Bharat Kumar Forum It is highly condemnable Murder of PWD engineer by BSP MLA Shekhar Tiwari needs to be condemned in strongest possible manner by everyone. Anger of people who have burnt the office of SP Aurraia as per TV reports is understandable in the light of police failure to protect Gupta who was dragged to police station by none other than criminal turned politician and BSP MLA Shekhar Tiwari after beating him mercilessly. Police instead of immediately arresting the criminal Tiwari dumped Gupta's body outside the hospital . As per the reports in the media, the PWD engineer incurred the wrath of the criminal BSP MLA for his failure to cough up extortion money demanded from him . PWD Engineers association has given a call for strike to draw attention towards danger to their lives. In her own interest Mayawati who has aspirations of becoming PM should immediately agree to probe by CBI. Not very long ago(in 2002 when she was CM of UP) she had herself handed over the case involving a Tehalka reporter accused of providing camera to a poacher for filiming killing of a tiger in Rajaji National forest to CBI when no one had demanded the same. Now when her own reputation is at stake because the criminal MLA belonged to her own party, no time should be lost in taking stringent action against all concerned including police officials for not controlling criminal MLA .It is hoped that UP IAS Officers Association will voice its concern and do everything required for safety of public servants of UP and not keep quite because the murdered engineer was not one of them. Harish Gurjar Shortage of officers You said: "There is a shortage of officers at the level of Directors/Deputy Secretaries for being appointed in Government of India(GOI) under the Central Staffing Scheme(CSS)." If an IAS makes to JS at 16 years service why should he come and work as Director at 13 years... Similarly, if an officer of Class A service remains director till 18 yeras of service, why should one work again as director under IAS. Futile exercise. Thirdly 8 to 13 years of Service bracket is earning time for IAS. Why should he leave his earning and push files in Delhi? Naina It is obvioous There is a dearth of Deputy Secretary/ Director rank officers in Government of India. There would be, obviously. The reasons are not far to seek. Post 1993 exam (i.e. post 1994 batch), the intake in the Civil Services as a whole was greatly reduced. Clearly, this was the case in the IAS as well as services like the IRS. Now, these batches are 13 years old and eligible to become Directors/ Deputy Secretaries. The numbers of these officers are low because the intake was low. What adds to the whole shortage is that the IAS lobby resists the entry of IRS officers(the largest cadre strength in the country) into the Central Secretariat at Director/ Deputy Secretary level since they do not want non IAS officers there without realising that post 1994 batch IRS officers have ranks in the Civil Service Exam which would have placed them in the IAS in pre Mandal Commission recruitment. This the IAS lobby has achieved through a malafide transfer policy for the IRS which restricts deputations for the IRS to merely twice in a whole lifetime (such a condition is not applicable to any other service and amounts to an arbitrary and colourable exercise of power in that it actually amends the service conditions regarding deputations in the guise of transfers). The CSS and its officers manning AD VI merrily went along with the game since they thought shortages in the Central Secretariat would help them achieve faster promotions than they would be entitled to. Hence the shortage prevails. To quote a worthy service officer : there is no solution to any of these problems! Well, if you are young and an officer too, you would certainly refuse to bite such absurd notions. I too thought so till yesterday, when I happened to find the reasons. They are known to all of us, yet we are oblivious of them like any other fact so obvious to us which we ignored just like that. The crux lies in the knowledge that we are already at the end of "democracy" as the form of government! Unbelievable? But it is true. It is true like the truth that communism is dead, capitalism is afflicted by terminal disease bound to result in sure death, kingship had died long ago, dictatorship is buffoonery, political ideology connotes nothing and new "logism" is waiting to be born. Well, this is a subject of international research and writing under the heading "Post Democracy". Unbelievable? Well, surf for your own satisfaction, as the thinkers will not allow your mind to rest here only, for there still is something more for the wise like Government Servants in "Post-post Democracy".
