In a minor reshuffle of Indian Forest Service(IFS) officers the Orissa government has appointed, S.C.Mohanty as the PCCF Orissa in place of P.R.Mohanty who was shifted to centre as the DG Forests. S.C.Mohanty who is now the PCCF , Wildlife and CWLW is a 1974 Batch IFS officer.Bijay Ketan Patnaik, 1975 batch IFS was appointed as the Chief Wild Life Warden. Patnaik ,who is now Director Environment cum-Special Secretary has been elevated to the rack of PCCF.Similarly,O.P.Singh has been posted as ACCF and S.Nanda has been made Planning Officer in PCCF office. Both of them are belong to the 1989 batch of the Orissa cadre.

Inter se Comparisons ok !

The comparisons being drawn on promotions to the IAS show the lack of basic knowledge of administration and are narrowly focused. To start with the comparisons should be with in the service. Each service has its own rules and things special to itself. For instance, the IRTS service officers and families get free travel facility which even the IAS don't ! so, should other services get it also? where does the comparison end ? Secondly the knowledge of policy and administration among the members of the premier service of the country is of the highest order. Besides being the best among the selected lot they are given the best management training and policy orientation early on. In addition they have the rich and varied experience of decision making level positions right from the beginning as also during the course of their distinguished careers. In other services the expertise is more at the level of tax assessors, inspectors, managers who should get faster promotions than their class I officers. Most of the services don't manage their cadres at all. They have become top heavy. The top officers don't bother about subordinates who the former want in large numbers. Look at the sheer numbers of CCITs, IGs. It is simple...too many people cause congestion !! After all, promotions are a function of cadre management !! Downsize and restrict the numbers like the IAS did for the last fifteen years !

How long other services will suffer ?

Friends how long the poor services (non ias) will keep suffering at the hands of the IAS and the DoPT. How long the IAS will have facilities of State govt. and salary of Central govt. How long the IAS will keep on acting as cat and the monkey both (party and the judge) in that story and keeping bigger loaf of bread for itself. What difference all the liberalisation, RTI Act and activism has made. I am afraid none, so long as it concerns to the improvement of non-IAS services.

While Audit service has audited, Revenue service filled the coffers of country painstakingly
And other services did their duty laboriously
The IAS bossed around the younger
And did blunders after blunders

As any good to your elder is after all your good too
