Dr S K Raju is being relieved today to join as PS to Minister for Tribal Affairs Paty Ripple Kyndiah in GoI. Dr.Raju is an IAS officer of the 1998 batch & belongs to the Chhattisgarh cadre.At present Dr.Raju who is a gold medallist from Andhra Pradesh Agriculture University ,is Joint Secretary Health & Mission Director of the National Rural Health Miission (NRHM). Dr Raju has been deployed on deputation for a period of five years. Dr Raju has had the rare distinction of having served in three tribal districts of Chhattisgarh, namely:Surguja, Kanker & Raigarh. He is also a member in the national committee on the "Panchayat Expansion in Scheduled(Tribal)Areas" (PESA). Dr S K Raju will be joining this week. He has succeeded Samir Sinha,an IAS of Assam -Meghalaya cadre.

As the grapevine has it ,all is not well at INX Media of which head is Ms.Indrani Mukherjea.She & INX News CEO Vir Sanghvi have reportedly had differences over the delay in launch of the news channel.However,Sanghvi is learnt to have denied such reports.It may be stated here that the INX Media promoted by Ms.Indrani Mukherjea wife of Peter Mukherjea had launched two channels viz. 9XM & 9X on November 12,2007.On the other hand the news channel's launch is yet to happen.In October 2007 it was reported that Vir Sanghvi led news channel is still awaiting his(Sanghvi's)Editorial companion(Ms.Barkha Dutt) to decide on a launch schedule.

Retirement age and burden on economy

As per your website, Pay Commission will not recommend enhancement in retirement age. We annually pay Rs 250 billion on pension, gratuity, leave encashment and commutation of pension every year which is paid out of Consolidated Fund of India. We have restriction that Fiscal Deficit shall not exceed 4.5% of GDP.The increase in paystructure shall result in an outgo of Rs 200-250 billion per annum.The fifth Pay Commission recommendation resulted in increase of Rs 170 billion per annum.No increase in age implies that the recommendations regarding pay increase would be implemented from this year which our economy can certainly bear.However ,in case arrears are to be paid for previous years,then our economy can not sustain the same.

Merger need of the hour
We should be logical and rational to see the writing on wall. The politicians are already facing the influx of professionals like our PM, FM and others. The civil servants are already in trap of professional consultants. This is an era of mergers and acquisitions Civil services should unite and amalgamate into following main services
1.Indian Administrative service
2.Indian Police service--(merger with RPF,CISF,CBI group a and other policing services)
3.Indian Finance service-as an All India service (IA&AS, IDAS, IRS, Icustoms, IRAS, IP&TAFS, ICAS and other group "a" accounts and finance services deemed fit)
4.Indian foreign service
5.Indian forest service
6.Indian management service--(Ipostal service, IRTS, IOFS, IIS)
Can we discuss this in detail in this forum?

Policing the police !

The shameful incidents like the IPS officers indulging in construction of more than 200 unauthorized structures in Mumbai necessitating Bombay High Court order to demolish some of them in a week, the involvement of DGP level IPS in implicating innocent builders IN Mumbai, surrender of Orissa DGP rank officer for illegal activities, arrest of DGP level cop in Telgi scam...who will police the police ? where should an ordinary Indian go? certainly not to a police station if he or she wants to return safe.
What a shame !!!

Stop Double Standards !!

I am keenly following the write-ups on behalf of the Group A services. Arguments are conjured up to present a case as if one or two posts of Secretary or JS in a given dept make a difference to promotions of hundreds of officers in that department. This is in deed not the case. The reality is totally different. It concerns the plight of hundreds of officials in the Group B services. we are equally qualified but have much longer experience and yet are working under the superiors who have little knowledge of things. Go to any income tax office for instance. The main work is done by CAs and ITO's. The latter category belonging to the Gr B have zero representation in top positions such as CBDT, CBEC, Railway board etc monopolized by the Group A. this is crucial because here the numbers deprived are in thousands and this, despite the availability of posts. this must improve and can take place if only fifty percent top posts such as the ones mentioned above are reserved for Group B services who infact are the building blocks of all central departments.
