Dorjee Khandu seeks People's support in development
"Development cannot be fulfilled until people endorse their participation fullest" asserted Dorjee Khandu Arunachal Pradesh Chief Minister while inaugurating the 2nd Poy Pee Mau Tai Khamti New Year festival in Chongkham ,recently. He was speaking about the PMs Mega economic package which is under execution in full swing.Khandu said that he was pursuing with the central government for enhancing the present ration quota in respect of Arunachal Pradesh considering its tough terrains which hardly facilitates to produce food grains for meeting up the ration shortage. He was confident that since the centre has been showering positive attitude towards this land locked Himalayan state, it may also consider the genuine request. He was responding to the memorandum submitted by the locals for increasing the existing quota of rice. He further advised the local people to make use of their blessed lands for agriculture so that the shortage of rice could be overcomed.While assuring to take up the plea of up gradation of Chongkham Circle Headquarter to EAC Hq. in the next cabinet, Khandu promised to give due consideration to the demand of the Namsai Sub-division for a new district in days to come. He also assured to grant fund for permanent ground for Poi Pee Mau annual festival as requested by the festival committee. Agreeing with the people of Lohit district for Railway line to Parusharama Kund, the CM said that he would try his utmost to impress upon the Prime Minister and Railway Minister to connect this abode of Lord Parshuram with rail connectivity.RWD Minister Chowna Mein,local MLA Chow Tewa Mein, Commissioners Tape Bagra, Ganesh Koyu and RWD Chief Engineer and ARRDA CEO were present on the occasion.

Parking blues in Delhi
Parking of vehicles both in residential & commercial places has now turned into a nightmare for inhabitants of Delhi. In residential colonies people are more careful in getting vehicles of their guests to avert any kind of an unpleasant happening. General feeling is that in Delhi & other developed major cities of India law for registration of vehicles need to be like the West. Even parking fees in prime commercial & shopping areas need to be revised to regulate vehicular movement so that people could be saved from facing difficulties.

To mark the completion of the Diamond Jubilee of the Sardar Vallabhbhai Patel National Police Academy, a set of two special commemorative postage stamps were issued by the Department of Posts on Thursday, November 27, 2008 at a function held at the Academy. Dr. GS Rajagopal, Director, received the set of stamps.
Established as the Central Police Training College at Mount Abu in Rajasthan on September 15, 1948, the then Central Police Training College was given the exclusive responsibility to train officers joining the newly formed Indian Police Service. The Academy was renamed as the Sardar Vallabhbhai Patel National Police Academy in 1974, and shifted to its present premises at Hyderabad in 1975.
In the course of 60 years, the Academy has trained more than 4200 directly recruited Indian Police Service officers in the basic course. Apart from this, on an average every year, more than 800 IPS offices undergo in-service courses at the institution.
Spread over an area of 270 acres, on either side of the Hyderabad-Bangalore Highway, the Academy has achieved the reputation of truly being a Centre of Excellence. A large number of measures have been taken in the recent past to improve the infrastructure facilities, and to revise and update the training modules. Some of these include the newly renovated Bitumen Top Parade Ground, a newly constructed Diamond Jubilee Complex containing excellent facilities for Outdoor Training, a sewage treatment plant which helps in recirculation of 20,000 litres of water a day, etc.
While focusing on the core functioning of training, the Academy has not lost sight of environment and ecology. Drip irrigation system, water harvesting measures, soil conservation efforts are a few of these. More than one hundred Solar Lights have been installed not only to save on power but also to protect the ecology. All these eco-friendly measures have resulted in a large number of birds and butterflies making the Academy their home. Peacocks, rabbits, partridges are some of the inhabitants of the picturesque precincts of the Academy.
The Academy has said a big no to plastics. Greenery and cleanliness of the campus is worthy of note. This has been possible owing to the noble concept of "Shramdan", wherein all members of faculty and staff as well as the probationers participate in efforts aimed at cleaning the Campus and planting saplings. The quarterly 'Sainik Sammelan' helps in focusing on the grievances of the staff, so that they could be attended to.
At the Director's monthly parade, the identified performers of the previous month are rewarded.

Lt Gen Jasbir Singh has taken over as Director General(DG), Infantry at Army Headquarters. An alumnus of National Defence Academy, Gen Singh was commissioned into the Dogra Regiment on March 31, 1972. A graduate of Defence Services Staff College, Wellington, he has held various staff and command appointments. He has attended the prestigious Higher Command and NDC courses. Gen Singh has commanded an Infantry Battalion in counter-insurgency in Jammu & Kashmir, an Infantry Brigade in active operations in India's western theatre and later an Infantry Division, again in J&K. He has also been the Colonel Administration of an Infantry Division and Brigadier General Staff of a Corps deployed in Super High Altitude Terrain. Gen Singh has also served as Defence Attaché in Yangon, Myanmar for three years.

