The vacancy that will occur will be of Joint Secretary (Per) in the Department of Expenditure. According to grapevine, the post of Ms Meena Agrawal may go to some insider in the Ministry. No movement will take place before the budget presentation though.

Feedback on Dharamvir Jha's "ISS needs comprehensive cadre review" loaded on 21st January,2008

What is needed at this hour is the comprehensive cadre management of ISS and not the comprehensive review which had recently been done resulting in unprecedented creation of as many as 81 SAG and 12 HAG level posts in several ministries and departments. But the flip side of such massive exercise is that it did not adequately address the professional requirements. The short tenure of senior level officers at apex level together with uninterrupted musical chair syndrome in changing of officers from one office to another due to personal comforts had already caused sufficient erosion in the vision expected from the service fraternity. It needs better handling which the present management reportedly failed to make any dent especially since MOSPI is perhaps the only ministry not headed by any IAS level Secretary who could have taken a balanced approach by virtue of their wide administrative exposure. Though 40 long years had elapsed since the service was formed in 1967, no significant professional motivation was visible despite having an army of very competent officers. Ill conceived ideas, zamindari system, typical regional mindset and lack of ownership have made the existing management framework so bad that it is rather difficult for anyone to make it worse. That is the reason perhaps why the IAS lobby ensured that this Ministry should not be headed by any IAS officer wasting their time and getting branded as a non-performer.

The Engineering Services Examination is conducted to recruit talent to Govt. Service. In the CES, Central PWD officers who have obtained ranks within the first 30 on all India basis are promoted to the scale of Joint Secretary after 30 years of service. Incredible India!! This is surely a way of discouraging engineers with any ambition to join organised technical services of the GOI. SB

A way to make them pay back a fraction of the profits PC needs to moot!!!

Why not make them plough back some profits into Social Projects???

Make it mandatory that each FII should have a certain quantum of Social Credits!!!
Local Bodies and a ratifying Agency okays work done thus giving the FII its credits!!!

For the Corporate Sector too Social Credits should be made mandatory!!!
To do Social Work it should be made obligatory!!!!

This type of Social conscription will also ensure that funds are properly used!!!
And in every Rupee spent on such work 92 paisa is not abused!!!

Rather than mulling a fuel hike Congress Ministers need to make PC agree!!!
From the high taxation on fuel karre Indians ko free!!!

Compare fuel prices in the region and look at the cause of Indian prices being so high!!
Government gets 47 paisa of every Rupee for the fuel we buy!!!!

And when a decision is being made please keep Manmohan and Montek at bay!!!!
