Interview with Delhi CM Sheila Dixit
Delhi Chief Minister Ms.Sheila Dixit who has created a history of sorts & become an icon for rapid development of national capital city has taken party's 3rd consecutive win with full modesty. Though, she rejoiced the victory of Congress; her heart was filled with grief in the wake of Mumbai carnage. That is why she said, "I have joy, but it's in our hearts."
Ms.Dixit who was chief architect of her party's win in two previous assembly polls as well, has won innumerable fans & admirers for the beautification & development of Delhi. She unfolded her agenda for next five years in an interview to <whispersinthecorridors.com>. She told Ms.Nivedita Mallick our Vice President Corporate Communications that the party's hat trick at hus tings reflected "programmes & policies of our party chief Mrs.Sonia Gandhi have been appreciated by people of Delhi." Here are excerpts from her interview:
Q.What is the secret of your party's win for 3rd time in a row?
Answer: - Development was the key issue on which people of Delhi have voted for me.
Q. What are your priorities in the coming term?
Answer:-We want to carry this forward. We want to make the Commonwealth games a success and we would like to continue the development of Delhi as well as ensure infrastructural development. Improve the quality of life of the people, which is a legacy of the Congress.
Q. In the aftermath of the terrorists attack in Mumbai, what steps do you plan to take for ensuring security for the common man?
Answer:- That is a matter of the police and Home Ministry to look into; we will be doing our best to collaborate with the Home Ministry on this issue.
Q. Does Delhi need a unified command structure in policing for a quick response to exigencies?
Answer:- Yes, definitely this has been a topic of much debate. The dual system present now does create hindrance for us. But, it will be for the Parliament to decide about changes in the system.
Q. Senior citizens are increasingly being attacked. What do you propose for this?
Answer: - Apart from senior citizens, it is young girls who are also feeling insecure. We will do our best to ensure the security for people of Delhi.
Madhukar Gupta to continue as Home Secretary
If sources close to the new Home Minister P Chidambaram are to be believed, Madhukar Gupta is going to continue as Home Secretary. The new Minister has dropped the plan to have a new Home Secretary of his choice.
Proposal to appoint Rangrajan as Finance Minister dropped
If top sources are to be believed proposal to appoint C Rangrajan as Finance Minister has been dropped. Appointment of Rangrajan did not find favour of the politicians. Coalition partners wanted appointment of a politician to the post of Finance Minister. It means either a politician will be Finance Minister or Prime Minister Manmohan Singh will retain the portfolio of Finance Ministry with him.

Who is best dressed?
During the last blasts in Delhi, I saw the then Home Minister on TV in three different dresses during one day. Undoubtedly he should be nominated as the best dressed politician.

