IPS is sulking

Central government order making Indian Administrative Service officers (IAS) eligible for super-time scale in 14 years has left their uniformed colleagues in the Indian Police Service sulking. The latest order from the Department of Personnel and Training has caused fresh acrimony between the two All-India Service wings. It is being argued that the new order gives undue advantage to IAS officers who are already 'privileged' when it comes to super-time scale. As of now, IAS officers get elevated to the super-time scale after 16 years of service while IPS officers get it only after 18 years. For example, IAS officers of the 1989 batch were promoted to the super-time scale on January 15, 2005, but IPS men of the same batch are still waiting for their promotion. This three-year gap in seniority has widened further with the time scale for IAS officers being reduced to 14 years. "The latest DoPT order makes our IAS batch mates four years senior to us in one stroke," said an IPS officer. "In effect, they become five years senior since the state government has been delaying our promotions." For IAS officers, super-time scale does not make a discernible difference as they continue to be in the secretary rank. But, it means a lot to IPS officers. They will get a pay hike and change in rank. "Among us, the elevation from Deputy Inspector General to Inspector General carries a lot of significance," said the IPS officer, who is waiting for his promotion. The state government has been further delaying the promotion of IPS officers to super-time scale for its own reasons even as their peers in other states have got promotions. Officials say that this is one factor which is persuading many IPS officers to leave the state.

Why not 14 yrs Super time to Defence forces ?
Between 2001 and 2004, more than 2,000 army officers, including two lieutenant generals, 10 major generals and 84 brigadiers had sought early retirement, it said: 'The situation in the IAF (Indian Air Force) is even more distressing. Against this, very few IAS have opted to leave their service prematurely. This shows the conditions of Defence services. Aren't they deserve more to get super time in 14years so than better talent is attracted to army. Will the IAS go to front and fight the enemy if the country is attack in the event of a weak defence forces due to non lucrative carrier option?

Let us change the face of Civil Services
Dharmvir Jha has opined on 21st January, 2008 that the ISS needs a comprehensive cadre review with sound promotional scheme to ensure more dynamic and young officers at senior level of ISS. A visitor of your web-page has reacted on 23rd January, 2008 saying that the need at this hour is the comprehensive cadre management of ISS. I think, both of them are right. The civil services in India are plagued with bad management. This also includes IAS. However, we, Non-IAS civil servants, are so much bogged down with our poor service conditions in comparison to that of the IAS that we do not highlight the management part of our service. It is time for all the government servants to unite under one forum and request the Sixth Central Pay Commission to address the basic problems, viz., DISPARITY and MISMANAGEMENT in the civil services. We all should provide proper feedback to the Pay Commission through this unique web-site suggesting ways and means to ensure 'parity within the Government and with the Corporate' and 'transparent and responsible management'. An united civil service can serve the nation more efficiently. Indian Statistical Service Association (Eastern Chapter) Kolkata has already submitted its views on the issue to the Pay Commission suggesting the mechanism of "Vertical Rationalisation" and "Horizontal Rationalisation" for achieving parity within the Government. The Pay Commission should make the suggestion public and invite comments from all for further fine tuning of the same.

Private agencies are better equipped
The Govt. has made it easier to move away from Government Accommodation and stay in private rented or one's own house. One can also avail of private health services which are supplementary to the CHS. For that matter every Govt. Dept. needs to introspect its raison de e'tre, and justify its existence. Govt. services should be minimal, private agencies are better equipped to deliver services including even those enshrined as 'governance' as they are far removed from the CVC, rules and regulations, nepotism et al

There should be parity

Without going into the debate of have and have not lets draw the attention of GOI and also the VITH Central pay commission on the pitiable condition of various central services ,irrespective of their group i.e. group A or B . In my opinion to maintain the morale and spirit to deliver the goods by such central services officers it is must that there must be a parity between all India services officers when they are on GOI deputation with central services officers . Also parity between Gr A and Gr B officers. There is no point of any competition among the officers of various cadre/group , as all officials are there to work for development of our nation. I do not find any service superior to other service ,reason is every service has been created by the legislature with specific purpose . This write up is having no intention to hurt anyone (neither institution nor individual).

Income-Tax department should be complimented

Apart from robust revenue collections, the Income-tax department should be complimented for introducing far reaching changes in tax-payers' service. The first in this direction is the e-filing of tax-returns. State level e-governence iniatives are bestowed with n-number of honours. It is time the Civil Services day recognises and honours such an iniative having pan-Indian repurcussions.
