IRS shows the way in austerity
The annual conference of Chief commissioners and Director Generals was shifted from a Five star hotel to Vigyan Bhawan in deference to the austerity measures announced. This was despite the fact that invites were already sent for the meeting to be held at Ashok Hotel Delhi. This should set an example for other government officers to follow.

Retirement age
The retirement age should be raised in such cases, where no pension benefits are available. Whereas in government servants they are getting good amount of pension. But in public sector undertakings there is provision of very meagre pension as per pension rules of November 1995 which are not at par with the government. Neither the CEOs of these PSUs are interested in providing the third benefit of pension to their employees. So there is very strong case of raising the age bar of employees of PSU employees to 65 years, because there is no security available after their retirement.

Going through the analysis discussed in today's forum about CSS-CSSS, it appears that there are more than enough promotional avenues for CSSS officers. If this be the case, then why they are against merger of both the cadres. Once merger takes place CSS officer can also share equally CSSS' promotional avenues.
Then people have advocated that officers of CSS viz-Assistants, SOs, USs are policy makers!!! If they are policy makers then what IAS/IFS or other All India Service officers are doing. Thinking on these lines, CSS officers are only deceiving themselves. They have to accept the bitter truth that real policy making process starts at Director and JS level. It is JS who dictates what the GoI's policy should be, of course taking instructions from his seniors.

I appreciate the points put forth by both Tripathi and Suman Sharma. However, though Meena has pointed out that both the CSS and CSSS cadres should not be merged, it should not be like that. Both the cadres should be merged so that there will be better promotional aspects to both of them in future. In subordinate offices/attached offices the case of LDC/UDC/Asstt/Steno/PA are the same it is more than 15 yrs they have got any promotion. After getting the ACP's these people have to wait and wait for getting promoted. I think some mechanism should be worked out so that persons joining the CSS&CSSS cadres through the SSC should have a fixed time frame for getting promoted. Moreover recruitment should be done at the Rs.6500/-scale in the Executive Assistant and there should not be any exam pattern for promotion. This will help a lot in solving many difficulties that may arise with regard to promotions etc. Moreover the well wishers are right both the cadres should shed their differences and should join hands for the merger for the betterment of each other.
One thing more I want to know is that if the merger of CSS and CSSS takes place, how will be the persons who are already graduates in CSSS cadre and have already put in 15 yrs of service be adjusted. What will be criteria of their adjustment in the new Cadre i.e Executive Assistant.

It may be noted that all the officers presently on foreign jaunts as revealed in this website are IAS officers. How exceptions are being made in these cases in violation of PM's instructions? Income Tax department failed to spend welfare fund
Income tax not able to spend welfare fund. It is learnt that ITD has failed to utilise welfare fund of 100 crore and it may find hard to use 400 cr which it will get for its bumper performance.
Better they learn from Railways and Army and create an organisation headed by a CEO to use the fund. Take lessons from Army and Railway and do better for welfare.

C&CE transfers
Transfers of Commissioners in Customs and Excise Department shows that the austerity has gone to winds. Till last year there was policy not to transfer officers who have not put in less than half the tenure, even though they were due for transfer as per new policy. But this year officers who were transferred last year are again being transferred. Similarly, till last year, those officers who were due for promotion, were not transferred as they may again be shifted after a few months. But this year many officers who are due for transfer have been shifted. One transfer means Rs.1.5 Lakhs expenditure.

Foreign visits

This is in response to the article "Mera Bharat Mahan" published on 10/06/08.
To curtail the expenses on the local tours, PM has to take a strong decision forcing all these bureaucrats to avail the Video Conferencing facility of National Informatics Centre (NIC). It is available in all the states and almost all the ministries at Delhi. To attend one hour meeting, these fellows travel by air in executive class and use those points to go for a pleasure trip to foreign with family. Most of the meetings can be attended through Video Conferencing (VC). I know many of these fellows who go on tour for their personal purposes by simply mentioning the purpose of the tour as "Monitoring the ---- scheme". Only PM can stop these fellows because their lobby is so strong everyone does the same thing.
