It is encouraging to note that the really elite surfers of Whispers are agitated at the pitiable condition of administration in the country, politicians and their strange ways and the aristocrats among the bureaucrats amongst us. May I suggest that each one of us start doing our duty as per the Rules of Transaction of Business without fear or favour from today itself, book the culprits, raid & expose their ill-gotten assets without waiting for clearance from any authority. A DG rank police officer once told me during a senior level recruitment board a few years ago that every Indian citizen is empowered under the law to catch a thief and take him/her to the nearest police station. For this purpose all of us enjoy policing powers. Let us exercise our powers and stop cribbing. We should not suffer anymore in silence and continue to pray for someone to come to our rescue!

Bombay High Court on December 4,2008 ;delivered its judgement on the writ petition filed against a notice issued by the Income Tax department under section 201(1) of the Income Tax Act, 1961 to Vodafone International Holdings BV asking it to show-cause as to why it should not be treated as an assessee in default for failure to deduct tax on payment made in respect of transfer of securities relating to Vodafone Essar Ltd. In the writ petition, the validity and legality of the notice issued by the Income Tax department was challenged. The High Court has dismissed the writ petition with cost. The copy of the judgement is still to be received. The decision of the High Court has strengthened the hands of the Income Tax department in its attempt to bring to tax in India transactions involving transfer of assets situated in India between entities located outside the country.

Media with mischievous intentions
The recent acrimony in the media as well as in certain political quarters based on a remark of VS Achuthanandan, Kerala Chief Minister, is a perfect example of how a person can be victimised by a partial and distorted report of an incident by the media. A journalist enquiried : "What is your reaction on the remark of the father of Major Sandeep Unnikrishnan, (who has been killed by the terrorists in Hotel Taj Mahal) that no dog should go to his house" The reply of Achuthanandan was that no dog would have gone there had it not been the house of Major Sandeep Unnikrishnan, who sacrificed his life for the country. TV flashed the reply only, and not the question. The word 'dog' coming from the CM's mouth kept on flashing in national as well as regional TVs. The word 'dog' was first used by the father of Major Sandeep Unnikrishnan, perhaps referring to the Police Dog which was part of the CM's security entourage. The journalist who raised the question perhaps made it to sound that Major Sandeep's father was calling the Chief Minister a dog. Under the circumstances, the reply of the Chief Minister appears quite natural and no impartial and clear minded person would have been offended on such a reply. But the media and opposition parties in Kerala and misinformed people elsewhere made acrimony as if the Chief Minister has called Major Sandeep Unnikrishnan's father a dog. What a pity! It is high time that something should be done to restrain the media from the misinformation campaign to harass somebody who are not in the good book of them. In order to increase their ratings it is business for the TV channels to spread scandal. The scandal loving public may enjoy this over sensationalisation of smaller issues sometime. Come on, time has come to think logically and differently.

Human Resources should not be wasted

Human Resources are the most important asset of our country. It should not be wasted. The value of Human Resource increases with higher education and post education practical experience, particularly in senior positions. Average longevity has increased from 32 years in 1960s, to 68 years in the year 2000. This average includes all the people rich and poor, below poverty line and above poverty line. Unlike in yester years, today persons working in good positions are very healthy and capable at the age of 60. Average longevity of well off people who successfully retire at 60 is around 80 years. Vast population of retired, educated, healthy and capable people is a huge waste of Human Resource capital of our country. It is high time that we should start thinking of gainfully utilizing this prime resource for the development of the nation. In view of talented and highly educated people generally having more Human Resources value, it is suggested to have the retirement age at
62 years for Pay Band - 1 & 2
63 years for Pay Band-3
64 years for Pay Band-4
and
65 years for the still higher grades.

