Interview with Madhya Pradesh Chief Minister
For Madhya Pradesh Chief Minister Shivraj Singh Chouhan victory of the Bhartiya Janata Party (BJP) in recent assembly polls is yet another milestone in many ways. However, Chouhan who has all along enjoyed the reputation of being the man next door has well defined goal of putting Madhya Pradesh on fast track of growth.

Chouhan has the rare distinction of ensuring return of the BJP to power for second term in Madhya Pradesh & that too in a row. However, he quite candid to admit that for him "service to people comes first, than anything else." In an interview to <whispersinthecorridors.com>Chief Minister Shivraj Singh Chouhan unraveled his roadmap for next five years.

Here are excerpts from his interview:
Question: -. What is your source of inspiration that keeps you going?
Answer: -To me, work is way of worshipping. I often say in my speeches that every person doing his work dutifully and devotedly is actually devotee of the God. The God is not an abstract being. The God expresses himself through the deeds that we do for social good.
Question:-How do you like to relax?
Answer:-I like to relax by spending quality time with the family members. Also by reading books. Swami Vivekanand is my personal favourite.

Question: -What steps are you taking to make bureaucracy more responsive?

Answer:-I have taken up the exercise of "Jandarshan" for this very purpose. Even the exercise of Manthan was aimed again for this very goal. In addition to this during my previous tenure "CM MONIT" was a regular exercise attempted by me & so was "Samadhan online". Now I intend to strengthen these activities & also plan to introduce some new measures.

Question: -Do you think that it is high time to introduce Police Commissioners system in cities like Indore & Bhopal?

Answer: -At this juncture I would only like to say that I would certainly see to it that the effectiveness of police machinery improves.

Question: - What are your plans for rapid industrialization in Madhya Pradesh?

Answer:-In the last term we have gone whole for increasing industrial investment in the state. However, due to the global Economic meltdown, we have also been impacted. But, wait for a while, we will be rebounding soon.

Question:- As public perception is that there is going to be a rampant corruption because election was quite expensive. How are you going to counter corruption?

Answer:-In matters of controlling corruption, I would prefer that my actions speak & not me.


Is there any move to raise retirement age ?
The Government has moved a Note before the Committee of Secretaries for increasing the reitrement age for scientests in ministries and research centres to 65 years. This is seen as a pre-cursor for increasing age of civil service to 62.

Arunachal Pradesh Govt to constitute expert committee
The Arunachal Pradesh Government being headed by Dorjee Khandu Chief Minister has announced that in the event of CoSSAP refusing to accept the modified pay package agreed reached between it and central CoSSAP committee on December 20,2008 it has decided to refer the matter to an expert committee headed by a retired High Court Judge to study feasibility of implementing the recommendations of the sixth pay commission in the state. While stating this Chief Minister Khandu also reiterated his government's commitment to implement the modified pay package w.e.f. 1.01.09 with notional fixation of pay from January 1, 2006 provided CoSSAP agrees to call off all forms of agitations. Reacting to a letter written to the Chief Minister on December 28,2008; expressing its refusal to accept the pay package and demanding to implement the recommendations in totality, the Chief Minister termed it as most unfortunate and appealed all members of the organization to reconsider the decision of the organization to call another phase of strike about the issue. Khandu stated that despite the state's poor resource base, the government has endevoured to meet the employees' demand beyond its present means. "Any further accommodation means compromising the interest of the state's development severely" he added. He also dismissed the statements of some CoSSAP members alleging the government of not granting pay package in full despite getting requisite fund from centre. He appealed all sections of people not to believe in such 'rumours' and check facts before making any statement on such issues.

Shortage of DS/DIR
The civil servants are a strange lot. They get IAS officers promoted in 14th year to SAG and expect them to work as DS/Dir too? I can think of 2 incentives
a) Higher deputation allowance, say 10% of basic salary. we only have to remove the artificial ceiling of Rs 4000
b) Foreign assignments/trainings are still attractive. These days the no of DS/Dir under CSS being sent is limited.

We could also consider reduction of deputation from 5 year to 3 year.

