Why names of 1976 batch IPS officers were deleted ?
IPS circles are agog with rumours that names of about half a dozen 1976 batch IPS officers were deleted from the list of empanelment at the top level. Names of Mssrs U S Dutta, R N Gupta, V B Singh, P C Sabharwal and Alok Joshi all outstanding officers have reportedly been deleted. Any reason ?.

Pakistan should be handled tactfully
I think at this juncture, war with Pakistan would only aggravate the problem. Since America is playing policeman all over so let America target terror factories in Pakistan and India should lend necessary logistic support to it or forces under United nations do the job of flushing out terrorists from Pakistani soil. If India alone enters PoK, Pakistan would retaliate and it would certainly result in war but if India along with America target terrorist hideouts in Pakistan, Pakistan would not be able to do much except making noises. Further, we should keep in mind that Pakistan is a nuclear state so it wouldn't be so easy to trounce Pakistan this time. They are having nuclear device and they seem very much eager to test it against India and settle score with us. There are chances that out of desperation, Pakistan can give nuclear know-how to terrorists who are out to harm India. So caution is the key. Take diplomatic root and make every attempt to declare it a terrorist state. We should also keep in mind, USA has till very recently been playing double game with India. It is still giving monetary help to Pakistan and China is also watching very closely but not criticising Pakistan.

If retirement age is increased !
If retirement age is increased, election benefits shall be not only in Delhi, but all over India. Once central government increases retirement age, even state government employees will have a hope and thank central government to give them this hope and chance.

Why can't CBI' jurisdiction be extended ?
Why can't the jurisdiction of the CBI be extended to the state governments and their PSUs. It would go a long way in reducing the massive corruption that goes on in development schemes all over India. Just like the new anti terror outfit, even the anti corruption outfit needs a jurisdiction extending over states.

People are ill informed or less informed. Governor acts on the advice of CM/Council of Ministers, under the Constitution. In case of deliberate misuse of power by the executive, there are other watch dogs like C&AG or CVC etc. Why uselessly blame somebody without knowing the system?

As in the past, I have been regularly pasting my comments on your website regarding urgent action for regular promotions of Stenographer Grade 'D' (presently working as Personal Assistants since 1997. But it appears that Officers in DP&T, particularly in CS Division, has turned deaf ears to injustice being melted out to us as no respite is seen from the DP&T. Moreover, the 6th Pay Commission has suggested the merger of CSSS with CSS. In this connection, it is humbly submitted that our seniority in the respective grade/post may kindly be protected so as to bring us at par with the sister service as there is a huge disparity between UDCs appointed on regular basis in 1982 already promoted as regular Assistants and in some cases have been promoted as Section Officers whereas the Stenographer Grade 'D' appointed in 1982 have been kept waiting for their regular promotion so far even after putting in more than 11 years of service as Personal Assistants on ad-hoc basis. Another submission I would like to make is in regard to the inordinate delay in issuing notification regarding Assured Career Promotion Scheme by DP&T. It is requested that ACP Notification should take care of all the officials and give due regard to their seniority in the service.

Will India fritter away its Civil Servants in Group B?
Civil Services reform has to begin with introduction of accountability at all levels. Today, an IAS officer is immune to almost everything without any sort of performance review. The need of the hour is to have a promotion system which takes into account the performance, capacity and potential and pick up the more promising ones for a more challenging work, irrespective of service or cadre to which one belongs.
The distinction on the basis of service or group is absolutely arbitrary as a mere difference of a few marks in the Civil Service exam does not reflect on their ability to perform as Civil Servants. All IIM graduates are considered equal and they have to continue to perform even after their degree. But in Indian Civil Services, once a candidate is branded as belonging to a non IAS or a group B service, he is doomed to be frittered away. What a colossal wastage of HR? Is there no one in this country who can listen and keep this flock of Civil Servants together to get the best out of them? The Govt must invest in training and development of its Group B services and extract leadership performance from them. They can do wonders provided there is a will in our system to develop, nurture and retain them. I have interacted with scores of them. Some of them are as bright as any IAS or IPS but the neglect of their cadres and promotional systems are woeful and they are living and working like discarded lot.
Minister for personnel, who is educated abroad should seriously look into developing an objective system through which every Civil servant should be able to aspire for top positions in the country. Then there will be a real RAMRAJYA in our Civil Services and the untouchable Civil Servants( CSS, DANICS,DANIPS, State CS) will prove their mettle. The challenge is to provide them challenging roles and they will challenge the mighty ones. Will the Bosses listen and do or sleep again into the morass, that has caused enough damage to this country due to their indifference?
