The reirement age of civil servants is also being raised to 65 in the next meeting of the cabinet. The step is expected to appease the government servants since no major pay raise can be given because of economic situation. FM has supported this move strongly.

CSS-CSSS
This is with reference to the views expressed by 'A well wisher of CSS'. He has cited one example of LDC/UDC retiring as Assistant/SO where as a Grade D steno goes upto Sr. PPS level. It is not at all based on facts and is merely fiction. At the same time he has acknowledged that he is not aware of the career prospects of progression level of CSSS fully. I have my friend who joined as LDC in 1974. He is working as US since 2003. He has left 4 more years of service so in all probabilities he would retire as DS. In contrast, one of my friend joined as grade D stenographer in 1981, was promoted as PA in 1990. He is PA at present and would take at least 5 yrs to become PS. He will retire as PS. Both these officers did not pass any LDEs. So let us not give a factious picture on this portal. Some general public might be accessing this site and may tend to believe what they read. So facts should not be tampered to substantiate your view points.
I fully endorse the views expressed by Shri R.Gupta for working with tough officers. It is always CSSS officers who adapt themselves to the attitude of their bosses. Every time the boss is changed the CSSS has to adapt to new boss's nature. This is rarely found in CSS officers.
It is in the interest of the CSS not to sabotage the merger because this will give equal opportunities to both the cadres, consequently advantageous to the exchequer of GOI.

CSS Vs CSSS cadre
It is very surprising that the CSS cadre always think high of itself. I being a sufferer of the CSS cadre has seen how they virtually harass the CSSS cadre even though he is an LDC. There is a need for the merger of the same because the CSSS are really more capable than the CSS having the ability to take precise decisions etc. Now a days it is also found that UDCs are place in places where a Steno should have been, then why a step motherly treatment with the Stenos. Stenos are attached with non gazetted officers which not only demoralise them but also makes them frustrated. When it comes to rules, rules are moulded for the CSS not with the case with CSSS. Why? It is a good decision of the CPC to merge both the cadres. Atleast by merging the CSSS and the CSS some useless CSS people will not try to play with the rules and mould them according to their will to harass others.

Merger will not help
The ACR's of LDC/UDC etc have a review column. However, the same does not exist with the case of Steno/PA/PS etc which is a step motherly treatment. In many cases it has come to the fore that in many departments the Steno/PA and even PS are reduced to typists now a days whereas the LDC are given table work which again is frustating. Though the counterparts of Steno/PA/PS etc are on the better side in ministries it does not do exist in subordinate and attached offices. A merger of both the cadre will not only be good but also reduce the financial implications on the Govt.

Dear, CSS-Well-Wisher, I read your comments on the ongoing debate about CSSS v/s CSS. You completely failed in connecting your today's comments with my yesterday's observations about the duties and responsibilities being handled by the CSS. I had pointed out the actual duties and responsibilities of the CSS in response to the derogatory and uncivilised language which you had used in your comments conveying that members of the CSSS don't require the application of mind and greatly lack general intelligence and knowledge of rules. Anyways, I am particularly glad to read the last line of your comments in which you had taken CSSS as an integral part of the governing system.
I know there is a great deal of stagnation at the level of LDC/UDC including at the level of Stenographer Grade 'D'. But, stoppage of lateral entry of PS at the level of US and opposition of merger move recommended by the Hon'ble 6th CPC by the CSS is not the solution to the acute stagnation problems. The solution is to unitedly fight for four-time-bound-promotions for everyone or creation of sufficient number of posts. If the CSS feels that CSSS is an integral part, it should then support the demand of CSSS that there should be comparable number of promotional avenues in all the grades of the CSSS as are in the CSS. The circular that was referred to by SK Kalemama is a real one downloaded from DOPT's website and it is not façade at all.
If the CSS really sympathises with the CSSS in these difficult times, the CSS should support CSSS and request the GoI to actually implement the merger or if not merger, to restore the lateral entry with a rider that all the posts being currently occupied by PPS & SPPS will automatically get transferred to the CSS upon the retirement of the current incumbents [in administrative terms upon natural wastage] or GoI must create a good number of posts in the CSS to consume the members from the CSSS. It, in other words, means the line of Stenographer to be upto the level of PS only. Well, whatever bad is happening to the CSSS cadre today, it can happen to the CSS as well in future! With all the best to the CSS from the CSSS.

