB, RAW, Military Intelligence, State Government Intelligence agencies etc. One cannot say, for sure, whether this proposition will be a panacea against all terrorist attacks, but, at least, the job of maintaining internal security in the country, will surely get a focussed attention. All officers in the proposed ministry must be totally held responsible and held accountable for any act of non-performance. This ministry must be manned by professionals only( and not bureaucrats with no operational experience)It must be remembered that the days of external aggression have since been over. These are days of proxy wars by terrorists, which are far more dangerous. Let us take a cue from the series of blasts at Banguluru, Jaipur, Delhi and now Mumbai and learn our lessons. And, last but not the least, people like Raj Thakre and his Shiv Sena cannot escape their quota of blame. They kept the Mumbai Police so busy for the past three months that the latter failed to notice the movements of these ambassadors of terror from across the border to Mumbai with tons of deadly arsenals.

However they were very vociferous in extending support to Raj Thakeray and went out of their way to condemn "outsiders" in Maharashtra.

Small gestures matter
Despite the crisis, I am proud of what I witnessed in Thailand during the emergency there. I feel proud to be a part of the celebration organized by the government outside the u-ttappao airport held to boost up the moral of the tourist stuck for 5 days desperate to catch flights to get back home. It included a live band, free water service, sandwiches and first-aid. I feel India can also organize similar events in Delhi during fog which paralyzes our country every year....As I am part of aviation, I feel these small gestures help getting connected to the soul and give lifetime memories

A mirror to Indian Democracy
The tragic happenings of Bombay are a mirror to our democracy ! Indeed they are a shake up of the inert Indian masses, who think that it is their birth right only to criticize the government of the day even when they do not do their minimal duty of at least electing the government of their choice by casting their votes. If all the Indian voters were to honestly do this duty, we would never see a Bombay happen again nor will any foreign country dare cast an evil eye towards us. Failure to do so is bound to load us with the unwanted baggage of proxy PMs/CMs. We can not demand of proxies to ensure foolproof security of all the citizens in all the provinces, Mumbai(I continue to love my Bombay)included.
I would not have added to the overflow of public sentiments on the subject, had it not been the demand on certain TV channels for "limited emergency, even for a year" or "postpone elections for a year and constitute an all party government" etc. These are very dangerous suggestions my countrymen and women. Please wake up, watch out and protect/preserve and strengthen Indian democracy. Please do not allow these dangerous suggestions to take roots, for there shall be no India after another emergency. Mumbai developments should not be allowed to be used for any such nefarious activities.
Secondly, there is no need to convert India into a police state. Where there is a will in our political establishment, there is always a way with the Indian Civil/police/military administration as has been proved repeatedly, the last one being the operation in Mumbai. Our services, if allowed to function as per the laid down law(as distinct from the oral orders in the name of "mantriji chaahete hain" ),can eliminate all dangers, not to talk of foolish acts of abuse of pre adolescence youth by myopic neighbourhoods. The need is to only put to lawful & humane use the existing legal provisions and some lessons in political leadership to activists at public cost(rather than funding their election expenses).

IRS transfers
If you notice, one by one, as many as 12 CITs have been posted to Delhi after the annual transfers were over. Is this God's grace or man's design. Everyone was told that all must sit quiet as there will be no transfers till next summer. If you open your archives, whispers had repeatedly said around August/Sept 2008 that in IRS, transfer season lasts from April to Feb. How true.

Guess the revised payscale under the ACP Scheme
Kindly guess the revised payscale of a Central Government employee whose current basic pay is Rs. 5200/- (in the pre-revised payscale of Rs. 4000-100-6000) under the so-called ASSURED CAREER PROGRESSION SCHEME? Sir/Madam, if your answer is Rs. 5500-175-9000 or Rs. 6500-200-10500, I am sorry, you are absolutely wrong. The revised payscale is Rs. 4500-125-7000/-. Yes, what you see is correct. It is the practice in the Staff Selection Commission while granting the so-called 'Assured Career Progression Scheme' to their 'Data Entry Operators Grade A' who didn't get any promotion even after 12 years of regular service.
I humbly request the authorities to arrange them a justified higher pay-scale ie. more than Rs. 5200/- ( Rs. 5500-175-9000 or Rs. 6500-200-10500) so that the name of the scheme 'Assured Career ...' will be an apt. Otherwise, better change the name of the scheme being extended to the DEOs of the SSC.

Child Care leave with polls in mind
While we are on the Child Care Leave which was recommended by the VIth CPC and accepted by the Government as a election year benefit to the female employees would it not be out of place to extend the same facility to widower in the government service to look after the child if at all child care was the real reason for extending the benefit. If the concept of Child Care is so glaring as to allow two years fully paid leave then why not make it a national policy so that even private sector emplowers may be constraint to extend it to their female employees. And i hope the next pay commission will come up with an even more innovate idea of granting paid leave for looking after the aged parents who are also in need of care and attention. Why not have a legislationon this. All these kind of leaves canbe permitted but without pay thenles see howmany of the socalled CCL are availed.

Tatas should better manage their properties
Taj management's failure, even if it is inadvertent, in overlooking huge stock- pile of arms and omissions make them prime culprit for the tragedy and they owe legal action. Playing havoc with the service conditions
The CSS manning AD VI in CBDT is playing havoc with the service conditions and deputations of the IRS. Not satisfied with that, the 1999 batch of the IRS which should have been promoted to JAG (pre sixth pay commission terminology) by now and for which the Finance Minister had given approval seeing the shortage of officers, has not been promoted yet. What is the reason?