Stop blaming anyone

Who Deserves better and why are they silent or have they disappeared from horizon. As the article has come on who is awarded how much. This actually calls for our attention. The statements made babus and uniform people pay. This is certainly not the time to discuss all this. It is time to do introspection. It is we who have failed. We all have become self centric. We who have don't care attitude. It's neighbour suffering and not mine. System is corrupt we have to live with it. This is today the attitude of our people. Why not wake up now. Stop blaming anyone and take onus on ourselves.
Let me ask today Politicians heads are rolling, security forces being blamed. But Look our Babus community which is silent, who supposedly should be taking blame as they are actual Government. Who stops growth of security personnel? Forces put requirements. They are turned down by questioning the requirement. People who stop in the name of budget, draw best when it comes to salary. Where is the budget gone now? Babus have no accountability nor does our finance regulators so called controller. It has come out loud and clear the uniform forces have repeatedly drawn attention towards their modernisation but have not been heeded to till date. I too advocate personnel in uniform should be paid best and no parity with Babus. This uniform force should be placed higher than Babus. They enjoy maximum with no accountability. Finance should allocate money to strengthen our forces, intelligence gadgets and arm our uniform people with best of technology.

I am a typical mouse from Mumbai. In the local train compartment which has capacity of 100 persons, I travel with 500 more mouse. Mouse at least squeak but we don't even do that. Today I heard your speech in which you said 'no body would be spared '. I would like to remind you that fourteen years has passed since serial bomb blast in Mumbai took place. Dawood was the main conspirator. Till today he is not caught. All our bollywood actors, our builders, our Gutka king meets him but your Government can not catch him. Reason is simple; all your ministers are hand in glove with him. If any attempt is made to catch him everybody will be exposed. Your statement 'nobody would be spared' is nothing but a cruel joke on this unfortunate people of India . Enough is enough. As such after seeing terrorist attack carried out by about a dozen young boys I realize that if same thing continues days are not away when terrorist will attack by air, destroy our nuclear reactor and there will be one more Hiroshima . We the people are left with only one mantra. Womb to Bomb to Tomb. You promised Mumbaikar Shanghai what you have given us is Jalianwala Baug. Dear Prime Minister you are one of the most intelligent person, most learned person. Just wake up, be a real SARDAR. First and foremost expose all selfish politician. Ask Swiss bank to give name of all Indian account holder. Give reins of CBI to independent agency. Let them find wolf among us. There will be political upheaval but that will better than dance of death which we are witnessing every day. Just give us ambient where we can work honestly and without fear. Let there be rule of law. Everything else will be taken care of. Choice is yours. Do you want to be lead by one person or you want to lead the nation of 100 Crore people?

Child Care Leave

Yes it is true. The Government has been very harsh in implementing the Earned Leave clause with the CCl. Certainly, a middle way out should have been found as the very purpose of Child Care is being defeated. The latest clarification in the CCL might lead to increased absenteesm in offices because women would now want to finish off their EL in order to avail the benefit of CCL which might affect the working of the office. Some other way out should be found so that one could derive the benefit of CCL without official work being hampered. Where both husband and wife are working, CCL should be allowed to either one of the spouse as in the case of LTC facility. Government should have formulated a panel which could have studied the pros and cons of the situation and then gave a detailed report. Then on the basis of that report, some decision could have been finalized. I think DOPT should also look at the other side of the coin and not just one side. The latest clarification rather proves that those who had already availed the facility, were the maximum beneficiaries. And those who were waiting for the opportune moment, or were waiting for their children's exams, are the worst sufferrers. Instead of being harsh on any benefit being given, DOPT should find a middle way out so that the very purpose of CCL is not defeated.

Child Care leave is no favour

First and foremost, child care leave should not be seen as a favour or privilege provided to young mothers! The Women and Child Development ministry is sensitising those within the Government to formulate policies and spend on Gender Budgeting. They must do something to sensitise themselves and others on the role of parents towards child care.
Is child rearing solely a woman's/mother's responsibility?
We as a nation must realise that child rearing is NOT an individual's responsibility-it is a social responsibility. Children are the future citizens, if we cannot invest time and resources, we cannot hope for a better Bharat.
Child care is as important a work as any other work in the office. And please do not deprive men from performing their role towards this important task.

