It is known form day one that it is a superior service where the promotions will be faster than that offered to other services. U should have a very high rank to get into IAS and that is why, people who get into other services like IPS, IRs, IA&AS etc with lower ranks keep on writing to get into IAS and try it till their last available chance of writing the civil services exam. Many succeed also. It is like a Crow aspiring itself to become a Peacock. There is no point in crying to day and they should have worked for it in the beginning itself. They should accept the fact gracefully and should be contented in what they have achieved in their areas. Srini What a Joke Mr Deb Ashutosh seems to belong to the IAS as his writing shows the evident arrogance the IAS get from very early in the service by bossing around. On the one hand the IAS decides rules for the other service as well as for itself and on the other hand Ashutosh suggests that different services should not be compared. Who framed the rules for Telecom, Indian Revenue Service, Police service and all others. It's the Secretary sitting pretty at top. Regarding the top heavy, his comments that other services have become top heavy reminds me of the hind saying -Maaro aur rone bhi na do. IAS is equally top heavy only it does not pinches them because over the time they have cornered away top posts of other services where their senior members can be posted. Few examples are CAG and Telecom Secy. They have been trying for the chairmen and member Railway board and so many other posts, and many be they will be successful one day. They are trying for the post of Appellate tribunal for Money Laundering and what not. Name a top panel and it is manned by them. Why? No other service officer is worthy? So you make
others top heavy in order for you to be top light and then blame others to be
top heavy. Regarding Ashutosh's comment on policy and administration, the less
said the better. Those who know majority of IAS will accept that 90 percent don't
know even the basics. They are the poorest in policy making and pay crores to
middlemen in the name of consultants and advisors who draft everything for them.
Regarding administration the whole country is seeing what kind of administration
they have brought the country in. I don't know about tax assessor or inspectors
referred by him, but if they are so good why don't the IAS make certain rules
to make these assessor of inspectors to the cadre of IAS. Vinod Pande I would beg to differ I would beg to differ with Deb that the IAS are excellent in all fields. The fact is that they do not know Defence Policy and International Security but are Defence Secretaries, Do not know Trade Policy, but are Commerce Secretaries, Do not know Tax Policy, but are Revenue Secretaries, Do not know Corporate Policy, but are Secretaries Company Affairs. The list goes on and on. The fact of the matter is that the IAS fires from the shoulders of the other services. Go to any ministries and see the work done by the DS/Directors and Economic advisors. They are the true drivers of Policy in India. Palani T Only demand for fair treatment There is no cause for hatred against IAS but only demand for fair and just treatment by other services. This assumes importance as difference in ranking/marks in civil services examination for IAS and non IAS now a days is minimal and hence being in any service other than IAS does not mean that those officers are of less caliber compared to their IAS compatriots. Hence disparity in Pay scale and deputation and posting should go for smooth and efficient running of Government machinery Praveen Let other services be allowed I don't agree what Ashutosh Deb says. IAS cadre has not down sized the cadre but made it flexible to accommodate the promotions made on time bound manner. A post in state Govt. can be held by Director(JAG Level) or on some occasion by commissioner(SAG Level). The same post is held by Commissioner and by Principal Secretary. Entire paid-up capital of the Company is held by the Government of India.The company has also decided to split face value of its share from Rs.100/- to Rs.10/- each. The Shareholders have also approved increasing the authorized capital of the Company to Rs.100 crore. UNHCR-CNES Refugee Media Fellowships announced The United Nations High Commissioner for Refugees in India and the Centre for North East Studies and Policy Research on January 8, 2008 have announced three Media Fellowships for journalists in the print media seeking to research and write on refugee issues.The fellowships, called the UNHCR-CNES Refugee Media Fellowships will each be of three months duration. The first fellowship will begin on March, 2008, and run consecutively through till November 2008 and carry an individual award of Rs. 45,000 each, meant for travel and research.The following subjects are the themes of the fellowships: the Chins of Myanmar: Refugee life in a distant neighbour (March-to-June 2008),the need for a Refugee specific legislation in India (June to August) and Sri Lankan Refugees: away from home across the Palk Straits (September to November). The age limit for media fellows is 30-45 years. "The effort is to build capacity and better understanding among journalists interested in refugee issues, especially at the middle-level, but also to publish their findings and observations extensively in the Indian media," said Sanjoy Hazarika, Managing Trustee of C-NES and senior journalist. "It is hoped that through this opportunity for an in-depth review of refugee issues, journalists will be strengthened in their efforts to inform public opinion," said Carol Batchelor, Chief of Mission, UNHCR India.
