Interview with Madhya Pradesh Chief Minister
For Madhya Pradesh Chief Minister Shivraj Singh Chouhan victory of the Bhartiya Janata Party (BJP) in recent assembly polls is yet another milestone in many ways. However, Chouhan who has all along enjoyed the reputation of being the man next door has well defined goal of putting Madhya Pradesh on fast track of growth.
Chouhan has the rare distinction of ensuring return of the BJP to power for second term in Madhya Pradesh & that too in a row. However, he quite candid to admit that for him "service to people comes first, than anything else." In an interview to <whispersinthecorridors.com>Chief Minister Shivraj Singh Chouhan unraveled his roadmap for next five years.
Here are excerpts from his interview:

Question: -. What is your source of inspiration that keeps you going?
Answer: -To me, work is way of worshipping. I often say in my speeches that every person doing his work dutifully and devotedly is actually devotee of the God. The God is not an abstract being. The God expresses himself through the deeds that we do for social good.
Question:-How do you like to relax?
Answer:-I like to relax by spending quality time with the family members. Also by reading books. Swami Vivekanand is my personal favourite.
Question: -What steps are you taking to make bureaucracy more responsive?
Answer:-I have taken up the exercise of "Jandarshan" for this very purpose. Even the exercise of Manthan was aimed again for this very goal. In addition to this during my previous tenure "CM MONIT" was a regular exercise attempted by me & so was "Samadhan online". Now I intend to strengthen these activities & also plan to introduce some new measures.
Question: -Do you think that it is high time to introduce Police Commissioners system in cities like Indore & Bhopal?
Answer: -At this juncture I would only like to say that I would certainly see to it that the effectiveness of police machinery improves.
Question: - What are your plans for rapid industrialization in Madhya Pradesh?
Answer:-In the last term we have gone whole for increasing industrial investment in the state. However, due to the global Economic meltdown, we have also been impacted. But, wait for a while, we will be rebounding soon.
Question:- As public perception is that there is going to be a rampant corruption because election was quite expensive. How are you going to counter corruption?
Answer:-In matters of controlling corruption, I would prefer that my actions speak & not me.

Dr Prajapati Trivedi of the World Bank has been appointed Secretary Performance Management in the Government of India. He will be Chairman of the Ni Auth Chemical Weapons Convention in the Cabinet Secretariat.The post was earlier held by Sujit Banerjee who is presently Secretary Tourism.

A Chief Pharmacist filed many applications in respect of pay-fixation on different dates to the PIO and appeals to the first Appellate Authority (AA). The CIC observed that the appellant has been taking up the same issue again and again and the AA has not disposed of one appeal under the impression since he has already disposed of his earlier appeal, this appeal has not been attended to.
The CIC held that if the appellant submits applications repeatedly, the CPIO should give a formal disposal to those applications by reiterating the stand taken in the earlier applications or by enclosing a copy of the decision taken in the earlier applications.
Comments
If there are similar/identical applications on an issue, all such applications should be replied individually within the prescribed time limit.

IAS and IPS have significant experience and expertise in this field. They have done that very successfully and successively in India. Indian Armed Forces are biting dust and stand fully cheated and demoralised...

Execute anti-Indian activists in Pak
The time has now come that GOI gives a clear order to RAW/MI to plan the execution of most wanted criminal and the retired ISI officers who are engaged in anti Indian activities in Pakistan. Most of the retired ISI bosses are funded by Pakistan Govt/Army for this job and they assist criminals like Dawood/Let Chief. You need not to spent much for this as the fidaeens are available for 50000/1ac in Pakistan. Only thing required to give a blanket permission to RAW or MI with positive target elimination fund and execution time. Such officers of WAR/IM will also require shield against future complications created by so called human right activist/Pakistani dalals at high position in Indian politics.

