Are these war noises real ?
The rapidly escalating tension between India and Pakistan is driving historical forces towards a situation where war may become unavoidable .As a mature democracy with pragmatic people like Dr Manmohan Singh, Pranab Mukherjee and Sonia Gandhi at the helm of affairs in India and with international powers deeply involved in the present South Asian crisis, the war noises may remain muted, but the absolute chaos in the Pakistan power hierarchy may convert a war as the only option at the end with parliamentary elections nearing ,a war and an almost assured victory may throw the UPA stocks very high. Nothing, yes, nothing can be ruled out at this moment. So unpredictable and precarious things are. Really.
48 IAS officers of 1989 batch empanelled
Finally confusion is over. Altogether 48 IAS officers belonging to 1989 batch have been empanelled to the rank of Joint Secretary in the Government of India. Total number of this batch is said to be 109.

Railway GM transfers approved
Transfers of General Managers which had created some bad blood among the senior railway officers have finally been approved by the ACC. As per Lalooji's proposal, which has been approved in toto by the ACC, Vivek Sahay will move from North Central Railway, Allahabad to Northern Railway, Delhi. B.B. Modgil from Rail Wheel Factory, Bangalore and R. N. Verma from Calcutta Metro will move to Central and Western zones respectively at Mumbai.
Vora to head Railway Staff college
A. K. Vora, chief Electrical Engineer, Western Railway is likely to be promoted and appointed Principal, Railway Staff College at Vadodara. 1988 batch IPS officers promoted in UP

AAI & Punjab Govt join hands for Mohali Airport
Punjab Government being headed by Chief Minister Prakash Singh Badal has joined hands with Airport Authority of India (AAI) to set up an international airport at Mohali (Punjab). While, AAI will have 51 per cent equity, the Punjab Government's equity will be 49 per cent. From its share of 49 per cent equity Punjab Government will share certain part of equity with the Haryana Government. Land has been acquired and detailed project report (DPR) is being prepared by a consultant.

War is the only option
India and Pak slowly inching forward from cold war to proxy war and hot pursuit. Now is the opportune time for the Indian Army to fix the appointment of Pak terrorists with the God! Pak has refused to hand over the listed terrorists to India for "lack" of evidence. Nothing unusual. They have been repeating this drama year after year ever since the Mumbai blast in 1993. India's coercive diplomacy has failed--and failed miserably. Pak is now audacious enough to defy India, the Soviet Union, the USA and even the UN Security Council! The Soviets have confirmed the complicity of Dawood in providing logistic support to Pak terrorists in Mumbai. The USA has confirmed India's investigative findings. The USA will be providing missile shield to India. China has recently entered into a treaty with Pak. India is frustrated at Pak's dilly-dally and flip-flop by refusing to hand over the listed terrorists to India. DRDO has been alerted to be ready to assist the Indian army. Then comes the Pak allegations of air violation by India. No economic and military sanctions have been imposed by the UNSC. India is in a catch-22 situation waiting, perhaps, for another terrorist attack on its sovereignty .It is reliably understood that an implicit understanding has been reached among India, the Soviet Union and the USA for some radical solution through military means. Besides, the party in power is also to salvage its image before the upcoming General Elections. The Indian Muslims are raising slogans against Pakistan, the Hindu Pakistani against India! Watch my words. Battle lines have been drawn. It is now or never! The only option now is Hot Pursuit by the Indian Army into Pak territory to demolish all terrorists' infrastructure and outfits by lightning speed!

Why should Group A Services lose heart so easily?
Why do the IPS and Group A Services (IPS/IRS/IAAS etc) lose heart so easily? Are we not making sacrifices in the cause of the nation? We are. Are we not through the same examination (especially post 1979). Yes we are. Is it not a fact that many candidates opt for other services ahead of the IAS? Yes it is. Is it not a fact that post 1994, half the batch of the IAS has ranks lower than half the batch of the IPS? Yes, certainly. Is it not a fact that the "slight" edge is an oxymoron and a relic of the past which even current post 1979 batches are enjoying merely because they are entrenched in the system? Yes it is. Is it not a fact that this is against equality? Yes it is. Simply because they are a more powerful lobby should not prevent us from agitating the matter. can Justice be denied for ever? Had Mahatma Gandhi become disheartened with British repression, would we not still have been writhing under the boots of the British? Will truth not ultimately prevail? Can martyrs in the cause of the nation be denied their just due always and forever? So should we lose heart in this David vs Goliath struggle or should we have faith?

