Aaj Ki Aawaz

Pranab Da went to meet Karat to plead for the Deal,
To plead they say he was even prepared to kneel!!!!
It's like Pranab Da went with a katora pleading ' Gareebo ki sunno '!!!
And like he does when he's on the road 'Karat just upped his window saying no'!!!!
Manu had threatened and now Pranab Da is begging,
Now on the Deal hopes Congress is pegging!!!!
Now Congress wants to make the Nuclear Deal its showpiece!!!!!
When it applies to the Public (general elections) for an extension of its power lease!!!
US has said that till Jan 20th 2009 things can be worked out!!!!!
But here the Deal has been afflicted with Commie gout!!!!
The gout is so severe that Deal cannot move!!!!
Now in a last ditch effort Pranab Da with a katora karr raha hai Commies mein move!!!!!
There is no doubt that India will loose out if there is no Nuclear Deal,
And basis of the Deal should be in the World there is nothing like a free meal!!!
To take we have to give…. give and take!!!
This is how a Deal hotha hai make!!!!
While India is stuck on the Deal other Countries are galloping ahead!!!!!
Afflicted with Commie caused gout 123 Deal has been laid down in bed!!!!
In the meantime Congress is working on another Deal,
On how to revive Congress's fortunes in UP Congress is trying to deal!!!
Congress in all probability is trying to tie with Mulayam!!!!
Who will Congress send with a katora to make Mualyam mulayam????
Because they say Mulayam is blowing hot and cold!!!!
And he knows allying with Congress means walking out of the UNPA fold!!!
Mulayam needs to think!!!!
Because of a horrible performance in the Center Congress karr rahi hai stink!!!!
And if SP allies with Congress SP will stink too!!!!
Doesn't look like a very sensible thing to do!!!!
Seems DMK is worried of alienating smokers in the State!!!!
As you know Ramdoss has been targeting cigarettes of late!!!!
So DMK has cut its ties with PMK and sent a signal to smokers!!!!
'DMK is with tobacco stokers!'!!!
There are many other reasons too for the split!!!!!
On account of political and personal bitterness the wick of separation was lit!!!!
Laloo is now getting worried about his condition in Bihar !!!
There is no doubt again RJD in Bihar will face haar!!!!
People realize that buffoonery is just good for a few laughs and nothing more!!!!
After some time buffoonery karne laghti hai bore!!!!
Now with Nitish at the helm they've realized 'governance kiss chidiya ka naam hai'!!!!
Now it's Laloo 'tha' and Nitish 'hai'!!!!
Laloo sweets and toys have disappeared from shops!!!!!
In Bihar using crutches RJD hops!!!!
And once UPA is booted of in the General Elections Laloo will be jobless in Delhi too!!
What will he do????
Maybe he'll embark on a lecture tour of Africa and teach the Masai tribes a thing or two!!
Without spilling a drop of blood bloodsucking how one can do!!!!
Pawar on the other hand when he goes powerless will take to tasting wine!!!
And as he drinks wine for his powerful days he'll pine!!!
No doubt both he and Laloo will win themselves and become MPs but will be in Opposition!!!
And for both this will be a very painful and difficult proposition!!
Confucius says….. for the powerful to become powerless is the height of pain!!!!!!
Sometimes drives people insane!!!
Adds…. It's like from a Merc to cycle one is relegated!!!!
Very difficult to bear though easily stated!!!!!

Enough on 6th Pay Commission
Enough on 6th Pay Commission has been written with so much on inter service bickerings. One fact that is being noticed in the powers of Corridors at least in North Block, Shastri Bhawan, Shram Shakti Bhawan, Udyog Bhawan and Nirman Bhawan is that employees cutting across all services and cadres , different levels and hierarchies including IAS, IRS,IRTS,ITS,CSS and other services is that most of government officers have lost complete interest in the work due to poor salary and growth prospects. Spending in school fees, necessities and even living an ordinary life do not leave anything in hand at the end of the month. Officers are constantly found discussing over plans looking for leaving government job. So much is the apathy that lower staff just do not work due to lack of any benefits. Afraid that most of us might become sick waiting for the pay commission implementation. Government must come out with almost doubling the benefits as recommended by Pay commission.

DOPT Should Issue Guidelines on ACR
The Hon'ble Supreme Court in Civil Appeal No.7631 of 2002: Dev Dutt Vs Union of India has held that ACR in no more confidential document. It can be shown to the concerned official. The Supreme Court has also held, "Non-communication of entries in the Annual Confidential Report of a public servant, whether he is in civil, judicial, police or any other service (other than the military), certainly has civil consequences because it may affect his chances for promotion or get other benefits. Hence, such non-communication would be arbitrary, and as such violative of Article 14 of the Constitution."
The DOPT should issue necessary directions to all the Departments/ Ministries in view of the above said Judgement in the interest of the country. This will bring transparency/ efficiency in the working of Government. The entries/ gradings below the benchmark adversely effect the career of the officers so such gradings must be communicated to the concerned officer for improvement.

The debate between the 60 and 65 retirement age is getting hotter as it is imminent that the government is about to announce 65 any day now. The early retirement protagonists are clearly losing the battle to the vast majority of opinion that favours 65. Wait for 8 weeks for an announcement.

Increase in Retirement age to adversely affect the Congress
Contrary to common perception, the move to increase retirement age can boomerang on Congress. For every post likely to be available due to retirement, there are many aspirants to get promotion. This will cause more employees (and families) to be dissatisfied than the persons getting advantage of increase in retirement age. In the coming election, young voters looking for job will come out to vote in large numbers and opposition parties including student wing of BJP and Left parties can create despair on this issue. What will happen to Rahul Gandhi's assurance to his young leaders and supporters on the job front?
Madan
Those who want to 'infuse young blood' through early retirement, because a person brain cells start getting damaged after 35, should opt for immediate retirement / resignation and make way for better brains. But those who are honest and need to work till 65 should be allowed to do so.

Retirement age for good officers - Till death do them part
Retirement age for bad officers - ?
