Promotions in GOI to be a tough affair very soon

Promotion of officers in the Government of India(GOI) are going to be very tough if one goes by latest grapevine regarding promotion rules that are on the anvil for officers to the Senior Administrative grade(SAG)i.e.Joint Secretary level & above.Hitherto the Union Public Service Commission (UPSC)used to rely on internally decided bench mark of considering those officers fit for promotion who had at least four out of five annual confidential reports(ACRs) as "Very Good"(VG) & above.However,the GOI is shortly expected to have the bench mark of considering only those GOI officers for promotions to the SAG level & above whose all five ACRs of last five years were "VG".This will put all officers in the Indian Government at the mercy of their seniors.

Releasing the book in New Delhi the Finance Minister said that this was the best book he had ever read on disinvestment from an unabashed protagonist of disinvestment. Arun Shourie also made very laudatory references to the book. Baijal is retired 1966 batch IAS officer of Madhya Pradesh cadre. The book is Published by PEARSON EDUCATION, 482 FIE, PATPARGANJ, DELHI 11OO92, INDIA under the imprint of PEARSON LONGMAN.

Anand Kedia has joined Ministry of Finance as Director Tax Policy and Legislation. Kedia is a 1992 batch IRS. He is also an All India Rank Holder Chartered Accountant from 1989.

S K Sinha, an HAG Officer of ISS, who took over as DG&CEO of NSSO only in August 2007 is superannuating on 31st January, 2008 after having a tenure of just six months. Grapevine has it that his farewell is being organized around Kamakshya Temple at Guwahati during this month end. It is also an irony that his predecessor Vishnu Kumar served as DG&CEO only for 4 months and successor P K Ray, currently ADG, Coordination will take over as DG&CEO on 1st February to serve only for eight months before he superannuates on 30th September, 2008 .

Rohit Bansal appointed COO

Rohit Bansal has been appointed as Chief Operating Officer of Independent News Service, the holding company of India TV. The announcement was made a few minutes back by India TV Founders Rajat Sharma and Ritu Dhawan. Rohit Bansal, 40, has been with India TV since September 2004. Prior to being made COO, he was Managing Editor handling integrated marketing. When contacted, India TV Managing Director Ritu Dhawan said, "as part of our core team, Rohit has contributed to the India TV growth story in a significant way. He gets into detail and has a rapport and trust with the team. I'm sure his formalization as COO, Independent News Service, will challenge Rohit to do even better." On his part, Rohit Bansal placed a premium on execution. "I am delighted and overwhelmed," he said, adding, "today, we have top quality leadership in INS as well as the strategic blueprint to match up to the best media companies in India . Therefore this year our focus would be on executing, and executing better than every one else."
In his 16.5 years as a professional, Rohit has held a mix of corporate, branding, and editorial positions (both in TV and print) including Resident Editor of The Financial Express (Delhi), Head of Delhi operations of Burson-Marsteller Roger Pereira, General Manager (Marketing & Business Development) Suncity Projects and Essel Housing, and Channel Brand Manager Zee News. Rohit started with the Times of India as a Trainee in 1992 and quickly reached the position of Senior Business Correspondent. Officers should be judged on the basis of deliverance

This debate on IAS versus the rest is one of the most foolish debates ever. While passing or failing in an exam should not be the rationale for superiority throughout the life, it is also relevant to note that all of us from different services (including IAS and Railways) are responsible for the state of the nation. Superiority, in this age comes not by birth or service, but by service achievements. Let all of us start judging officers of different streams on the basis of "deliverance" alone and not only on the basis of the service. Unfortunately all services have more than their share of non-performers and the sooner we change the scenario, the better it would be for the nation.

Why DD and AIR have gone down gutters ?

This is due to the fact that no induction of Programme professionals in the IBPS has been made since 1990 ! Shocking it is since there has been massive expansion in transmission hours, opening of more than 15 channels but the deputationists wanted to have their control by not letting professionals work.
Government is sleeping over the fact that this is why DD and AIR have gone down gutters !!
Infact, UPA Government should have raised their retirement age to 65 as done for all Engineering, Science, Medicine and Academic institutions under it. They are suffering due to lack of experienced professionals. But the IAS is not letting them perform !!

Would anyone raise the issue ?

IPS has no reason to complain

The proposal to promote I.A.S officers to super time scale in 14 years is in sequel to the promotion of I.P.S officers to the grade of D.I.G in 14 years. An IAS officer was in lower scale of pay in comparison to his counter part in IPS after 14 year of service. Hence IPS has no reason to complain for such a Government decision. However, only outstanding officers should be given the super-time scale both in IAS and in IPS cadre. While doing so, they should not also lose their sight in induction process to IAS/IPS. The tendency to induct PCS/PPS officers to IAS/IPS merely by seniority (by lowering the grades in ACRs) should be shunned and resisted at all costs. DPCs should see that only outstanding officers are inducted to IAS/IPS because they will also get super time-scale grade in 3-4 years of induction to IAS/IPS.

Decks cleared for a Greenfield Airport at Kannur

The Government of India(GOI)has given 'in principle' approval to the Government of Kerala (GoK) for setting up of a Greenfield International Airport through the PPP route at Kannur in relaxation of the Policy on Airport Infrastructure relating to Greenfield Airports.The proposed Kannur airport is located in Kannur district and falls outside the municipal limits of Kannur. The site is at about 80 km aerial distance from Calicut airport, about 229 km from Cochin airport and 125 km from the Mangalore airport. The airport costing Rs.929.50 crore,will be built over 2000 acres of land and will have a single runway, sanction has been accorded for acquisition of the land. A Joint venture Company (JVC) between KINFRA, a GOK entity with 26% equity participation and a private strategic partner with 74% equity participation would be set up to implement the project.Airport Operator would invest 30% of the total required capital investment and the balance would be through debt financing. There is no equity participation sought from AAI. GOI/GOK would not be signing any concession agreement with JVC. However, since the underlying assets belong to the State Government, GOK could give concession to the JVC in respect of land indicating its terms and conditions as well as such other conditions which the State Government would wish to impose on the JVC. GoK may also consider grant of any other concessions to the JVC.