Be accommodative
Just heard it on the grapevine that the DOPT is planning to take the controversial matter of granting higher grade / grade pay on non functional basis to officers of Central Civil Services and IPS / IFS, back to the Union Cabinet, considering the same to be, unconstitutional ! One wonders whether the decision to award two additional increments to IAS officers at each stage in PB-3 and at Selection Grade level too also fits into this category! After all it goes against the tenets of Fundamental & Supplementary Rules.
My fervent appeal to those managing the personnel affairs in the GOI would be to be just a little accommodative and concede what has been decided by the Union Cabinet with humility. IAS is already way ahead of all others in terms of pay, perks and career progression. So, why grudge a little payhike for the lesser mortals?
The Union Cabinet decision being quite clear, needs to be revisited and duly reflected in the Pay Rules amended for the IPS & IFS. The comparison of our career prospects has to be viewed in the context of concerned State Cadres and not vis a vis central deputations of IAS colleagues, which is what was notified in the GOI's decision dated 29th August., 2008.

Is IAS and Group A repository of all wisdom?
If India has to develop, and find its true place in the developed World, our civil services will have to be reformed too but not the parochial manner in which the Second ARC recommends, because it has been written once again by IAS officers who are mai-baap of every one in this country. This country has nearly become a slave in the hands of IAS. The politicians are no match for most of them. Group A services are busy within their narrow specialisations and Group B are completely crushed lot. They cannot even stand erect even though they come from the same exam and there is hardly a difference as far as merit is concerned. But the exploitation continues galore in all spheres of life so it must continue in civil services and the nation and the innocent citizens will never get their fair share of development. Only an awakened and enlightened Prime Minister can undo this Brahmanical perpetuation of control of the country by IAS.
Services like CSS, DANICS and DANIPS hold no future in this country simply because the wretched tag of Group B has been put on their forehead. I think all the Group A and Group B services should fight for their due place by forming a joint association and seek equality before law under constitutional freedom. There is need for the sleeping Giants within these services to arise, awake and achieve their due place and do away with the model of AIS in the present era when our State Governments have to be a stronger player and play an important federal role.

Appointing bureaucrats to Tribunals viz., UPSC, SEBI, TRAI, IRDA, CERC, MRTPC and perhaps CCI is blatant breach of principles of natural justice. These tribunals primarily fail to live up to the mandate of the statutes because of such appointments.

I agree on the discriminatory conduct of the banks with regard to scaling down interest rates in old cases of housing loans. True, fixed rates are not affected. But the floating rates are, under the terms of the contract and in fairness and equity are required to be brought down with every reduction in the rates just as they are increased with every hike in the rates. Some persons have already gone to the MRTPC on this issue and it is hoped that the Commission will give its verdict without delay. Since this is a case of unfair trade practice the matter also falls within the purview of the Consumer Protection Act, 1986. the sufferers can approach the fora under that Act and pray for immediate verdict. Affected persons can also obtain legal opinion on the feasibility of filing writ petition in the High Courts.
Since the stakes are high and the banks are behaving like thugs, the matter is worth being pursued.

Government servants are eagerly looking at Prime Minister and Sonia Gandhi as to when the retirement age will be revised. The suggestion in the whispers to increase age as under is very very good and will address many needs:
Pay Band 1 & 2 - 62 years
Pay Band 3 - 63 years
Pay Band 4 - 64 years
Still higher scale - 65 years
Congress will have windfall in elections especially in Delhi.

Too much is happening in ITS cadre deputed in BSNL. How come there is no news about them. Some 1600 ITS officers are uncertain about their cadre, future prospect etc. Please pay a little attention for them.

Sensible Home Minister!
Looks like after a long time we have a sensible Home Minister! Why should we dispute if Pakistan denies it is not harbouring the terrorists demanded by India? Let's just declare the list to all the world to see, and announce rewards to anyone helping us bring the terrorists to justice in India, dead or alive. The Pakis will themselves be the first to deliver us the terrorists on the platter for money, whether the terrorists be the ISI chief or Dawood or even Zardari. Let's give it a thought. Every informer and assistant needs to be enlisted and rewarded.

Implement in letter & spirit
In UN system being followed all over the world the ACR is shown & signed by the officer being reported upon and only than the reporting & reviewing officer would sign the report. Now with judgment of SC in India it should be implemented in letter & spirit by all government departments. In paramilitary forces so far it is never shown to officers reported upon. Direction are required in this regard to follow the oeders/law of SC uniformly in GOI, please.
