S.N.Singh is MD,SAIL's Rourkela plant
Shesh Narayna Singh has assumed charge as the Managing Director of Rourkela Steel Plant (RSP) of Steel Authority of India Limited (SAIL). Prior to this he was Executive Director (Works) at Durgapur Steel Plant, SAIL.Singh completed his B.Sc (Engg.) in Mechanical from Kanpur University and joined RSP in 1972 as a Junior Engineer. Over the next 30 years, he had a successful stint in various areas of operation like Heavy Maintenance and Capital Repairs at Bokaro Steel Plant, before being transferred to Corporate Office as Additional Director in IISCO cell in the year 2002. In July 2004 he was posted as General Manager (Mechanical) at Bokaro Steel Plant, where he later headed the Mechanical zone. Soon after, Singh was made GM Incharge of Iron and Steel zone. In October 2006 he was promoted and posted as ED (MM), Bhilai Steel Plant. In November 2007 he was posted as ED (Works) in DSP.Singh has an IIIE degree from Indian Institute of Industrial Engineering and is also a Fellow of the Institute of Engineers. He has undergone extensive training in USSR and Australia on various aspects of Blast Furnace Capital Repairs and installation of Bell-less top. He has visited Italy, France and Switzerland as part of the Advance Management Program, arranged by Administrative Staff College of India (ASCI). A brilliant technocrat, Singh was instrumental in the installation of 24 tuyeres in place of 20 tuyeres in Blast Furnace 5 of Bokaro Steel Plant, for the first time in the country. He planned and executed over 20 capital repairs, relining of Blast Furnaces and also provided help during BF Repairs of Durgapur, Bhilai and Rourkela Steel Plants.Singh contributed significantly in implementation of revival package of IISCO. The strategies adopted by him had contributed significantly in the turnaround of IISCO.
Interviews in SBI delayed
As the grapevine has it, interviews in State Bank of India(SBI) for promotion from Chief General Manager (CGM) to Deputy Managing Director (DMD) have been delayed. The delay is being attributed to non availability of a representative from the Government of India (GOI).

LIC has always kept the needs of its customers in prime focus and brought out innovative products from time to time. Our latest offering in the turbulent times is "Jeevan Aastha" which is a single premium product with guaranteed benefits on Maturity & Death.
The plan is close-ended with maximum shelf life of 45 days from the date of its launch, viz., 08.12.2008. Keeping the people's preference for short term investment options in view, plan offers a choice of two terms i.e., 5 years and 10 years only.
Minimum age at entry has been kept as low as 13 years to enable parents to make provision for higher education of their children. Similarly, the maximum age at entry has been pegged at 60 years to enable those who wish to protect their hand-earned savings from the vagaries of an unstable market and also to ensure guaranteed returns for their twilight years.
The plan offers guaranteed addition of Rs. 100/- p.a. for every thousand of Maturity Sum Assured for 10 years term and similarly Rs. 90/- p.a. for policies with 5 years term.
The policy-holder can enjoy risk coverage equal to Basic Sum Assured which would be the 6 times of the Maturity Sum Assured plus Guaranteed Additions in the first policy year. In case of death after the first policy year, double the Maturity Sum Assured along with Guaranteed Addition would be payable. However, for death during the last policy year, twice the Maturity Sum Assured along with Guaranteed Additions and Loyalty Addition, if any, would be paid to the nominees. The Minimum risk coverage for the 1st year i.e., the Basic Sum Assured that can be availed of is Rs. 1.50 lacs. However, there is no upper limit to it.
On completion of the Policy Term, the Maturity Sum Assured along with the Guaranteed Addition and Loyalty Additions, if any, will be payable. Loyalty additions will depend on the Corporation's experience and is not guaranteed.
The premium paid under the policy and the Maturity proceeds enjoy tax exemptions as per the applicable provisions of the Income Tax laws. After completion of one policy year, the policyholder has the option of raising loan under the policy. The policy can be assigned, too.
All these features, make 'Jeevan Aastha' an ideal plan for the investors of all hues in the current environment. The Plan No. is 195 and its Unique Identification Number is 512N252V01.
Bonus : The results of valuation as at 31.03.2008 have been announced. The result show that the Corporation has 23.39 crore for in force policies in its books. The Reversionary Bonus level has been maintained at the last year's level. However, the Final Additional Bonus has been increased ranging from 11% to 40% for terms spanning between 20 years and 40 years.
The amount distributed to the Policyholders by way of bonuses is Rs. 18,885.40 crores as against Rs. 17,231.30 crores of last year showing an increase of 9.6%.
The dividend paid to the Government this year is Rs. 827.93 crores as against Rs. 756.36 in the previous year.
The Corporation has provided for 152% of the prescribed Solvency margin as against the stipulated 150%.

