Lt Gen Jasbir Singh is new DG, Infantry
Lt Gen Jasbir Singh has taken over as Director General (DG), Infantry at Army Headquarters. An alumnus of National Defence Academy, Gen Singh was commissioned into the Dogra Regiment on March 31, 1972. A graduate of Defence Services Staff College, Wellington, he has held various staff and command appointments. He has attended the prestigious Higher Command and NDC courses. Gen Singh has commanded an Infantry Battalion in counter-insurgency in Jammu & Kashmir, an Infantry Brigade in active operations in India's western theatre and later an Infantry Division, again in J&K. He has also been the Colonel Administration of an Infantry Division and Brigadier General Staff of a Corps deployed in Super High Altitude Terrain. Gen Singh has also served as Defence Attaché in Yangon, Myanmar for three years.
They do not figure in the list of Secretaries ?

Most circulated message by E-Mail "Section 49-O of the Constitution"
Ever since public outcry against 26/11 is increasing a mail is widely in circulation through E-mail.It reads as follows-
"Did you know that there is a system in our constitution, as per the 1969 act, in section "49-O" that a person can go to the polling booth, confirm his identity, get his finger marked and convey the presiding election officer that he doesn't want to vote anyone!
Yes such a feature is available, but obviously these seemingly notorious leaders have never disclosed it. This is called "49-O".
Why should you go and say "I VOTE NOBODY"... because, in a ward, if a candidate wins, say by 123 votes, and that particular ward has received "49-O" votes more than 123, then that polling will be cancelled and will have to be re-polled. Not only that, but the candidature of the contestants will be removed and they cannot contest the re-polling, since people had already expressed their decision on them. This would bring fear into parties and hence look for genuine candidates for their parties for election. This would change the way, of our whole political system... it is seemingly surprising why the election commission has not revealed such a feature to the public....
Please spread this news to as many as you know... Seems to be a wonderful weapon against corrupt parties in India... show your power,expressing your desire not to vote for anybody, is even more powerful than voting... so don't miss your chance. So either vote, or vote not to vote (vote 49-O) and pass this info on...

Why not youngmen as Maharashtra CM?
Why can't 'a young man become CM in place of Deshmukh .Deshmukh and Shiv Raj Patil are the right choice of I& B minister as Anand Sharma is most unfit for that post. Why should SK Shinde go as CM. Let him concentrate on his present job. Now Media doing 'some thing too much' must understand their main job is news. They only go behind Leaders and get maximum benefits etc

Regarding the comment that it is the PSU or the organization which hosts the meeting which should be blamed and not the MPs for staying in 5 star hotels, is it also not wrong on the part of MPs, the top bureaucracy in the ministry concerned and the ministers themselves to let this go on. Why don't they refuse to meet/stay there? For that matter, even the Public Accounts Committee sittings, which are supposed to point out wasteful/non=productive activities and expenditures are also held in 5 star hotels. They purportedly discuss the reports prepared by the C&AG! While every individual has to contribute to avoid wasteful expenditures, the top echleons of both bureaucracy and political executives have to lead the way meaningfully and forcefully.

Allotment not delayed due to non-availability of quarters
Government servants who are waitlist for 1st floor (type-3 Lodhi Colony), please realise that your turn for allotment is getting delayed not because of non-availability of quarters. In fact, many 1st floor quarters are lying vacant. The JE concerned is not properly intimating the Estate Office for various vested reasons. The estate office officials simply say that they are meant for being repair and how long it will take nobody knows. But this is a deliberate attempt on the part of these officials to deny our choice of allotment so that they can misuse and use it for some other purpose. The local contractor who is given the charge of repair works also has a hand in this. So, kindly don't sleep. If possible through RTI it would be nice to expose these fellows or even go to court for this deliberate delay in alloting and that too having waiting for more than 25 years.

I keep reading here and there the theme that times of external aggression are over and it is only the internal security that is every thing. Such inspired ideas emanate primarily from IPS cadre with a narrow vision and understanding of Indian realities. Out of thousand of Km of borders, how much of it is international border (means recognised as border under international law)?? How much is disputed?? How much is un-demarcated?? Let those Themester look for bare facts?? They need to be reminded that we had Kargil War (people call it conflict under the influence of such Themesters) in spite of and under a nuclear umbrellas...!! You say we will not have aggression on our borders. .In fact all our internal security problems are external aggressions. Is not it? So do the IPS / IAS intend to send BSF inside the Bangladesh? They have tried it many times and came back being hanged on sticks like dead animals. No Sir, we have thousands of Km of front line to settle and defend.

Child Care Leave Reserve.
If female employees are entitled to and allowed two year leave with full pay in that case there must be sanctioned posts of Child Care Leave Reserve equal to the number of female employees. And appointment on these child care leave reserve posts should be strictly limited to male employees so that a vicious circle of child care leave does not set in. I am making this suggestion in all seriousness because work can't be left unattended in absence of female employees availing of child care leave.

What does an advisor do?

Creation of another job! What does an advisor do? He takes care of his own back and gives advice which the masters need or he runs the risk of his back being kicked. Appointment of an advisor is, at best, a cosmetic treatment of wounds that need major surgery. There is no dearth of manpower in various intelligence gathering and law enforcement agencies at the centre and in the states. Unfortunately, they do not act in coordination and in tandem. Either the information gathered is sketchy, inadequate or even incorrect and on top of it the agency which has to act on the basis of such information takes it with a ton of salt. Moreover, the agencies vie with each other to keep credit to themselves. Having said this, mental atrophy of the present ruling combine, motivated by narrow political interests, is weakening and breaking the country no end. Unless the likes of Afzal Guru are hanged and Raj Thackeray put on the leash, there is no hope of light at the end of the tunnel. It is not for no reason that in the situation we have been pushed, we look more towards God the Government. Let us wish Mr. Chidambaram good luck and all the best.

Apart from terrorism from across the border, even in general, law and order in this country has taken a beating for the past so many years- kidnappings/murder in Bihar, murders in Delhi, goonda raj in UP, murders in Noida, goondaism in Mumbai, naxal violence in Andhra, Jharkhand and Bengal, the law and order problems in J&K and the north east are well known. A somnolent Home Minister and an apathetic government having reduced the bearer of Home portfolio to a factotum, how do we expect to control the situation? One hopes Mr Chidambaram can clean the Augean stables.

All senior-most officers of the Home Ministry should undergo medical tests to check if they are fully fit. This is because we cannot afford to have unfit people manning the seniormost positions in the Home Ministry during these strenuous times. Anyone who is unfit can be laterally shifted to other Ministries/ Departments.

For a change this time it has been the elite class. This has made all the difference. Politicians have started talking about dealing with terrorism. As long as the poor were dying, nobody was bothered. Politicians used to say, things will become normal. People were encouraged to put a brave face and behave normally. Go to work the next day as if nothing has happened. And exactly this was what the stupid common man was doing. No arrests and no action. Now the perception has changed. Why has Manmohan Singh woken up? Why has Shivraj Patil resigned? what difference does it make whether it is Shivraj Patil or Chidambaram. The party in the Centre has to take the responsibility. People's expectation from BJP is very high. Hope they would keep it up in the next term. I wish LK Advani starts planning from now on. Wish them best of luck.