The CSSS Officers never prepare the policy papers of the Government involving utilisation of intellect and mind. It is only the CSS officers who does so. The CSS officers do not do the household chores of their bossess. Majority of the CSSS officers do so. There is no similarity of the tasks being performed by the CSSS and by the CSS Officers. The question of lateral entry and merger of CSS and CSSS does not arises and also should not be raked up at all. The Sixth Pay Commission Report has been mainly prepared by the past and existing Group 'A' level Officers. It should not be difficult for the CSSS Officers to get the recommendation of merger of CSS with CSSS included in the Sixth Pay Commission because of their proximity which they have had with their officers.

A bad signal
Induction of a former Chief Election Commissioner as a Minister in the union cabinet is a bad signal for the political health of democracy in India. A worse signal will be induction of former Chief Justice of India as Minister in the union cabinet. There should be a proper legal enactment to debar such high constitutional authorities from being politically sucked into government at state or union level.

I would entirely agree with the damning expose' by M L Gupta of the malfunctioning of the DDA. This glorious organization is run by unauthorized agents who can be seen vigorously touting for business with naked eyes! No telescope is required
The concept of 'Transparency' is abhorent to the DDA.This is a boon for the touts. Ironically, the VIKAS SADAN(housing the DDA) is located adjacent to the SATARKTA BHAWAN( housing the CVC). behind the INA market New Delhi! It is easy to approach the CVC and register a complaint. But it is equally impossible to get the information or even rightful claims passed by the DDA without approaching through the' proper ' channel (of TOUTS euphemistically called the unauthorized agents)
May I request Shri Pratyush Sinha the Honble CVC , who is one of the most outstanding IAS officer with impeccable integrity, to treat this information as an open complaint by the undersigned as a whistleblower in public interest?.Having worked with him ,I am more than confident that prompt action will be taken by his office. by issuing appropriate instructions to the investigative agency concerned .and take the matter to its logical culmination .!Amen!

In Gujarat one IfS probationer was assaulted by the local MLA and his goons in broad day light for refusing to bend the law for the MLA.Three days have passed and the attackers are still out while the officer Sasi kumar is admitted in hospital.he is 2005 batch IFS.please raise this matter in this forum so that some action is taken at least to restore confidence in officers who work honestly.

PM's austerity measures
PM's Austerity measures - 3 ministers cancel their foreign trips- Parliamentary Minister and his deputy should also follow the measures
It is really a history that three union ministers viz - Shri TR Balu, Ms Ambika Soni and Shri P R Dasmunsi have cancelled their foreign trips in view of the austerity measures announced by Hon'ble PM. When Ministers travel abroad then it is not only ministers but many of their staff also accompany them and this results in huge expenditure to the exchequer of the nation. Is it the right way to spend tax-payer's money? I wish other ministers also follow the example set by above three ministers. There is a huge parliamentary delegation led by Shri Vyalar Ravi, Cabinet minister and his Deputy Minister Pavan Bansal along with 10 other Members of Parliament on good-will mission to Europe and US schedule to start their trip in June itself. The delegation will cover a trip of 15 countries in June/July. This would simply mean to avoid Delhi-heat and spend summer holidays in cold regions of Europe/US in addition to meet their relatives abroad!!!. It is anybody's guess that even if one MP takes one PA with him then how big the delegation's size actually would be and their expenditure in deluxe suites of five star hotels in foreign countries, air travel in first class and various allowances in foreign currency... And in return, what good-will this delegation will create. Should this visit also not be cancelled? Then these are the ministers who on one fine day ride on cycle to parliament to show that how much they care for the nation!!! I think if we cut down tours like this then we do not have to bother about inflation and fuel price hikes. It is this type of waste expenditure that we need to avoid to save the country. Will any body in this portal throw some light on the utility of such good-will missions? Please discuss.
