Concept of ad-hoc service exists in CSSS cadre alone
This is to bring in the notice of all concerned that no where in the world has the concept of ad-hoc service for such a long period. It is prevalent in the CSSS Cadre where the ad-hoc service has been continued for more than 12 years and every time it is mentioned while granting further extension of say six months or more that the official cannot bestow claim of seniority for ad-hoc period. My humble submission is that is there any respite from the Government? The ad-hoc promotion should have been viewed as a short term measure just to fill the gap and if it is continued for such a long time with the approval of the Government of India (DP&T-CS Division), then it should be considered as the conspiracy to mar the promotional avenues of the officials of the CSSS, particularly Stenographer Grade 'D' working as Stenographer Grade 'C' since January 1997. It is in the interests of all concerned to raise voices against the injustice being melted out by the DOPT.

Why Directorate of Estates continues allotments on old pay scales?
Why's it that Directorate of Estates continues to make allotments of government accommodations on the basis of scale of pay as on 01-01-1996, even when the scales have been revised with effect from 01-01-2006. Allotments in that manner do not have any legal backing or support under the allotment rules. Persons given allotment of government accommadadtion subsequent to the pay revision notification of August 2008 on the basis of pre revised scale as on 01-01-1996 might be in serious trouble on account of the Directorate's apathy and/or collusion.

This is discriminatory attitude of banks
Banks have raised rate of interest in respect of earlier borrowers arbitarily during last few year from around 8 % to as high as 14 %. When interest rates are downsized now, this benefit should percolate to such borrowers on similar considerations. Banks should act fair and square and should not play with the lives of such borrowers.

Our system still continues with 'chalta hai' attitude !
Recent events of Mumbai consolidated my apprehensions of our system which continues with the attitude of 'chalta hai'. As usual when the events happened there was a lot of noise by media and for a change by the civil society which ofcourse was followed by ritualistic discussions on various TV channels and newspapers but therafter the system has gone back to its typical lethargy to be woken up by the next event. As things stand our system generally works at its own pace and with its own political and bureucratic compulsions. To expect it to suddenly become professional and alert is like 'mungeri lal ka hassen sapna'. Hence those who argue for holistic changes in our policing, administrative or other systems to me looks like living in fools paradise.

CPWD enjoying under UPA Govt, employees insulted
The JE in charge of CPWD is responsible for intimating about Type I to Type III vacant government quarters. Nowadays this JE along with vested persons simply keep the vacant quarters and use it for other purposes saying, "it is damage or it has to be repaired fully". For more than 6 months, he keeps it until somebody makes an issue of it. Then the truth comes out that the quarter is in the same condition and has not undergone any change. Employees in the waiting list, particularly in important areas like Sadiq Nagar, Gole Market, Lodhi Colony, will be getting their turn after nearly twenty five years. It is because of these arrogant fellows that there turn is delayed by 2-3 years just because these CPWD fellows want to earn illegally. I had mentioned about it with proof before the JE of Lodhi Colony (Type-III), who arrogantly replied that under UPA and the present Minister of Urban Developement, nobody can touch him and he is not bothered about submitting the list of vacant quarters immediately as it suits his purpose and contractors purpose. Moreover, he clearly says that his loyal duty is for Type-IV and above and VIP residences and he has got nothing to do with employees of Type-I to Type-III. This is really very pathetic state of affair and an insult to we government servant.

Non Functional Grade for IPS / IFS
I once again wish to draw attention of all concerned ( including the DOPT ) to the recommendation regarding the grant of higher grade / grade pay to officers of Group A services, which was accepted by the Union Cabinet on 14th August, 2008, and also extended to cover IPS / IFS officers in their respective state cadres. The cabinet decision was misinterpreted and inserted as Note 3 under Rule 3 of IPS / IFS Pay Rules, a fact, which has been represented against by IPS / IFS Associations panning across the country, albeit evoking no response so far! This much for the promise to ensure improved governance and ensuring greater transparency. I wish to point out that the Right to Information Act can bare all that has happened. Then there is the question of Article 14 of the Constitution being contradicted. But, when legitimate aspirations for career progression can be met with through administrative initiatives / corrections, why invite judicial interventions and wash dirty linen in public. The IAS will reign supreme till the next Pay Commission. So why deny little pecuniary benefits to others who are also useful to the public?
What pains is, the deafening silence maintained even in so far as the implementation of Note 3 in its current form!
In this regard I wish to draw attention to the Central Deputation Guidelines dated 28th November, 2007 for the AIS officers, which provide the detailed procedure for the selection of officers under the Central Staffing Scheme. There are Two broad categories of deputation posts viz. Posts falling under Rule 6(1) and Rule 6(2) of Cadre Rules. Rule 6(2) is further divided into 6(2)(i) i.e. deputation under a company / municipal body etc. in the State and 6(ii) i.e. deputations to International organisations, Registered Societies or Trusts or Foundations, NGOs, Coops and the like.
I believe that except posts under 6(2)(ii), all other appointments are counted as central deputations.
The DOPT should consider the issue and atleast forward the list of JS / AS / equivalent officers to the MHA / MOEF for issuing further orders for granting higher scale to stagnating officers of IPS / IFS. There should be no half measures nor should there be a room for discrimination. I hope that the voice of sanity prevails this time around.

Employment & Human Resources utilization
People are employed to utilize Human Resources for the development of the country and organization. With education and experience, the value of Human Resource enhances. It would not be wise to waste valued Human Resources unutilized or semi utilized. That would be a huge waste for the country. Today with the increase in longevity over the years, the govt. officers & professionals are very agile, active, healthy, capable and experienced at the young age of 60 years. It is not in the national interest to waste such valued resource.
The employment should not be confused with Charity. People are employed for the purpose of benefiting the organization / country from the Human Resource and therefore the Resource has to be utilized to the maximum. Any argument that because of unemployment, the retirement age should not be increased presumes that employment is a charity, which is to be distributed among the citizens. Part use of Human Resource & wasting the balance, leads to economic loss, which in turn increases unemployment.
At present there are about 40 lakh retired government employees which is almost equal to number of serving employees. This is a very unhealthy ratio i.e. each serving person supporting one retired family in addition to his own. This ratio is likely to worsen with more retirements every year. For partial correction of the situation the retirement age needs to be increased. Keeping in view that with higher qualifications and senior positions, Human Resource value becomes higher, it has been proposed that retirement age be revised as under:
Pay Band 1 & 2 - 62 years
Pay Band 3 - 63 years
Pay Band 4 - 64 years
Still higher scale - 65 years
Less than 5% employees work in Pay Band 3 & 4. Thus the average retirement age shall work out to be 62.1 years. With almost a 100% increase in longevity over the last 40 years, this revision in retirement age would be very beneficial for the economy of the country and also thereby, growth in gainful employment.

Think about common man
Views expressed in your site are the voice of people who are real administrators of this nation but it is very painful to note that most of the expressions barring few are only projecting and complaining about interservice rivalary, pay commission, retirement benefits etc. As human beings it is natural to react on these issues but if such issues are always coming from people who command the power to shake this nation, then this gives an impression that our country is not in the hand of persons who can be called leaders in true sense. A person who is in a senior position in the bureaucartic setup is certainly a leader and his should reflect the concern for the common man, about functioning of his own department, about the welfare of his sub-ordinates & staff. If these people are more involved in whether IAS or IRS is superior then they are not leaders and they must be immediately removed and the system of recruitment to these services must be seriously reviewed. Giving such authority and responsibility only on the basis of clearing one exam must be done away with and let government chose people from all walks of life at all levels to administer senior positions.
