UT cadre is going to split. Arunachal Pradesh and Mizoram will no longer be in the UT cadre. There is a serious move to create a new Arunachal Pradesh- Mizoram cadre.

Verman to be JS Labour !
Siddharth Kishore Dev Verman is being tipped to be Joint Secretary Labour in the Government of India. He is 1988 batch IAS officer of Manipur-Tripura cadre.

Rita Sinha to move from Rural Development !
With Rita Sharma, of 1974 batch, coming to Rural Development as Secretary, 1973 batch UP cadre IAS officer Rita Sinha is all set to go as Secretary to some other ministry.

Number of IAS officers to be increased
In view of the growing demand, the Government of India has decided to increase the number of IAS. This year the number will be increased to 130.During 2005 only 55 IAS officers were recruited.

V.S.Sampath assumes charge

V.S.Sampath has taken over as the Secretary Department of Chemicals and Petrochemicals.Sampath is a 1973 batch IAS officer of the the Andhra Pradesh Cadre. He was the Director General National Institute of Rural Development, Hyderabad, before taking up the new assignment.

Merger of Civil Services

The merger of various Civil services is the need of hour. By this act, we shall be able to maintain the dignity of various Services and also will be able to bring professional approach in the character of Services, which shall be in overall interest of the country. The civil servants are already in trap of professional consultants. Today is an era of mergers and acquisitions so the various Civil services should also be united and amalgamated into three All India Services:-

1. Indian Administrative Service.
2. Indian Police Service. (This may also include- RPF,CISF,CBI Group-'A' and other Police Services).
3. Indian Finance Service.(This may include- Indian P&TAFS, IA&AS, IRS, Customs, IRAS, IDAS, ICAS and other Group-'A' accounts and finance services).

In addition to above All India Services, we may also have following Services-
1. Indian Foreign Service.
2. Indian Forest Service.
3. Indian Management Service. (This may include- Indian Postal Service, IRTS, IOFS, IIS).

We may hope that this nomenclature shall write new history of bureaucracy in the country.

About Group B Services

The basic question raised regarding the Group B services needs to be urgently addressed as these (Group B)are the real service providers and the Group A are totally dependent on them for work.
It is only right to consider the department as unit for all central services promotions. I totally agree with the view that Group B need to be given due representation in all the Boards like CBDT, Railways, CBEC etc. After all they have the competence and expertise which need not be subordinate to Group A just by virtue of a single exam ! Since it will do justice to thousands of officials and positively impact the service delivery, the Government should urgently take action on this.

Justice demands equality

The debate over preferential treatment to IAS and superiority claim by IAS is not going to help the Nation. The IAS lobby is talking about some parity of the Government Servants with the corporate sector. The Sixth Pay Commission has already been asked to examine this issue. As a natural corollary, there has to be some parity within the government first. Let us moot the idea of rationalization in this respect. If IAS are getting Rs. 18400 - 22400 in 14th year, what should be the case for other services. In ISS the average service length for the scale is 28 years. Even IPS and other services are badly placed. The big brother will agree that the difference, if any, should not be this much. Justice demands equality. Whether the Pay Commission can summon courage to accept this rationalization which will ensure some resemblance of equality is a matter to be seen. The ISSA (EC) has already given a proposal detailing the mechanism for the rationalization. Unfortunately, the Commission has not put up the same on its web-site. The other services (Group - A) getting equality with IAS is not possible by very nature of the jobs involved. But, insulting discrimination can be removed by rationalization of Pay Scales, Perks, etc. If the honorable PM with his professional background can not ensure even this, then there can not be any hope in near future for other services. Whether the Pay Commission which is exploring the ways to ensure that the Government delivers will deliver itself in this respect is a moot question.
