The high profile National Rain fed Areas Authority(NRAA) of which CEO is J.S.Samra has suffered a major setback as Dr Gurbachan Singh Director, Central Soil Salinity Research Institute (CSSRI) Karnal has refused to join it. Bad news for good governance
The raising of retirement age in government, across board is bad news for good governance. As a civil servant, my unbiased view ! ( I have completed 19 yrs and due for SAG, so i have no stakes)is that Governments have failed to weed out the rotten elements, have not used 56 J provisions, and is in no position to distinguish the good from the bad. I suggest retaining the retirement age at 60 and need to work out a handsome VRS, so that we create vacancies and infuse fresh blood. It will also be cheaper for the government in the long run ( getting workers with new skills and updated understanding at 1/3rd cost). The economic argument will fall flat after 2 yrs and we will have a whole generation to blame us for this historical blunder. we need to consider the impact on the unemployed youths and their families too. Government will bound to lose millions of votes, so it is politically also a bad decision. What the government needs to do is to retain the qualified doctors, technical experts and scientists. How do they incentivise these guys to stay. Instead there will be a further exodus of talented people if 65 comes in. Please don't create historic blunders.

Follow the Canadian model
The best way to end the never-ending controversy over retirement age is to follow the Canadian model which prescribes a minimum retirement age but officers can serve after that at their option. So here too, the retirement age could be 60 or 65 at the option of the civil servant. This will address the needs of both view-points.

Please for heaven sake, don't ever talk of raising the retirement age to 65 or any other figure. Bureaucrats, who are unfit in service, will become unfit, to live also? God may not have any mercy on them.

Who says Kerala is best managed ?
Who said Kerala is best managed? The cut-off date for joining government service in Kerela is 35 years(general), 38 years (OBC) and 42(SC/ST). After joining the service, most leave for Gulf thus blocking any further recruitment. The only saving grace is general public is better educated and fight for their rights, thus reducing corruption to a certain extent. With high life expectancy, Kerala has more pensioners than serving employees!

Chhattisgarh is handled by Forest Service officers
Jharkhand example is not surprising. In Chhattisgarh too a large number of non-forests related administrative posts are being handled by officers of the forest service - shortage of IAS officers apart - there is a reluctance on the part of forest officers to work in forest related jobs. So we have IFoS officers handling urban affairs, housing board etc. I am not on the question of competence, it is just that officers selected and trained for specialist jobs are unavailable for the purpose for which they were recruited. The result is the neglect of forests, illegal felling, poaching, forest dwellers left to the tender mercies of the beat guards, tribes denied forest based livelihoods, lack of plantation and so on. It is no wonder that forest areas of Chhattisgarh, Jharkhand are the worst affected in terms of governance.

Revise Electoral Rolls in Delhi Promptly.
Newspapers inform that the electoral rolls in Delhi are yet to be revised. Of the 1.3 crore Delhi voters, voter I.D. cards of only 30 lakhs have so far been prepared. This may be by design also. The Election Commission of India may enlist the services of lakhs of highly qualified apolititical retired civil/police/defence services officers who are living in Delhi and complete the whole election process with their cooperation. They are available in Delhi in lakhs. They are not beholden to any political party and thus would impart the necessary element of impartiality which is so badly needed to protect, preserve and promote democracy in India.

It is ridiculous to ban foreign travel
In my opinion it would be ridiculous to completely ban the foreign travel as many a times it is for essential and bonafide reasons. More so trainings abroad are a good exposure to best international practices and hence are a great learning exercise. However, unfortunately some of our netas and bureaucrats have lost all sense of proportion and generally over indulge in the facilities available at the expense of public money. Travel abroads are undertaken for mostly indulging reasons rather than for bonafide purposes. Organisational benefits accruing from such jaunts are neither identified nor insisted upon by the sanctioning authorities. In my own stint in UP I had seen such jaunts being undertaken at the expense of even those public undertaking that are in losses forever and some of them on the verge of being declared sick. Worse still their was hardly any logical reason identified for such travels and even the tour reports were never submitted. One felt sick of seeing such callous waste of public money and it is these types of jaunts which needs to stopped. PMO if it is at all serious on the issue then it should lay clear guidelines for the same and insist on their being implemented for sanctioning of foreign tours otherwise hallow advises are given a hoot by powerful netas and their chamchas in bureaucracy.

"ACR- No More Confidential": Supreme Court.
Meenakshi Roy rightly said, "The ACRs play a very vital role in the career of a government servant. Timely promotion and recognition are the basic motivations for a government servant So DoPT should evolve such transparent Performance Appraisal System, which should have least subjectivity and no room of unfairness and prejudices. In Central Staffing Scheme, the DoPT has fixed minimum bench-mark of ACR as 'VERY GOOD' for empanelment of Deputy Secretary, Director, Jt. Secretary. If some officer is appointed as DS/Dir/JS, it means his/her performance had been Very Good and above. So such officers are fully capable to deliver the results. Our duty is to provide congenial environment. There are examples in some ministries that some officers are not allowed to get adjusted in the new environment. Some high-headed people forget if such treatment was given to them, what would have been their reaction? First of all, provide them stage only then they can perform better. Moral of the story is that one should play with anybody's career. Moreover in the recent judgement of Hon'ble Supreme Court(CA No.7631 of 2002: Dev Dutt Vs Union of India), ACR in no more confidential document. It can be shown to the concerned official. The Supreme Court has held, "Non-communication of entries in the Annual Confidential Report of a public servant, whether he is in civil, judicial, police or any other service (other than the military), certainly has civil consequences because it may affect his chances for promotion or get other benefits. Hence, such non-communication would be arbitrary, and as such violative of Article 14 of the Constitution."
The DOPT must take immediate step for issuing necessary guidelines to all the Departments keeping in view of the Hon'ble Supreme Court's latest order. This action of DoPT shall remove the subjectivity in the ACR System will bring transparency and efficiency in the working of Government.
