Let not the issue of CCL fade away. The light should keep on burning so that the
flames are seen by our elite leaders, especially the Women leaders. I would like
to draw the attention of Renuka Chaudhary. When she was the Health Minister, she
made a proposal for opening Yoga Classes (which is still functional) for women,
and the crèche facilities for working women within the office premises.
CCL which was given to the women employees was purely to benefit the children
of the working women who either have to go to crèche after their schools
or have to manage on their own since there are very few joint families nowadays.
But after the EL clause has been attached, the sole purpose was dissolved. A women
would take leave in any case if her child needs her, even if it amounts to taking
without pay. But if she has to take leave for her own self, she thinks twice.
I think her Earned leave is her hard earned leave which she should take at her
own discretion. After all, her health, family obligations etc. are the other reasons
for which she could take her EL. If that is exhausted, what will she do when she
needs leave for any emergency. Will she take leave on the pretext of taking CCL.
That would be unfair. DOPT should not have been harsh in taking this decision.
This should be reconsidered by the higher authorities. Some other viable conditions
can be attached, as medical proof of the children, or date sheet for the examinations