Only few reactions on PWD Executive Engineer's murder in UP !
There were some reactions to the murder of PWD Executive Engineer in UP and now things are again silent. After the Mumbai attack large no. of reactions and talks were being done to correct the system but again things are back to normal. The basic issue i.e. improvement in the working of police machinery is being talked again and again but nothing concrete seems to emerge out. Supreme court has given direction for setting up of Police Board for supervising the function of Police but it seems nowhere it has been formed. Only transfers and Posting Board has been created in some states and that too because it has been done under pressure from Supreme Court.
The decision of Supreme Court has taken care of the political interference part to a very small extent but here also the power has shifted only from Politicians to Top Bureaucrats. It is widely known that all top Bureaucracy is bent before the Political class except a rare few. Secondly the Top Bureaucrats look to their interests first and then they think of anything else. Today no one is concerned about the welfare, promotion of an average constable or Sub-inspector. Any person does work because he wants to retain his job and any one is doing good work because he wants promotion and incentive. A constable or a sub-inspector knows that he is hardly going to get one or two promotion in his entire career with whatever excellent work he does and that is the reason that he has no fear of getting his record spoiled. He also indulges in corruption to improve & secure his future as well as to please his Political & Top bosses. The Higher Police setup above the rank of DSP/ACP is completely secured with all facilities and perks. Their promotion happens on time.
If the Government is serious about improvement in the Police machinery they should first address the problems of the lowest ranked Police personnel. It should address more about their motivation and recognition rather than simple improvements in pay.

Take up the matter of securing justice
IAS, IPS, CS and all other associations in the country should take up the matter of securing justice in the case of killing of Manoj Kumar Gupta, Executive Engineer in U.P. Bureaucracy as a whole must close ranks & raise it like one man. Such cases are like cancer which if unchecked will soon spread elsewhere thus affecting the entire bureaucracy.

CGHS
No one seems to be caring for the functioning of CGHS especially for the Senior Citizens. It's known that old people have prolonged medication and repeat their medicines mostly. Instead of giving medicines only for a month it should be given for three months at least. This will save seniors from visiting dispensaries every 15 days, wait in long queues etc. As such they are old, weak and infirm this facility should be extended to them.
Secondly, medicines coming in container/boxes with information literature is NOT provided. Despite asking it is refused. People are educated, they want to read the information for side effects etc. But the clerks simply refuse to give that. Why is that taken out ? This is serious? Are the medicines being tampered or something else ?
Thirdly, medicines prescribed by empanelled hospitals are not accepted. This is absurd. Let's accept the fact that Specialists out of Govt. hospitals are no less. Had that been a reason why Ministers are admitted to Apollo Hospital then ? Equal treatment need to be given to all citizens.
Fourthly, medicines prescribed by Specialists are invariably substituted by those offered by smaller companies not known for their R & D. This is again wrong.
Would any senior Official take up these issues because it is useless to approach the Minister. He is another R R Patil in the Health Ministry !!

EC deserves kudos
Chief Election Commissioner and the Election Commission deserve kudos from all enlightened citizens of the country for their commendable job in the elections in Jammu and Kashmir for ensuring the credibility of the democratic process.As noted by knowledgable observers, rigged elections in the past had been the fuel to stoke the fire of the militancy in Jammu and Kashmir, which was once the beacon of secularism in the sub-continent. In J&K, the voter turnouts have surprised the separatists. Why? Everyone knows the top separatist leaders are rolling in wealth, they have lavish lifestyles, their children are educated abroad and live abroad, all this while the common man is burdened with day to day survival issues. These separatist leaders are the ones who live in urban areas and send their kids to London, New York and Paris, while the rural folk try to eke out a living for themselves by back breaking labour. Obviously the voter turnout will be low in the urban areas, and obviously the poor rural citizen will vote to change all this. Now, it is up to the rest of India, the politicians, the judiciary, the bureaucracy, media and civil society to try to see that our bretheren in the valley and Jammu/ Leh do not get a raw deal and political machinations do not again obliterate the spirit of democracy in Jammu and Kashmir state kindled so diligently by the vigilance of the Election Commission of India.

Retirement Age of Government Employees.
Government should announce the increase in retirement age if it is to be done. New year is the right opportunity to do it otherwise people will link it to Election gimmick. Government should seize the opportunity to do it at the right time. People will remember it.