Today if the country needs protection then it is not from Pakistan or ISI or any other country - instead it is from our own so called leaders - criminal turned ministers, CMs, MPs and MLAs like the one BSP MLA Shekhar Tiwari who has killed PWD engineer in UP. These leaders are the supper terrorists who are terrorizing and looting their constituencies and country as a whole. It is they who do not want our country to be literate and come above poverty line because they know if the country is literate then the people will throw these criminal turned leaders out of power. Today there is no department in GOI or any State Govt. where citizens can seek justice. Everywhere corruption and bribe are prevalent. I even being a govt. servant do not have the courage to seek any information from any department including my own department. It is next to impossible to get any work done without paying under the table. Why? Why? Why? My dear readers soon there would be Lok Sabha elections. We, the Engineers, belonging to Confederation of Central Engineering Services (CCES), strongly condemn the brutal and ghastly murder of Er. Manoj Kumar Gupta, Executive Engineer, UP PWD, Auriya allegedly by Shri Shekhar Tiwari, MLA and his accomplices.
This brutal act highlights the atmosphere of terror under which the Government Engineers are working. They are not being protected by the Government throughits bureaucratic and police machinery. The reign of terror unleashed by the criminals forces the engineers to live constantly under fear and perform their duties as per directions of the criminal politicians, arrogant bureaucrats and apathetic and corrupt police.
We would request you to kindly get this incident investigated by an impartial central agency to bring out the truth behind the overall conspiracy and cause of the murder and not just the manner in which an innocent person has been killed so brutally.
You are also requested to provide adequate relief and protection to the family members of the deceased officer and ensure that in future administrative machinery protects the Engineers who are working for the development of the State/Nation rather than harassing them for illegal gratification.

Allahabad High Court - the only hope
It is futile to expect the UP IAS association to create a furore about an Engineer's murder. The only authority which can step in is the Allahabad High Court.

An Indian man walks into a bank in New York City and asks for the loan officer. He tells the loan officer that he is going to India on business for two weeks and needs to borrow $5,000.
The bank officer tells him that the bank will need some form of security for the loan, so the Indian man hands over the keys and documents of new Ferrari parked on the street in front of the bank. He produces the title and everything checks out. The loan officer agrees to accept the car as collateral for the loan.
The bank's president and its officers all enjoy a good laugh at the Indian for using a $250,000 Ferrari as collateral against a $5,000 loan.
An employee of the bank then drives the Ferrari into the bank's underground garage and parks it there.
Two weeks later, the Indian returns, repays the $5,000 and the interest, which comes to $15.41. The loan officer says, "Sir, we are very happy to have had your business, and this transaction has worked out very nicely, but we are a little puzzled. While you were away,
we checked you out and found that you are a multi millionaire. What puzzles us is, why would you bother to borrow "$5,000" ?
The Indian replies:
"Where else in New York City can I park my car for two weeks for only $15.41 and expect it to be there when I return'"

I agree that outstanding officers of central services should be given chance to work in the Ministries when average IAS officersare given this chance all the time.Even today there is a difference of four years between the selection of IAS officers and other service officers to any post in the ministry from Dy Secy level onwards.Most other service officers retire without becoming Addl Secy and very few have service left at the time of becoming Secy.This injustice should stop and two years gap even if it is unjust but since it has been accepted should be maintained strictly.

There are two ways to look at this matter. One is that these officers are so smart that they have perfected the art of keeping the political bosses in good humour. The other is that these officers are so good at their work that the political masters of whatever hue they are want to utilise their talent. I personally subscribe to the latter view. Exceptions may be there, but they do not prove the rule.

Mr Shende is extremely fluent in French and Spanish, apart from English. Mr Shende had studied in the Universities of Mumbai, Paris and Carnegie Mellon University, USA.
Mr Suresh Shende had earlier worked as an Interregional Adviser in Resource Mobilisation in the United Nations, New York, USA from 1997 to 2003. Mr Shende belonged to the Indian Revenue Service (Income-tax) of 1961 batch."

This is regarding Animal Husbandory Department's calling CRs of some CSSS Cadre. I would like to clear that that CSSS Cadre is now centralised under the Department of Personnel & Trg (CS Division). It is really pity on the Government of India that Steno Gr D of 1981 are yet to get first regular promotion of their life. But this is not the fault of one Department or Ministry but the Government of India. LDCs joined in 1978-79 have become SOs but Grade of 1975/76 are are nowhere near that equivalent level of PS. the only reason for the time lag appears to be the centralization of authority. I understand that all purchases or bills exceeeding Rs 2 lac have to be sent to Nirman Bhavan Nerw Delhi. Since the Addl Dir CGHS are SAG level officers they should have the limits raised to Rs 10 Lac. However all such cases should be subjecte to post audit to see if there is excessive claim and misuse of authority
