As the grapevine has it, C Rangarajan former Governor of Reserve Bank
of India (RBI), is going to be the new Finance Minister next week. At
present he is an MP in the Rajya Sabha.

A Gopinathan currently Ambassador of India in Egypt, has
been appointed as the next Permanent Representative/Ambassador of India
to the United Nations Offices in Geneva, in succession to Swashpawan
Singh.He is 1977 batch IFS officer.
Pravin Shrivastava is RC,Tripura in Delhi
Pravin Shrivastava who so far was Secretary to Tripura Chief

Outstanding performance by ESIC
The Number of Insured People covered under the ESI Scheme
has gone up from 1.01 crores in 2006-07 to nearly 1.21 crores in 2007-08.
This is an increase of nearly 20% and is the largest increase in coverage
in one year in the history of the Corporation. The 145th Meeting of
E.S.I. Corporation of which DG is Prabhat Chandra Chaturvedi (IAS-1975
batch,UP cadre)held on December 5, 2008 approved the Annual Report and
Annual Accounts for the year 2007-08 of the Corporation. Indian Minister
of State for Labour and Employment, Oscar Fernandes chaired the meeting
of the Corporation. This has been an outstanding year of achievements
for the Corporation, when assessed in terms of performance parameters
like coverage of record no. of I.Ps, extension of ESI Scheme, disbursal
of benefits to the Insured people, collection of contribution from employers;
and new initiatives. While addressing the meeting of Corporation, Fernandes
has informed that a lot of new initiatives were taken by the Corporation
in the year under report. To name a few, amendments in the Rajiv Gandhi
Shramik Kalyan Yojana (Unemployment Allowance), New Amnesty Scheme for
the Employee's and Employer's, a aggressive and sustained Mass Media
Campaign throughout India, increase in compensation amount for Permanent
Disablement Amount & Disablement Amount have been made. In order
to minimize the grievances of stakeholders, a mechanism for client satisfaction
survey through independent agencies is being done. Facilitation Centres
have also been opened in all the ESI Institutions. On Dember 5,2008,
the Standing Committee of ESI Corporation has approved the setting up
of the Sub-Regional Office of ESI Corporation at Visakhapatanam in A.P.
at Ernakulum in Kerala, setting up of Medical College in Mandi, H.P.
and also expansion/upgradation of ESI Hospital, Okhla Delhi and Jaipur
in Rajasthan.The Minister has stated that the ESI Corporation has also
taken a decision to set up Medical, Dental and Post Graduate Colleges
and Para-Medical Schools which will not only provide better medical
facilities to our insured people but will also cater to the requirements
of medical and para-medical personnel for ESIC Institutions as well
as for the country as whole. This is the ESIC endeavour to take ESIC
to the new heights by upgrading our Medical Infrastructure to bring
it at least at par with the private corporate hospitals and to provide
cashless comprehensive medical care to Insured People.Fernandes in his
speech further reiterated that ESIC is committed to provide quality
health services to insured people and their family members and the services
will be raised to a level when employer and employee have a sense of
feeling that their contribution to the Scheme is not "Expenditure"
but a "Good Investment" towards their welfare and security".

Amit Jain who was posted as DIT (Infrastructure) Delhi has
been relieved with immediate effect to join as CIT (OSD) Chandigarh.
He is an Indian Revenue Service (IRS) officer of the 1985 batch. It

IT Revenue goes up
Net direct tax collections during first eight months of the
present fiscal (up to November 2008) stood at Rs.177,251 crore, up from
Rs.145,053 crore, registering a growth of 22.2 percent. Growth in Corporate
Taxes was 26.82 percent (Rs.109,735 crore as against Rs.86,526 crore),
while Personal Income Tax (including FBT, STT and BCTT) grew at 15.28
percent (Rs.67,215 crore as against Rs.58,304 crore). Growth in Fringe
Benefit Tax (FBT) was 34.47 percent (Rs.4,120 crore as against Rs.3,064
crore) and in Banking Cash Transaction Tax (BCTT) was 17.33 percent
(Rs.421 crore as against Rs.359 crore). Securities Transaction Tax (STT),
however, declined by 15.42 percent (Rs.4,165 crore as against 4,924
crore) on account of reduced capitalization in the Indian securities
market.Direct tax collections appear to be on course. Growth in Corporate
TDS continues to remain robust at 45 percent (Rs.40,450 crore as against
Rs.27,892 crore). Growth in the Dividend Distribution Tax (DDT) of domestic
companies also remained robust at 41.84 percent (Rs.9,675 crore as against
Rs.6,821 crore). Advance tax collections had recorded positive growth
in mining, mineral, metal, engineering, Indian banking, telecom, IT,
pharma, and consumer goods sectors up to September 2008. The next instalment
of advance tax becomes due on December 15, 2008. Direct tax collections
have already reached 48.56 percent of the Budget Estimates of Rs.3,65,000
crore, which is pegged at 16.07 percent above the actual collection
of Rs.3,14,468 (provisional) during the last fiscal (2007-08

