Interview with Delhi CM Sheila Dixit
Delhi Chief Minister Ms.Sheila Dixit who has created a history of sorts & become an icon for rapid development of national capital city has taken party's 3rd consecutive win with full modesty. Though, she rejoiced the victory of Congress; her heart was filled with grief in the wake of Mumbai carnage. That is why she said, "I have joy, but it's in our hearts."
Ms.Dixit who was chief architect of her party's win in two previous assembly polls as well, has won innumerable fans & admirers for the beautification & development of Delhi. She unfolded her agenda for next five years in an interview to <whispersinthecorridors.com>. She told Ms.Nivedita Mallick our Vice President Corporate Communications that the party's hat trick at hus tings reflected "programmes & policies of our party chief Mrs.Sonia Gandhi have been appreciated by people of Delhi." Here are excerpts from her interview:
Q.What is the secret of your party's win for 3rd time in a row?
Answer: - Development was the key issue on which people of Delhi have voted for me.
Q. What are your priorities in the coming term?
Answer:-We want to carry this forward. We want to make the Commonwealth games a success and we would like to continue the development of Delhi as well as ensure infrastructural development. Improve the quality of life of the people, which is a legacy of the Congress.
Q. In the aftermath of the terrorists attack in Mumbai, what steps do you plan to take for ensuring security for the common man?
Answer:- That is a matter of the police and Home Ministry to look into; we will be doing our best to collaborate with the Home Ministry on this issue.
Q. Does Delhi need a unified command structure in policing for a quick response to exigencies?
Answer:- Yes, definitely this has been a topic of much debate. The dual system present now does create hindrance for us. But, it will be for the Parliament to decide about changes in the system.
Q. Senior citizens are increasingly being attacked. What do you propose for this?
Answer: - Apart from senior citizens, it is young girls who are also feeling insecure. We will do our best to ensure the security for people of Delhi.

Special Director of the Intelligence Bureau Nehchal Sandhu is likely to move to the Federal Intelligence Agency to be set up by the Government of India. He is 1973 batch IPS officer of Bihar cadre.

PCS officers up in arms against lawyers

1. Among all the above, university teachers are best placed. It would not be correct to say that all others except university teachers have been given the revised pay scales. PSU professionals have got nothing yet.
2. Comparative position of University Teachers with PSU professionals is as under:
A. University Teachers
1. The university teachers get pay revised irrespective of performance of the university.
2. Their retirement age in central universities is 65 years.
3. They also get pension with Commutation Benefits.
4. Thus university teachers get, both lump sum money on retirement which is more than what PSU officers get by way of employer's contribution to CPF.
5. In addition, the teachers also get ever increasing pension.
6. Among university teachers only those who are teaching in professional colleges are Professionally Qualified.
7. Even in these professional colleges some teachers are not Professionally Qualified.
B. PSU Professional
1. Revision in pay scales of PSU officials depends on performance of public sector.
2. Most PSUs working is round the clock industrial working, in Hazardous, fire prone, accident prone areas.
3. Working hours for most PSU officers are 48 hours per week.
4. PSU officers do not get pension, or commutation benefit.
5. Employer's contribution in CPF is less than what university teachers get as Commutation Benefit on their retirement.
6. As for qualification, most of the officers in PSUs are Professionally Qualified from reputed professional Institutes i.e. B.Techs/MBAs/CAs/Doctors.

With the global financial crisis , a number of private sector industries are cutting down the staff ,postponing promotions and deferring the financial benefits to their employees . What are Government of India's plans? Can somebody from Finance Ministry enlighten us that there won't be reduction in the staffing of the Government departments and financial benefits given in the recent pay commission will not be rolled back and the promotions are not deferred till the financial crisis is over .

It was police negligence
The recent Mumbai attack was not due to lack of intelligence but due to the negligence of police who always work only for commission/bribe. By getting bribe they relax rules and even leave the culprit. Now, the pressure by Government is only because rich men and prominent personalities including 3 MPs were in trouble during the siege. So far during the bomb blasts, etc, only common citizens, mainly poor people died and hence no one bothered about it but now even the media and big personalities lives are under threat and hence such a drastic action. Why India didn't attack immediately on Pakistan like US did on Iraq and Afgan. Corruption in police should be removed completely by taking stringent action on erring police.

Serious lapses on part of NSA and IB
The revelations in the press clearly point out serious lapses on part of NSA and IB. As NSA has blocked IB and RAW interaction with PM, he must take the blame. In the early days of this democracy the PM would meet the intelligence chiefs on a daily basis. Today he perhaps meets them once in 2 to 3 months ( going by press information) . NSA has failed and should go. IB set up at the top needs to be looked at carefully . Get fresh blood. As regards RAW , the less said the better. This organisation is in urgent need of revamp. ISI has perhaps a better track record!! (It delivers the agenda set by its political masters). The PM will do justice to this nation if he dismisses all these buffoons and shows leadership by talking tough.

Now for the Parliament elections. The electorate has for once, voted with its mind and not heart. Thought he national elections are a different kettle of fish, as the NDA learnt the hard way last time, let us hope the trend of development and governance being voted in continues.

CCL - a pandora's box !
CCL has been a stone in the throats of many women right from the day it was introduced. Women whose children are above 18 were furious that if they could rear their children without CCL, why not others. And housewives, who had nothing to do with CCL were infuriated because their husbands will now have to bear the brunt. Pointing one finger at other means 3 fingers pointing at you. All said and done, this has been the decision of the Sixth Pay Commission, whether you like it or not, like many other benefits most of which have gone to all government employees including males. Even maternity leave has been extended to 6 months, no this does'nt mean that ladies who went on maternity leave and only had 3 months ML or four and a half months ML will start raising a hue and cry over this. Perhaps the next commission may make CCL mandatory. It is a government decision and should be taken in the right spirit.