It is gross injustice

I will add that, working women is also having the responsibility of taking care of her husband, in-laws and her own parents in some cases. So if the earned leave is exhausted , and her beloved ones fall sick and need her help, what she has to do ? Give the false documents for child care leave or go on leave without pay? It is gross injustice and improper and un called action from DOPT. I think all concerned women employees get together and brought this issue to the notice of Women commission, women MPs and finally Ms Sonia Gandhi if required to restore the sprit of SPC regarding child Care Leave. All the best. By the way I am not a women employee nor my wife is in Government. But I saw struggle of women in service. All the best.

This is regarding men in uniform reference to 6 CPC demanding more pay and perks than babus. They should atleast realise now that the country is embroiled in a piquant internal security threat because of total intelligence failure and lack of preventive measures on the part of security agencies. One should not forget those brave soldiers who laid their lives in combatting terrorism. But this is again because of lack of sophisticated equipments and capabilities to fight out intense terrorism activity. This is a peculiar case of systemic failure in managing country's internal security affairs. For the present horrendous situation those responsible in the bureaucracy including police should be answerable to the Nation. Those responsible should be heavily punished for causing loss of precious lives of countrymen and our guests. The intention is not to play a blame game but to make the responsible agencies realize that they cannot take shelter under few valiant policemen who laid their lives for the cause of Nation.

Where is accountability factor?

We must have heard the news of jail term to the ex-Delhi jal Board chief recently for laxity in services. There is always so much media hype for punishing engineers municipal officers for quality of service in cities. In Uphaar fire tragedy, Ansal brothers are still paying for no fault of them. Why not apply same principle to navy, coastguard police and intelligence officers. Navy Chief Suresh Mehta was busy inargument for pay enhancement whereas terrorists were brnging ammunitions from teh sea route. I think this anger for teh politicians have been cleverly sponsored by there defence officers so that they are not held accountable. Has any politician or IAS officer issued directions not to patrol the sea or catch the terrorists. When teh lead is available since last two years that next attack will be through sea route, what was done to prevent this? Why always blame politicians? They only provide policy support. Do we expect that they will go and fight with the terrorists. This whole hullabulu has been sponsored by army/police/coastguard officers so that no one may point finger towards them. Why not Navy Chief be punished for jail term (like Chief Secretaries and senior bureaucrats are called in Courts and sentenced). We spend a lot of funds on these defence officers and commando only for these days (otherwise can anybody tell what work these Commando do for whole month before getting their monthly salary, if there is no such incident). Then where is this sacrifice tag attached with them? If they have not to fight then what for they are paid for whole year. Terrorist attacks happen once or twice but they get fat salaries and perks for the whole year. I am not demeaning their sacrifice but only saying that they are doing their duties for which they are appointed. Everybody is paid for whatever job he is appointed. (Interestingly I would share the feelings of a small kid on the Taj seizure, who asked how many commandos are there and how many terrorists. When told that there are only 1-2 terrorists and 200 commandos he was appalled that they have taken 3 days to cpature the terrorist. He told why not these commandos attack all together suddenly. Maybe the first 2-3 may die but then they will stop the terrorists immediately. If they are fearing for their lives what for they are paid. I was surprised at his comments but in this way a major chunk of population thinks unless you brainwash them through the elite media by eulogising the defence persons and demonising politicians).. Think again for fixing the responsibility on navy chief (May be he is given an advisory post to fight for pay commission recommendations for defence persons, in which he is expert).

OM dt 2.12.08 of DOPT on CCL is discriminating to lady officers who were working and did not proceed on CCL. It favours those who were relaxing and not working. Kudos to DOPT babus for applying their brains so intelligently.