Retirement Age

Instead of different retirement age suggested on the basis of pay bands, the country should also consider the youth waiting in line for jobs particularly after the slump in private sector. The retirement age should be reduced to 58 so that the youth of India gets a chance and young talent is attracted to Government sector jobs.

I would like to mention that GOI, Ministry of Finanace, should supersede the circular dated 10.11.2008 regarding LTC as circular dated 4.12.2008 should take care of all perspective cases.

Child Care Leave
The grief of working women is that the Sixth Pay Commission had introduced Child Care Leave to all women employees whose children were below 18 years of age for a period of 2 years. It was clearly mentioned that this leave would in no way be debited from any account and that any women employee whose 2 surviving children were below 18 years, could avail this leave (with pay) for rearing, sickness or for examination of the child. An order to this effect was taken out by the DOPT on 11th September 2008. Another order came from DOPT dt 28th September 2008, giving a clarification as to how the CCL account of the women employee would be maintained and placed in the service book. Then all of a sudden DOPT took out an order dated 18th November 2008 that no women employee could take CCL if she has Earned Leave in her account, as most women employees have gone on CCL which is hampering official work. DOPT again issued an order that those women employees who had already gone on CCL before 18th November 2008, would be granted CCL for that period. Very briefly I would like to place certain facts:
1. Why in the first instance, CCL was granted for such a long period by the higher authorities. That could have been refused due to administrative inconvenience.
2. The last order dated 2nd December is a bonanza certificate to those women employees who are in a habit of taking leave frequently as they'll be the ones who would further be gifted CCL. Those who were waiting for the opportune moment, have been severely punished.
3. Then, why such a harsh decision? There could have been other ways out. Why not formulation of a Committee to look into the pros and cons of the situation.
4. What if a women employee exhausts all her EL? After that, if she needs leave for some other reasons, should she take it on the pretext of taking CCL?
5. Why not dividing the tenure of CCL between both the parents (according to their convenience) as both the parents share equal responsibility and duty towards their children.
6. This might lead to increased absenteeism. Women would now take more leave and try to exhaust their Earned Leave in order to avail the facility of CCL.
There could have been various ways to curtail misuse of CCL. Some time limit could have been fixed for which an employee could apply for CCL, of course, with the approval of the competitive authority. With this decision of the DOPT, some genuine people have been severely punished and deprived of this facility, for no fault of theirs.

Crying hoarse for protection
The industrialists who till the other day were reaping the benefits of boom and asking the government not to interfere in business matters are now crying hoarse for protection! They want everything for their benefit. Never mind that common man is suffering erosion of his income from savings, and lower interest rates will affect him more now. They issued IPOs at exorbitant prices, and now probably want loans at zero interest and waiver from capital repayment, should their indiscriminate capital expenses not give returns! They have no hesitation in demanding transfer of land at less than market price from farmers to them through Land Acquision Act, which was framed in 1896 for public purposes like roads, irrigation etc. Well how about a Company Acquisition Act to enable govt to take over promoter shares at a predetermined price for distribution to aam aadmi, to enable ordinary citizens to increase their income! Will it be acceptable!
The need now is to increase income of ordinary people by public spending on infrastructure, which is sought to be done now . The CRR,REPO ,SLR and reverse repo rate reduction cannot in itself create demand just by lowering interest rates, as it will reduce the ordinary people's interest income from savings, which will further reduce demand. The fiscal measures of reducing indirect taxes will ofcourse be of help. The need is also to reintroduce standard deduction and 80L benefits to enable all employees specially mid income ones to have increased income. Our economic pundits had ensured that while HNIs and speculators did not pay taxes on dividend and capital gains, the ordinary employees were squeezed to the maximum by withdrawing all earlier benefits. A reversal of these anti employee policies will go a long way in creating additional demands, which will ultimately benefit the manufacturing and all other sectors! a win-win situation for all!
