Powered Committee on HUDCO Submits Report The
High Powered Committee set up by the Ministry of Housing & Urban Poverty Alleviation
to rejuvenate HUDCO submitted its report today to Kumari Selja, Minister for Housing
& Urban Poverty Alleviation. The report was presented by the Chairman of the
Committee Shri Ashok Jha, IAS (Retd.), former Finance Secretary to Government
of India. Ms. Kiran Dhingra, Secretary, Ministry of Housing & Urban Poverty
Alleviation was present. The Committee was set up by Ministry of Housing
& Urban Poverty Alleviation to suggest measures for strengthening HUDCO's
financial position and also expansion of its activities for better services to
poor and weaker sections of the society. The committee was headed by Shri Ashok
Jha, IAS (Retd.), former Finance Secretary to Government of India. The Committee
comprised of Shri S.K. Singh, IAS, Joint Secretary(Housing), Ministry of Housing
& Urban Poverty Alleviation, Shri Nasser Munjee, Former CEO, IDFC Ltd., Shri
P.P. Vora, Former Chairman, NHB & former CMD, IDBI, Shri Jagdish Capoor, Former
Deputy Governor RBI, Dr. K.C. Chakrabarty, CMD, Punjab National Bank, Shri M.B.N.
Rao, former CMD, Canara Bank, Shri S.R. Rao, IAS, Principle Secretary, Government

Shri K.L. Dhingra, CMD, HUDCO. The Committee noted that HUDCO is the only
techno-financing Institution in the field of housing and core urban infrastructure,
and in the light of the increased thrust of the Government on extending a larger
delivery of affordable housing particularly for the weaker sections, has suggested
extending financial support to HUDCO for a period of 7 years partially to be contributed
by the Government and partly to be met by HUDCO from its internal accruals. The
major recommendations of the High Powered Committee include permitting HUDCO to
raise funds under the purview of Municipal Tax free Bonds, extending a letter
of comfort by the Government to HUDCO to enable HUDCO to raise cheaper resources,
allowing plan funds allocation towards repayment of over-dues of HUDCO, permission
to issue 54(EC) Bonds, allowing HUDCO to follow RBI norms in respect of credit
concentration, permitting plough-back of dividend and restoration of equity support
to HUDCO for a period of 7 years specifically to support weaker section lending
by HUDCO. Receiving the report Kumari Selja, Minister for Housing &
Urban Poverty Alleviation has assured the Committee members that the Ministry
would look into the recommendations for implementation to enable HUDCO to play
an increasing role to serve the poor and weaker sections of the society. M.S.Bali

third largest bank in the country. "At a time when banks in foreign countries
are pruning staff we are on a recruiting spree," he said. The Union Bank
is aiming to start about 500 new branches across India. There are already about
1500 ATMs of the bank in the country, he added. Union Bank of India is the
only bank in India to have cent percent connectivity. The bank under its expansion
programme is ensuring optimum utilization of manpower to take care of specialized

A welcome suggestion! The suggestions of the ARC on removing those
babus not found worth their salt is most welcome. Now what the Government should
do is fix a minimum number every year to be cashiered compulsorily in all ranks
in each service to ensure equality (so that a situation does not arise where the
IAS starts reviewing every other service and retiring them, while remaining in
service themselves or merely retiring IAS promotees). Further, since the promotions
of the IAS are faster and they enjoy a two year edge over every other (civil)
servant, their reviews and compulsory retirements also should begin at 18 years