Functioning of the intelligence agencies require complete overhaul
In fact a serious probe is required in the claims of these so called intelligence agencies busy serving their own interests than serving the security interests of the country.
On the dissemination of intelligence on terrorist activities, one can see the vague and generalized reports often framing that "the possibility of an attack by the terrorist organization can not be ruled out ".It is interesting to see how many times IB or R&AW provided actionable intelligence to the state police forces and how many terrorist attacks have been prevented in the past. Like changes before every season , before all important festivals and important events , they routinely send the so called " intelligence reports "to all state police and security forces and peacefully go to bed while the state police will be spending sleepless nights chasing the ghost terrorists and fighting imaginary threats .The intelligence warnings are skillfully drafted to suit to all occasions in such a way ,just by changing the date and name of the occasion , they are issued as intelligence warnings to the state police and security agencies .This phenomenon of " crying wolf "by sending routine and generalized intelligence warnings to the state police make the state police and security agencies insensitive to such reports and ignore them as thrash .
But none of the police or security agencies complain of it as they are scared that these intelligence agencies use all means to fabricate false charges in the name of national security. In the normal times, they get away in the name of secrecy and national security but only on occasions like the recent terrorist attack, their bluff is exposed to the public.
It is rightly said the intelligence agencies spend 20% of their time on security issues and the majority of time is spend in manufacturing reports for their political bosses. Can't they maintain proper dossiers on terrorists rather than maintaining dossiers on the opposition candidates in the elections .Under what mandate they provide inputs to the party in power to select the candidates for the elections and monitor election results?
Why these intelligence organizations with so many resources at their command cannot move in a positive direction. Number of factors are contributing .With some exception , the majority of senior police officers who cannot face but only willing and able to serve the political masters and avoid challenges in the field, often graduate to IB or R&AW .They nicely form a "Yes man " gang in Delhi and any body opposing their psycho fancy is branded as "undesirable" .Because of their proximity to the political power , they get promotions and postings in the CPOs much faster than the deserving state police officers ,so is the case with other perks in respect medals and decorations and foreign postings and rehabilitation after retirement -.the recent lists of empanelment of IPS officers to Additional D.G .P. posts is a good example to show how many officers from IB empanelled and how many officers from state police are empanelled and how many officers from IB got prize postings after their retirement in comparison with DGPs from states and other security agencies . Moreover, in IB they invented system called "earmarking scheme" under which the IPS officers enter the organization without field experience and remain in the organization- more important is to remain in Delhi, till his retirement by pushing files. This system obviously shut the door to the deserving state police officers who obviously would like to come with new ideas and experience to the organization. It is ironical to note that while many organizations recognize the change and manage the change, these organizations continue to resist change and remain in their cocoons .
I t will be an interesting study to know whether the top management in these organization work more on caste considerations and regional bias?
These intelligence agencies can be made effective only if "massaging drafts culture", "caste clicks" and "regional bias "are replaced with proven efficiency and effectiveness. This can be achieved only if the top leadership in these organizations is replaced with DGPs /IGPS /DIGs /SPs from the states and CPOs with proven track record and with clear-cut accountability lines.

Received from my military friend - '1/2 boy 1/2 man'
While the average age of the army man is around 30 years, at the time of enrolling / commissioning he is around 19 years. He is a short haired, tight-muscled kid who, under normal circumstances is considered by society as half man, half boy. Not yet dry behind the ears, not old enough to buy a beer, but old enough to die for his country.
He's a recent school/college graduate; he was probably an average student from one of the Kendriya Vidyalayas, pursued some form of sport activities, rides an old mo'bike / scooter, and has a steady girlfriend that either broke up with him when he left, or swears to be waiting when he returns from half a world away. He listens to Bollywood music or ghazals or rock & roll or hip-hop or country or swing …. ………. and a 155mm howitzer.
He is 5 or 7 kilos lighter now than when he was at home because he is working or fighting insurgents or standing guard on the icy Himalayas or the jungles of the North East from before dawn to well after dusk or he is in Mumbai engaging the terrorists. He has trouble spelling, thus letter writing is a pain for him, but he can field strip a rifle in 30 seconds and reassemble it in less time in the dark. He can recite to you the nomenclature of a machine gun or grenade launcher and use either one effectively if he must.
He digs trenches and weapon-pits and can apply first aid like a professional.
He can march until he is told to stop, or stop until he is told to march.
He obeys orders instantly and without hesitation, but he is not without spirit or individual dignity. His pride and self-respect, he does not lack.
He is self-sufficient.
He has two sets of combat dress: he washes one and wears the other.
He keeps his water bottle full and his feet dry... He sometimes forgets to brush his teeth, but never to clean his rifle. He can cook his own meals, mend his own clothes, and fix his own hurts.
If you're thirsty, he'll share his water with you; if you are hungry, his food. He'll even split his ammunition with you in the midst of battle when you run low.
He has learned to use his hands like weapons and weapons like they were his hands.
He can save your life - or take it, because that is his job.
He will often do twice the work of a civilian, draw half the pay, and still find ironic humour in it all.
He has seen more suffering and death than he should have in his short lifetime. He has wept in public and in private, for friends who have fallen in combat and is unashamed.
He feels every note of the Jana Gana Mana vibrate through his body while at rigid attention, while tempering the burning desire to 'square-away' those around him who haven't bothered to stand, remove their hands from their pockets, or even stop talking.
In an odd twist, day in and day out, far from home, he defends their right to be disrespectful. Just as did his father, grandfather, and great-grandfather, he is paying the price for our freedom. Beardless or not, he is not a boy.
He is your nation's Fighting Man that has kept this country free and defended your right to Freedom. He has experienced deprivation and adversity, and has seen his buddies falling to bullets and maimed and blown.
But, he has asked nothing in return, except our acknowledgement of his existence and understanding of his human needs.
Remember him, always, for he has earned our respect and admiration with his blood.
And now we even have women over there in danger, doing their part in this tradition of going to War when our nation calls us to do so.
As you go to bed tonight, remember this shot. . ....
A short lull, a little shade and a picture of loved ones in their helmets.