Child Care Leave
The grief of working women is that the Sixth Pay Commission had introduced
Child Care Leave to all women employees whose children were below 18
years of age for a period of 2 years. It was clearly mentioned that
this leave would in no way be debited from any account and that any
women employee whose 2 surviving children were below 18 years, could
avail this leave (with pay) for rearing, sickness or for examination
of the child. An order to this effect was taken out by the DOPT on 11th
September 2008. Another order came from DOPT dt 28th September 2008,
giving a clarification as to how the CCL account of the women employee
would be maintained and placed in the service book. Then all of a sudden
DOPT took out an order dated 18th November 2008 that no women employee
could take CCL if she has Earned Leave in her account, as most women
employees have gone on CCL which is hampering official work. DOPT again
issued an order that those women employees who had already gone on CCL
before 18th November 2008, would be granted CCL for that period. Very
briefly I would like to place certain facts:
1. Why in the first instance, CCL was granted for such a long period
by the higher authorities. That could have been refused due to administrative
inconvenience.
2. The last order dated 2nd December is a bonanza certificate to those
women employees who are in a habit of taking leave frequently as they'll
be the ones who would further be gifted CCL. Those who were waiting
for the opportune moment, have been severely punished.
3. Then, why such a harsh decision? There could have been other ways
out. Why not formulation of a Committee to look into the pros and cons
of the situation.
4. What if a women employee exhausts all her EL? After that, if she
needs leave for some other reasons, should she take it on the pretext
of taking CCL?
5. Why not dividing the tenure of CCL between both the parents (according
to their convenience) as both the parents share equal responsibility
and duty towards their children.
6. This might lead to increased absenteeism. Women would now take more
leave and try to exhaust their Earned Leave in order to avail the facility
of CCL.
There could have been various ways to curtail misuse of CCL. Some time
limit could have been fixed for which an employee could apply for CCL,
of course, with the approval of the competitive authority. With this
decision of the DOPT, some genuine people have been severely punished
and deprived of this facility, for no fault of theirs.

Fixing responsibility on services
I can assure no one is scared of his life when it comes to Nation
even normal citizen. I am not sure but confident that uniform people
will never let this country down. It is easier to point at some one
but remember famous saying it is four pointing at self. If a uniform
people are let down by their own country men then such people who let
uniform person down are not worthy citizens of this country as every
citizen is soldier first who is to protect mother land first. We should
be proud of personnel who put on uniform to lay their life for sovereignty
of nation.
I feel hurt if any citizen blames uniform personnel. Check the rule
maker - the Babus. Consider the news item on Times Now where Admiral
AK Singh said Coast Guard and Navy are not empowered to check/ interrogate
the fishing boats and ships entering harbour. Who is responsible for
this? You dedicate someone the duty to guard but no weapon of interrogation.
I would advice that don't be novice/ignorant and put blame. Its uniform
people because of whose devotion progeny are ours otherwise guess they
would have been. We should be indebted to uniform people rather than
blame them. Can't we give them small perks and privileged for ensuring
progeny are ours and not of ???????. They should be placed much above
any service. Let's be thankful to our uniform people and have respect
for them.

Prof. Chadha and MHRD Babus betrayed University Teachers
All categories of employees are enjoying New pay Revision except
UGC Teachers. The Teachers are disappointed & worried at the gross
injustice meted out to them as they feel that the govt. has let down
them by denying 6th pay recommendations. Teachers union like AIFUCTO,
FEDCUTA, DUTA have kept unprecedented silence over the whole issue.
It was expected that after the teachers march to the Parliament HRD
ministry will respond positively. But it has not come with single statement
to clarify the stand. On the other hand, UGC PRC Chairman Dr. Chadha
missed a golden opportunity to give a decent pay deal to the teaching
community engaged in higher education.
Reasons for present delay in UGC Report approval hanging for the last
2-month are:-
1. If UGC has to follow CPC pay bands and grade pays, then what was
the need for a separate panel.
2. Prof. Chadha and his committee members had not worked seriously over
the report and he made a very casual and half-hearted recommendation,
which did not require an expertise of his caliber. In 1998 it was Rastogi
commission' and Now Chadha PRC in 2008, both have failed to deliver.
Question in the power corridors- Why these have been created? For spending
extra fund, which is going to lapse by the year end.
3. Self interest of Committee members during PRC preparation - All members
want Secretary Grade i.e. Professor of Eminence Status for their pension
/ other benefits. No one from Lecturer / Readers grade invited and even
the proposal of AIFUCTA, FEDCUTA and DUTA sidelined.
Self interest of Babus (IAS) while finalizing the report- Babus don't
want to be hurt their status by giving more grade pay / pay band to
Teachers (PB-4 to Readers).
Self interest of Politicians (Netas) while approving the report- Private
universities / Institutions (owned by politicians -some of the Cabinet
Ministers) who happen to lobbying for not providing the readers with
PB4 at the initial stage.
4. Placing conditions for grating PB-4, that teachers should have certain
number of years of service or Ph.D. Why only for teachers /academicians?
Why not to be implemented for all in 6PC. The IAS should also attain
certain level of academic qualifications at least Doctorate or Masters
or Public assessment of their functioning and course peer review before
joining at PB-4. Most of these Joint Secretaries / Secretaries are only
graduates and that too do not want to serve in their Cadre States and