I would like to propose the name of JS Mukul presently Joint Secretary in the
Technical Cooperation Division of Ministry of External Affairs as the best dressed
bureaucrat. I saw him in Riyadh when he was posted there as Deputy Chief of Mission
Whither U.P.? Speculation about U.P. is timely, for it is one State
that sets the trend in democratic polity in the country. When it goes down, it
takes the greater part of the country too with it. Let us ponder- what leadership
has been given to UP by the Congress in the past 3 decades? Do you treat a state
like UP so casually as to leave it to whosoever wants to plunder it? Is it not
somewhat surprising that the forces loudest in claiming themselves more secular
than others have not even feigned to propose the name of a member of the minority
community for the post of Chief Minister of UP? It is not that there is no competent
person of high or very high caliber available for the job. It is rather the psyche
of their delusions of being someone capable of "doing this or that/reserving
so much or more for the minorities". In so far as the Congress is concerned,
it must wake up now and promote responsible leadership, not only in UP but also
in other states too, if it wants to play the leading role in national politics.
Congress can and must win back states like UP. Can Rahul Gandhi accept the political
challenge of giving good government to UP by offering to take up the post of Chief
Minister of UP and gain first hand experience of political & administrative
calamities inflicted for decades on leading states like UP?I am sure the flow
of information to him or the Congress party is absolutely doctored, resulting
in malgovernance and consequential disaffection of the people at large. A battle
won here or another lost there means nothing. India has sad experiences of democracy
as exposed by several incidents, the latest being Bombay (Mumbai).Had we developed
and established good governments in the states and the centre, nobody would have
dared to act funny with us. Even now it is not too late, but it certainly would

People are raising hue and cry over CCL whereas there are bigger issues like
granting of increased increments to the IAS to maintain their advantageous position
over other services. It is surprising to see a lot of women raising an objection
about the grant of CCL to other members of the same gender. It would be better
if they raised their voice against the various other disparities and anomalies
which warrant the same. Looking at the objections raised by men and more so by
women, is it not clearly perceptible why the Women's Bill remains a distant dream?
Meena Kumari CCL - broad-minded V/s narrow-minded Lack
of clarity in the minds of officials handling the subject has brought this in
the forefront. The Government, headed by liberal Prime Minister, has been trying
his best to keep pace with the time. The officials of SPC also read his mind well
and all the recommendations made accordingly. Grant of CCL was one of them.
While initially everybody appreciated the recommendations of SPC, soon hue and
cry is being raised against recommendations meant for selected ones, without going
into the real intention behind those recommendations. I consider grant of CCL
a very bold decision and one, that is in national interest. Everybody wants to
finish the terrorists, goondas, thieves and other anti-social elements. There
are very few who think about preventive measures. It is my humble request to those
who demand death to terrorists to peak into their childhood days and then say
the same thing. In more than 90% cases, the reason for these children adopting
anti-social activities, is lack of nil or inadequate attention by parents, esp.
by mother. Few wise officials observed this and by granting CCL tried to ensure
that at least children of government servants are not bereft of parental care.
The protest by few on this site shows that they do not want such favour to these
children. In other words, they feel by granting CCL, children of government servants
(cent percent), would contribute to country's cause and they would be unable to
find children of this class to be lured into anti-social activities. Therefore,
I humbly request government to grant unconditional CCL to female employees. After
all, how many such female employees are there left in government within children
below 18 years of age? I don't think more than 2% would be left and if granting
leave to these 2% blocks the work of the Government (as have been noted by few
on this site), then what are 98% officials doing. There is also need to train
officials in the DOPT about the trends in liberal societies and not get influenced
by mere protests of a few. Time today calls for grant of CCL unconditionally in
national interest. C Sing Why is the BJP so taken aback ?
Why is the BJP so taken aback by its defeat in Delhi and Rajasthan? It had
three states where it faced anti incumbency- Rajasthan, MP and Chhattisgarh. Out
of these three states, it has won two with decent margins, largely due to good
administration and development (in that order, people have voted more for good
administration followed by development). The only state it has lost among these
three major states is Rajasthan- attributable to the hubris of Vasundhara Raje
and factionalism but one must also note that Gehlot had lost last time despite
being a good administrator, so this time the people have given Gehlot a chance.
The same factors have worked in Delhi, Dixit has been working hard and given a
good administration. Added to that is Dixit's good PR and charisma, quite in contrast
to the evident lack of charisma and energy in Malhotra. So, all said and done,
the BJP has not done badly at all. The Congress too has done well, and the honours
are even till now. It will be interesting to see what happens to the Parliamentary
polls. What is most heart warming is that the agenda in politics, thus far hijacked
by the lumpen element and the votaries of the divisive politics of caste, religion
and region for their own narrow/ selfish ends seems to be shifting to law and
order/ governance and development, which is a welcome trend for all right thinking
