But the rationale to increase the retirement age is that it will help in avoiding the burden (financial particularly) by some more years . But how long ? Everytime when this decision will have to be taken same might be the logic . Experience is golden but this rule cannot be applicable in each case. It's incredible Lucille Need to change the terminology PERSONAL ASSISTANTS/PRIVATE SECRETARIES/PRINCIPAL PRIVATE SECRETARIES/SENIOR PRINCIPAL PRIVATE SECRETARIES. This refers news item in Dainik Jagran dated 29.01.2008 about pay commission's pay structure and changing of designations of lower officials in Government of India. Well, this is a welcome move and shall considerably motivate the officials at this level. Pay package is O.K., but changing designations reconfirms the faith in wise saying that that man can't live by bread alone. Pay Commission may care also about redesignating the post of Private Secretaries which is very humiliating position while at work and hammers into the mind and the heart as a personal possession of a proprietor called officer. There are posts of PA/Personal Secretary/Principal Secretaries and Senior Principal Private Secretaries who is of Deputy Secretary level. (1) But Secretaries and Joint Secretaries habitually talk ' Ask my P.A.' ' give it to my PA' so on and so forth. Eventually, an officer of DS level/US level/Section Officer level feels self esteem according the way one is addressed. (2) Another humiliating fact is that- Section Officer/US/DS at the other end who hold an equal rank also consider them PAs. Even an Under Secretary/Section Officer consider them superiors and treat them PAs, because they too have their own PAs. This humiliation by the person of the equal rank must be stopped. After all, they do not do a lesser job. Job of PS/PPS/Sr.PPS demands a very high level of dedication, punctuality/regularity and lot of personal sacrifice in the discharge of their duties for assisting the senior bureaucrats of the Govt. of India. Let Pay Commission who are also very senior officers look into their conscience and make a realistic valuation of the Jobs of such people. These posts are highly sensitive, charged with activity and needs lot of managerial skills. Managerial contents, dealing with urgent matters, prioritizing the things and entire gamut do not call for lesser skills than a SO/US/DS who have rather times to sit on files, keeping them pending, making routine queries and do cut and paste job continuing from the past. SO/US/DS are called as officers and others as PAs. Funniest is that an Assistant who becomes section officer at the fag end of his service and so a section officer when becomes US at the end of his service boasts to have a PA and considers an equal level person as a PA and see himself as an authority. It is this authority which is lacked by the PS/PPS/Sr.PPS. It is this 'terminology' that calls for immediate change for having highly motivated people at the level who assist senior bureaucrats. The terminology should carry authority (in nomenclature) and locus standi unto oneself that should tell that the PS/PPS/Sr.PPS that they are also individual entities like SO/US/DS. It is then that the mindset of colleagues will change. The efficiency will be better if they are addressed by the bureaucrats by not as PA, as one wonders if they are their personal property. (3) There is further need to do away with this terminology for the purpose, what they should introduce themselves in societies- for entire career they are as PAs. Look at social status of SO/US/DS or for that matter of an Inspector/Superintendent and likewise. Although they hold equal rank but cannot introduce themselves respectfully, for a person of equal rank shall never give him equal regard. This is therefore, a need to change the terminology, so that they are independent entities and can introduce them like that and enjoy self esteem in society, between colleagues and officers for whom they work tirelessly. To cite an example, a constable in personal security is called Personal Security Officer and likewise in other fields. Why then Govt.of India feels shy of giving an independence of designation to PAs/PS/PPS/Sr.PPS. Why they are also not called as officers: Their designation should be changed to the terminology which sound an equal status. The re-designation should enable them to write and introduce as Section Officer/Under Secretary/Deputy Secretary. They are gazetted officers and should be known so. They are Managers and indeed very efficient and should be given equal respect. The pay commission should not think on the lines that their designation should have a separate identity identical to their job profile. For, it will lose the very purpose for which change is called for. They can very well be defined as Assistant Manager/Deputy Manager/Manager/Sr. Manager but then giving any such identity will be fruitless because they will always be defined as persons having profile of PAs. Hence, the designations should be at par with equals. EQUALS SHOULD NOT BE TREATED AS UNEQUALS. They should also carry the same designations that of Section Officer, Under Secretary and Deputy Secretary, the distinction being only in their respective cadres. Pay Commission may also consider them putting into the main stream of these designations on the facts that they are also highly efficient and can do other jobs efficiently for they have assisted the higher ups only and so are more learnt to carry out any specific jobs. After all, an SO/US/DS has also to learn afresh when holding a different charge. Pay Commission should realistically evaluate the promotional aspects of them which are only a few and therefore, need to be streamlined into the mainstream of designations at equal of higher level. Hope, Pay Commission is sensitive enough to recognize the above disparity and give self esteem to these people. Pradesh cadre who belongs to the 1976 batch. SAIL Q3 net profit grows 32% to a record Rs. 1935 crore Steel Authority of India Limited (SAIL)of
which Chairman is S.K. Roongta,has achieved a record third-quarter net profit
(after tax) of Rs. 1,935 crore in October-December 2007. This was 32% higher than
the net profit of Rs. 1,471 crore achieved during the corresponding period last
year (CPLY). With the company's sales turnover increasing by 11.4% over CPLY to
Rs. 10,756 crore in Q3 of 2007-08, SAIL's profit before tax (PBT) at Rs. 2,922
crore was also the highest achieved in any third quarter, rising 31% over Rs.
2,234 crore in CPLY. The unaudited financial results of the company were taken
on record by the SAIL Board of Directors at a meeting held in Delhi on January
29,2008.The company's profitability during Q3 grew mainly due to improvement in
its product-mix, substantial increase in production of special grade steel and
value-added items, higher net sales realisation and special efforts towards cost
reduction, in spite of sharp increase in cost of inputs such as ferro-alloys,
additives like zinc, copper, etc., and spares, as well as much higher employee
remunerations.At the meeting, the SAIL Board announced an interim dividend for
the company's shareholders for the fourth consecutive year, this time at an enhanced
rate of 19%, which amounts to Rs. 784.78 crore. This is the highest-ever interim
dividend paid by the company so far. SAIL had paid interim dividend at the rate
of 16% last year.Borrowings were further reduced by Rs. 412 crore in Q3 to Rs.
2,792 crore as on 31st December 2007. With this, SAIL's debt-equity ratio came
down to the lowest-ever level of 0.13:1 at the end of the third quarter.Announcing
the results, SAIL Chairman S.K. Roongta said: "we will continue to emphasise
on achieving sustained growth on the strength of internal initiatives and improvements." Mohit