5. Creation of more and more committees (Now IIT Committee) and seek
permission from Election Commission (unnecessary permission) to further
delay the UGC report and looking at them for answers for the mess created
at and by MHRD.
6. Threat of Legal proceeding to MHRD as Readers scale is not a merger
of two scales 12000-16500 and 14300-18300, it is actually higher than
14300-400-18300 and 15100-400-18300 because the increment (Rs. 420/-)
in Reader's scale is higher right from the beginning of the scale. Court
will direct in its 1st hearing Readers to be placed higher than even
15100-400-18300, as a rule of natural justice.
7. Failure of AIFUCTA, FEDCUTA and DUTA leaders to pursue the government
with their Two day Strike and Parliament march.
Despite above, given the ministerial committee, yet to finalise its
recommendations about the core demands raised by armed forces, and Prime
Minister skipping any mention about the 6th pay commission. The issues
related with UGC pay revision are going to be tough to be resolved by
these babus due above mess.
Hope every one is satisfied with the outcome and the Cabinet Chairman,
Prime Minister being a teacher and technocrat will do Justice to all
the Teachers.
Teachers, Be prepared for a long struggle, this time it might get longer
than 1996.

Did the CM's people speak in advance?
Regarding the messages on Kerala CM's comments and the context in
which it would have been made, did the CM's people speak in advance
to Major Sandeep's family before reaching the house and found out whether
it is convenient for the grieving family to receive the CM and face
the related media coverage? Should not the channels which gave coverage
to only CM's remarks and not the question of the media correspondent
be held accountable? Is media not accountable to any one? Aren't the
news channels becoming too intrusive without caring for the private
life of hurt/grieving individuals? Is freedom of speech all encompassing
without any accompanying responsibilities?

Minister of Shipping and Transport is never comfortable
I am reader of your site and I find that Minister of Shipping and
Transport is always not comfortable with the panels sent by the DoPT
under the control of Prime Minister. He is not comfortable with various
Chairmen of NHAI. It is really shocking to read that whereas other Ministers
do not find much fault with the recommendations of DoPT. Really amazing
example in GOI where authority of GOI is under strain in one Ministry.

Was the government dangling a carrot ?
This is regarding CCL. Was the government dangling a carrot in front
of women employees n making them run like a donkey. The modification
to the circular that CCL can b used only after exhausting Earned Leave
is a damper to the spirit. It was said by certain critics that y the
circular favoured women in particular and it was argued in the parliament
that it does not merit because it distinguishes the males and female
employees. But did our politicians discuss the merits and while discussing
the merits of the bill how many female politicians were there??? It
is noteworthy to mention here that we do not have even 33 1/3 % of women
strength in the Parliament. Have the recommendations of the Social Welfare
Ministry or any study been undertaken before implementing this circular
and later modifying it. Most of the Indian women have an additional
liability of handling the home front, social responsibilities n the
office. With the present option, CCL can b best used in continuation
with maternity if one has to benefit truly. The modification of the
circular has truly made it redundant. It is also a request to d so called
policy makers that please before implementing a circular please think
d pros n cons and not to behave in a Mohammad Bin Tughlak fashion.

Many among the Government are equally frustrated with the perceived
lack of good governance in handling terror, law and order issues. This
govt must show that they are capable of taking srong and positive steps.
Some of which could be
1. Our of the 7000 odd NSG commandos more than 1700 are deployed for
VVIP security. Mind you this does not incl PM or Mrs Gandhi and her
family. If these 1700 personnel was available for securing the lives
of general public perhaps many lives would have been saved. Let Parliament
debate on this . if Politicians have to be protected they or their parties
must pay for the NSG. Many countires follow this system. Also, the first
step will be to make available atleast 1000 out of the 1700 of these
NSG commandos immediately for setting up the 4 regional stike units
2. The civil servants must also review their position and acknowledge
that there cannot be the so called supremacy of Cabinet SECY when it
comes to fixing wages and salaries. If top notch commandos , intelligence
officials or for that matter neuro surgeons/ Cardiac surgeons in AIIMS/PGIMER
and other Govt Hosp have to be paid higher compensation it must be given
3. There is a lot of talk about accountability. The Intelligence set
up must be made more accountable and those who fial to perform should
be given VRS or sent back to their parent cadres