Cong is not the best choice

Though congress have won the assembly election, it does not mean that they are the best choice or they have given their best. Nothing they have given and everything is going on its own. Only persons with vested interest who want to earn more money or commission from government projects have spent more money on this party so as to see that they win. On the whole a common citizen of Delhi has nothing to do with this. For example, take the lousiest transport system of Delhi. Though low floor buses have been introduced, it does not cater to the needs of the commuter as a commuter has wait for a long time for getting this bus. Instead three DTC buses could have been purchased instead of this one low floor bus as it would carry more commuters and also the frequency time would be reduced. This shows how much they are interested in commission rather than getting simple buses. Let the Delhi Transport Minister use his brain and study this. If he can understand this and change to the decision of purchasing ordernary DTC buses instead of one costly low floor bus; he is reasonable; otherwise he is transport minister for only persons with vested interest.

Is the M/o HRD functional? At least on the ground it doesn't seems so!. With great sleeping education Minister Arjun Singh, Schools are flouting the rules. For instance, the circular of the Education Ministry says, schools should refund all fees except admission fees , in case the selected child is withdrawn soon after the admission for many reasons. but As per DPS Mathura Road, Parents have to pay Rs 25000 at the time of admission and refundable amount is mere Rs 500 which is shown as admission / caution money! Helpless parents have no option but loose Rs 24500 in case they got transferred soon after or change the school. i think it is high time M/o HRD should wakeup and do something to do justice to the parents!

It will check the misutilisation of the CCL

For granting CCL proof of child's sickness or the date of examinations in respect of school going children could be made mandatory to be obtained by the office for grant of CCL. Or this could be granted in continuation of maternity leave. This will check the misutilisation of the CCL which if granted for an extended period hampers the functioning of an office and at the same time will ensure that women employees don't have to exhaust their EL for availing CCL.

Centralised intelligence collection required
The tendency to view intelligence collection, dissemination and analysis, both in the states and the centre, as the sole preserve of the police is a major cause of the poor shape of our intelligence setup. Collection of intelligence requires long and specialised training, knowledge of technology, foreign and more than two Indian languages, foreign geography and history. It is not the same as forcing a 'confession' from a thief, murderer or dacoit. While not commenting on the professional competence of the police, it needs to be borne in mind that enforcement of the law and collection of intelligence are two entirely different cups of tea needing quite different skill and, mind sets and bosses. What we need to build is a centralised intelligence collection, analysis and dissemination agency with branches in each state capital and Delhi under the GOI, while leaving the police to carry out their functions and feed whatever intelligence they obtain to this agency. Attachment to intelligence agencies for long periods keeps a police officer away from his active line of duty and even renders him helpless like a home-reared tiger cub left in the wild to fend for itself. Staffing for such agencies may therefore be made from state services, university graduates in various disciplines, journalists, IT experts, scientists, communication experts, et al. Most of this talent is already available in various agencies. They only need to segregated and centralised. However, the extension of the normal civil services rules will negate the creation of a specialized work force, the same way it reduced the DRDO and universities to the status of a civil service.