Before setting up a Federal Investigation Agency…
Before setting up a Federal Investigation Agency, the following needs to be considered. First, the NDMA has already been created. Why not break this organization into four regional organizations under the command of a senior Lt. General or DGP with financial powers of upto Rs. 25 crore in each case, reporting only to the PMO? These could be based in tier-two cities where land is easier to acquire for a cantonment. Post-regionalization, these centers could have dedicated divisions that would look after seismic activity, epidemic attacks, chemical disasters/attacks, terrorist violence, I-T crime, specialized investigation teams, state-of-the-art labs, R&D and weapons testing centres, etc. Each division would be manned by professionals drawn from both public and private sectors. Each region would have captive relief material ranging from tents to sniffer dogs, mobile operation theatres to hospitals, airliftable light vehicles and ambulances, dinghies, gensets, bomb disposal and detection equipment, transport and executive aircraft, landing strips, etc. Captive inter-disciplinary teams composed of commandoes, doctors, paramedics, communication specialists, etc. would remain on 24x7 alert supported by transport aircraft and Sikorsky or equivalent airdrop/lift choppers that should airdrop these teams into a national disaster area within two hours of the first report of disaster. Second, no reference from a state should be required for intervention by NDMA in cases where terrorist violence, chemical disasters, epidemic attacks, etc. happen for which the Concurrent List items would have to be amended. In such cases, the NDMA should also have magisterial and judicial powers such as declaring curfew, declaring disaster areas and also temporarily appointing a the regional NDMA regional head as the Administrator of the disaster-hit area with the state administration in the affected areas reporting to him till normalcy returns. States would have to mandatorily carry out the orders of the Administrator and provide whatever support that may be required by NDMA. Law and order in most states is in shambles, thus the suggestion for assuming their powers by NDMA in national disasters.
For all this, budgeted amounts should be charged expenditure, power to draw up separate financial and administrative rules and powers to hire on contract basis by paying market rates for the right HR, exemption from DoPT staffing norms and MoF/DoD procurement norms, separate arrangements for book-keeping and audit, capital works, maintenance, etc. Sounds scary? It is, but then do we have any choices left to curb growing multiple cancers and growing apathy? One more investigative agency, more turf battles, more politics in decision-making, more rules, faster promotions………the list is endless while innocent people suffer and India's image takes a severe beating globally.
A Concerned Citizen
Have we lost it to our political class ?
Why is that on this forum of bureaucrats we are not echoing the same sentiment of 'enough is enough' as is being experienced in this whole nation today? Have we lost it to our political class by becoming their stooges and by supporting their gradual demolition of institutions?
Shall we not ask ourselves the question that are our 'service interests' more important than national interests?
Shall we not ask ourselves the question till when we are going to push honest, dedicated, well meaning officers behind the corrupt and inefficient?
Shall we continue to oppose reforms in the systems like 'police reforms' because it goes against our service intersts?
Shall we continue to demolish one institution after another to promote so called generalist control over the technocrats?
Enough is enough I think time has come when we must all rise above the service interests and push for what is in the best interests of system. Believe me otherwise we are fast moving towards an anarchical state which ultimately our kids would be the one grappling with. Let us commit ourselves to provide best and most professional governance and from bureaucracy cabinet secretary has to take lead.

Sweeping generalization wrong
It will be wrong to make a sweeping generalization about Politicians enjoying all sorts of comforts at the cost of public money whom they are supposed to be their saviours as elected representatives. About the news that on the fretful day of Taj burning, they were to be there for attending to parliamentary Hindi committee meeting hosted by some Navartna PSU. Infact, if probe is carried out on this matter, the revelation would be certainly towards pointing the finger on agency/Deptt. proposing Taj as the venue of conference and not towards our MPs. It should be PSU concerned in consultation with Official language Department looking after parliamentary matters finalising the Taj as venue. I heard official language policy officers are more responsible enjoying the lavish hospitality on such occasions. Therefore ,the whole truth is that ministries & PSU's they themselves, in order to avoid displeasure of MPs prompted by Hindi officials, tend to succumb to this kind of undesirable practice.
Similarly, an example can be cited here, but I'm not sure abut its truth but heard that, on this fretful day of 25th Nov. one senior level Department of expenditure officer was also in Taj Hotel with some PSU banker. However, the bank officer was unfortunately shot down during the course of encounter with terrorist but this officer luckily escaped and safely reached Delhi. Now this is a cause of surprise as to whether the officer who is supposed to enforce economy in Government spending strictly, deserves to enjoy Taj hospitality? Seems we have equally no hope from Bureaucrats either and India will continue to be a sick & bruised country unless we have large number of honest, dedicated and fair establishments.