Only way out is to rely on USA
Our policy response to the Mumbai attacks seems to be that the only
way out is to rely on the USA to put pressure on Pakistan to put an
end to terror attacks emanating from its soil. This is also because
we probably feel tht we should not annoy the US when it wants us to
show restraint. Another thing we seem to be thinking of is Pakistan's
nuclear option, so we do not want to provoke Pakistan. The Pak army
obviously is aware of this situation and so it is sabre rattling at
the border. The question is: when terrorist elements originating from
Pakistani soil (or POK) can attack our territory, what prevents us from
counter attacking these elements within Pak territory, when Pakistan
is obviously incapable and unwilling to rein in these elements and the
army and the intelligence establishment in Pakistan is obviously behind
them. The same US told Parvez Musharraf to be prepared to be bombed
back into the stone age when their interests were hit and their citizens
murdered. Why should the Indian response be different from the US response?
We must carpet bomb the terrorist camps in Pakistan/ POK and simultaneously
let Pakistan know that we are acting since they can not or will not.
If we do not act, what is the guarantee that the threat perception that
we have will be reduced and more attacks will not follow, including
a nuclear attack at worst? And if Pakistan can face US ire for what
it is up to, why should it not face India's legitimate ire? We do not
have to attack Pakistan, but we should counter attack the terror camps.
We should also consult other countries while weighing our options, including
Russia and Israel. Pakistan must be made to realise that if elements
from within their country attack Indian territory, they will be counter
attacked. Mere talk and wringing hands will not suffice. Also we must
take adequate steps to increase our preparedness for both war and future
terror attacks.

High Court verdict welcome !
The verdict of High Court is welcomed in the light of collection
of revenue. According to the official information more than 50% of Income-tax
collection is through TDS in the current year.Some Daily news medias
hired the space in the web in the foreign countries like U.S and paid
huge amount as rent. But no TDS effected. Even if any body deducted
TDS can't paid to government due to lack of PAN. In Kerala salary to
teachers working in private aided colleges and schools are given from
the government treasury. But no tax has been deducted from the monks
working in these educational institutions belong to Christian community
as they are exempted from tax on the basis of a CBDT circular issued
in 1942.C.B.D.T may please give a clarification in this matter considering
the loss of lakhs of rupees to the public exchequer.

The Accused --Cum-- Investigating Officer-A Case Study!
The most important duty assigned to the Union Cabinet Secretary
is to coordinate the security inputs provided by the multiple intelligence
agencies in the country. The present Cabinet Secretary (K M Chandrashekhar)
failed...and failed miserably in performing this duty leading to Mumbai
massacre. The foreign countries particularly Israel whose citizens have
been killed have expressed deep anguish about the role of India's intelligence
agencies resulting in avoidable embarrassment to India. The Cabinet
Secretary should have been sacked forthwith for dereliction of duties.
Ironically, he has been asked by the Government of India to "probe
and assess the role of different agencies in the entire Mumbai episode"(Ind.
Exp. Dec 4).Why was the PMO so pro-active in his case? Who is protecting
the Cab Sec.and why? The NSA (M K Narayanan) has also reportedly drawn
up a 7 points Action Plan for facilitating fixation of responsibilities
on the officers concerned, in "Future". Why was this action
not taken by him earlier? Why was he waiting for the Mumbai carnage
to happen ? There appears to be a concerted plan to bail out these top
functionaries and ,instead, make others the scapegoats like: the officers
of Coast Guard Navy, Intelligence Chiefs, Union Home Secretary and others.
The general perception currently gaining ground, is that the Cabinet
Secretary chose to completely ignore the security assignments entrusted
to him so that he could focus his full attention to the Placement Agency
headed by him in the cabinet secretariat for posting his favourites
to key positions in the GOI.
Incidentally, this blog is also an opinion maker. I had suggested on
this website about the need for creating an independent ministry of
Internal Security in the GOI and reduction in the existing multiplicity
of intelligence agencies in the country. The popularity of this website
can be gauged from the fact that Dr K Subramanyam, the Strategic Analyst
has supported both these suggestions( HT Dec.4). The USA had created
a new ministry of Homeland Security immediately after 9/11. Let the
highest Authority in the GOI now take a view in the matter in the best
national interest!

Is there more than what meets the eye?
In the uproar over the Mumbai carnage, we blame a neighbouring country
for it. Yet our agencies make little effort to find out who is bankrolling
such huge multi-million dollar training and adventures. Is it the Mumbai
mafia and its offshore branches alone or is there more than meets the
eye? Or is that all our security agencies and the media have not explored
the possibility of a third or more parties?