Nowadays if it is scrutinised closely, one can understand that whatever the computer is showing is something nonsense and irrelevant which is only to fool us. But actually out of records these quarter are being allotted. The main culprits are CPWD JEs and the estate office officials. Surprisingly, the concerned senior officials are remaining silent on this though they are aware of this. If the above is not the case, why should not the Estate Office display the full details of quarters given for repair, vacancy of the quarter on a day-to-day basis and how much time these indisciplined JEs of CPWD take for repairing these quarters. The contact address of concerned JE should also be displayed for information of persons witlisted. But will these happen. Any how, since these officials are having the blessings of officials of estate officials, the poor government employee is the sufferer. May nature take care of these fellows.

India will not get a better opportunity than the one now to strike Pakistan. It is the most condusive time. Do it now or you will never be able to do it.

Enough is enough. hot pursuit is the only option now!
Destroying terrorist camps inside Pakistan by the Indian Armed Forces is the only option available now to put an end to this ongoing proxy war. India is, admittedly, ill-equipped for a guerilla warfare being waged for decades by the Pak army and the ISI. Pak army, on the other hand, has been beaten thrice by India in regular warfare! However, there is a need to exercise extreme caution by India, particularly as the present government in Pakistan is a weakling and is hopelessly helpless. It is speaking what it is ordained to, by the Big Boss (Read ISI). The Pak army is still calling the shots, in this so called fledgling elected democracy, with its hands on the nuclear button. But, at the same time ,India cannot be blackmailed into stoically bearing the brunt of proxy war. Hot pursuit of terrorists inside the Pak territory is India's sovereign right in the given situation. The USA tried ,but failed to locate Osama. They ,instead, located OBAMA! Let us not be afraid of possible backlash attacks by the terrorists. We have already had enough of it, anyway. Let the blame game be put on the back-burner. The recent Mumbai carnage left about 200 innocents dead including scores of international tourists belonging to 10 countries including USA, UK, Israel, Australia, New Zeland etc and about 300 seriously wounded. Some 40 Muslim Indians were also killed by the terrorists in the name of Jehad. It is now the turn of Indian diplomacy and its Armed Forces. Let the corrupt Indian politicians and ministers keep off. Let us give a free hand to our diplomats and the Armed Forces. In the totality of circumstances, let India mobilise support of the international community with as many Members-States of the UNO as possible and proceed to take calibrated and substantive action by destroying the terrorist camps inside the Pak territory located at Lahore, Karachi, POK and wherever by resorting to Hot Pursuit warfare and nothing short of it. It is now or never !

Don't expect any action from the UPA Govt
My advise to the people of india is that do not expect any action from the UPA Government. As long as people like Manmohan Singh rule the country, there is no hope at all. These are mere book worms which are holding key positions in the Government. Throw them out. Bring in people who have wisdom and experience. Even Laloo is a better option than Manmohan Singh. People of India do not give up until you bring the change.

No news channel or paper has published or shown the beautihul houses that are coming up in NetajiNagar ,Sector -13 RK Puram. This would be of great interest to the public as it is in a place where the transmitters are located .If one goes to ask the people over there they answer sheepishly ,probably the have been told by their bosses to keep it under cover .I would like to see the reaction of the people when they come to know of this development

Kerala CM incident
The episode where Mr. Achudanandan the Chief Minister of Kerala has said that if it was not for Maj Sandeep, no dog would have gone there to meet them has been made a big issue by many electronic media and especially Headlines Today. The context underwhich the CM has made such a remark is fully justifiable. The Government of Kerala came to pay its respects to the departed soul at the highest level of Chief Minister and Home Minister. Disgracing them by Mr. Unnikrishnan is higly condemnable and is an inslut to the entire Keralities since both the CM and HM of the state represented the people of Kerala and that they had not gone in their personal capacity. Moreover,the sense of the statement does not show any disrespect to any indivual locally. Different states and languges have its own dialects which are not printable and more worse than what the CM had said but is being used while speaking.