The views expressed in this article are practical based on the experience and the reality in any intelligence agency of Government of India. People come here to pass time, be it IPS, IRS, or even Inspectors of Police, Customs or Income Tax. There are, of course, either very honest persons, who want a peaceful life but are equally dedicated to the work. Others come only because of their compulsions to have posting in Delhi, because of spouse or other reasons. The reality is that vacancies in such intelligence agencies are lying vacant for years. Why? Because, on deputation to intelligence agencies, they do not get money as in field establishments. Otherwise, there is absolutely no reason for Police, Customs, Income Tax officials/officers to shun postings in intelligence agencies. An that is why, there should be a separate intelligence cadre. By looking at the unfilled vacancies in intelligence agencies, it should not be an option for deputation. But a compulsory posting for any service/cadre/rank-either just after probation or in between, so that vacancies do not remain unfilled. The basic problem is that vacancies are not filled due to various reasons. There are people who want to come on deputation, but then there are not enough prospectus, for once they get promotion, in their respective cadre, they have to be deported to their parent cadre for lack of equal cadre in the intelligence agencies. Hence, lack of promotional avenues, lack of financial benefits are the major problems that intelligence agencies are not able to match the current increase in any sort of crime, cyber, smuggling, hawala or terrorists related. Therefore, therefore, therefore, there must be any motivation-- financial or promotional for the field staff to join intelligence agencies. Otherwise, there must be a separate cadre for them for adequate financial/promotional avenues. Government should sincerely think now- how to attract talent from field staff. Of course, there cannot be matching financial benefits like they get in field offices. But there may be promotional benefits which may attract honest, dedicated officers from field staff.

We find that our MPs were putting up at Taj whereas the officers have been receiving appeal to cut the expenditure by travelling in a lower class and to put up at Dak bunglow, Guest Houses etc. in view of economic hardship.

India sick ?
Looking into present condition of our country, one can only conclude that India , our so called great country, is badly sick and if this situation continued for a long, may go in COMA.
A kind of anarchy, lawlessness, indiscipline can be seen in any and every walk of life. No rule of law, no governance, no Government, no principle.....every body is before money and indulging in corruption (particularly Government officials/workers). We may praise terrorists and terrorist activities for votes and money, we may keep our country at stake for our own vested interest, we can do anything for our vested interest...What kind of character we have? Terrorist are coming, attacking without fear / Corrupt officials, Netas making money and roaming around fearless / Any body making any statement, indulged in any misdeed, lawlessness...What's going on? Where are we going?
Like a weak body is prone to attack of various diseases, diseases like Terrorism, Corruption, Lawlessness etc. are attacking India regularly, because India is weak. Terrorists, Corrupt officials and Rich are not afraid of punishment, there is no law, no rule of land, no Administration, no Government.
This grave situation has strengthened and worsened during the tenure of present directionless, leaderless, spineless and characterless Government.
We all are Hindu, Muslim...Bihari, Maratha, Tamil...SC, Brahmin... Where are Indians? Where is India ? So please rise above this nonsense and work and think for India first, rest of the things will improve with time on its own.
It is high time, we all Indians, let's stand (irrespective of cast, creed, region and religion) think and act for the welfare and well being of India, otherwise next generations will curse us for centuries for our misdeeds.

It will delay decision making
This creating another layer in the already creaking system. It will only delay the decision making and implementation mechanism. Need of the hour is to bring out the bureaucrats out of slumber. And the only way out is to overhaul the system. Secondly, whether responsible or not, key functionaries should be shown the door- Home Secretary, GOI; NSA; IB Chief; RAW Chief; CNS; DGCG.

Rotten security system
Mumbai terror attack was indicative of rotten security system in the country. Security agencies particularly the police is bothered for deriving personal gains by protecting the politicians. The recent terror attacks have shown how ineffective and incompetent is our police. Had NSG commandoes would not have come for rescue the city of Mumbai would have lost the precious TAJ as well as thousands of more innocent lives. The time has come when we should seek peoples participation through community policing by involving selfless voluntary and civil society organisations and train these in intelligence gathering and disaster management. Similar training may also be thought for willing civil servants from various services. If we leave our security to police alone than we may witness many more devastating terror attacks in future.
