Of explosives and elections in Madhya Pradesh
With elections for assembly nearing in November ,Madhya Pradesh is fast becoming battlefield, full of explosives, weapons, mines and things like that.Politicians obviously are the undaunted Generals, but those likely to get grievously wounded may include a great number of bureaucrats and other officials.A sample of things to come has just been unfolded in a spectacular drama of income-tax raids on IAS officers-past and present, other bigwig officials and politically connected heavyweights. Those injured and mutilated in this were BJP protected and promoted names. The aftermath has begun with Rajesh Rajora,Secretary,Home as the dubious first to tender his resignation from IAS,allegedly hurt of these IT raids.
Act Two may commence soon. The whispers doing rounds in scenic Bhopal say that State Government are readying weapons and ammunitions for a counterattack and that will be on Congressmen and those officials supposedly closed to Congress.EOW is likely to be the arsenal for the BJP assault.Just wait and watch.Madhya Pradesh is going to be at the Madhya of big things in the coming months.Three cheers for democracy Indian style.

Why was Anasar Byrney deported?????
Sarkaar knows that Kashmir Singh Burney (vitally) had supported!!!
Shivraj is as usual at sea and Jaiswal meddles in other Ministries kaam,
And in the bargain the Home Ministry pays the daam!!!
There's no way Burney could have been deported without highest approval,
But one was at sea and the other at his meddling best to order disapproval!!!
So the message that emerged was that as request has not been disapproved,
Request to deport should be considered as approved!!!
Now Home Ministry is running in circles saying its sorry and is ready to welcome him back!!!
Maybe Shivraj or Jaiswal should go to Dubai and Burney ka saamann karre pack!!!
Why is PC in the habit of scaring the living daylights to further his argument????
To make the other Party surrender is for what the scare is meant!!!!
Seems on reducing Taxes and Duties on Fuel he's scaring one and all,
Doomsday for Sarkaar karr raha hai call!!!
PC ji deficit is not that bad a word,
Even in the American Economy it's heard!!!!!
And for once stop being so worried about how the Markets will react,
And rather than a Punter as the Finance Minister act!!!
Why do you think they say PC means Punter Chiddy?????
They say he wants Sensex to reach heights were it'll make all feel giddy!!!
Laloo's PRO department is now working on Laloo's new achievement,
To all Universities info on this achievement is being sent!!!
Laloo is now 'paanchvi pass'!!!!
And the test was taken by none other than Sharukh whose the teacher of the class!!!
Though some say Laloo fudged the exam!!!!
Was given the question in prior and answers kiye theh Laloo ne cram!!
Chalo this can be proved if he takes my 'chauthi pass' ka test,
I'll then be able to put my case to rest!!!
But then no harm was done as the money went to charity or for a good cause!!!!
And Laloo ji it's not becauj but because!!!
Mani Shankar Aiyer as the Queen's English Rep is pained,
He feels that by Laloo the Queen's English is being stained!!!
They say whenever Laloo speaks in English he commits blasphemy of the language,
Aiyer's thinking of recommending one Mr. Higgins to improve Laloo's language ki usage!
'Just you wait' Mr. Higgins 'just you wait' very soon English Laloo style you'll speak!!!
And then aid to improve your own usage of English you'll seek!!!!
This Mr. Higgins was in My Fair Lady and he gives tutorials in English,
After giving Laloo tutorials he'll no longer feel that he's English!!!
There's this joke that Bill Clinton gave tutions to apna Laloo or Laloowa,
And after the tutions he started asnwering the phone ..... Helloowa this is Billoowa!!!
BJP needs to ensure that now there is no 'friendly fire'
Make it clear 'indulge in this and from Party you we'll fire'!!!!
Today rather than doing a 'Congress' BJP should concentrate on potholes on the road,
And in various States the anti incumbency load!!!
By doing a Congress I mean like Congress just damns BJP all the time left and right,
And on what the actual problem is it looses sight!!!
So at present treat Congress like a bygone and bygones should be left alone!!!!
Only address and provide solutions jinn issues pe Public kaar rahi hai moan!!!!
Congress is busy digging its grave so don't disturb Congress,
Otherwise few diggers from digging duty to answering BJP Congress will have to press!!!
And digging such a huge Party into the grave is not an easy job,
So by making any statements on Congress from digging duty hands BJP should not rob!!
Run a positive campaign and identify the problems and provide solutions,
And keep 'nepotism' at bay and this should be one of BJP's primary resolutions!!
Beta or Beti moh and bhai bhateeja waad should not be permitted!!
Public's feeling is that to this nepotism only Congress is committed!!!!
Amar Singh says that Maya had asked him to join BSP!!!!
Bekaar Samaajhwaadis Party was what Maya meant by BSP!!!!
In his blog Amar's rishtedaar Big B karr raha hai rave and rant!!!!
And then he stops for a day or two to pant!!!!
He called a journalist ' an underpaid hack',
He's an overpaid Bhaand is what the Journo should have replied back!!!
Confucius says….. Big B jhoot math bolo sabh ko Khuda ke paas hai jaana,
Aur wahaa based on karams ya toh maar yah dulaar atmaa ne hai paana!!!
Adds….Rarely milta hai only dulaar usually its maar and then dulaar!!!
In Big B's case after his role in the 1984 riots I'm sure its going to be all the way just maar!!!!

Who should be new I&B Secretary?
From the existing Secretaries in the Government of India, I consider Gautam Buddha Mukherji (presently Secretary, Ministry of Tribal Affairs) as the fittest choice for the post of Secretary (I&B). He has, during the past one year taken many initiatives to bring Ministry of Tribal Affairs to the forefront. A professional photographer himself, he only take initiatives in the Min of I&B to revamp the Ministry, particularly when Commonwealth Games are approaching.

Stop misuse of government vehicles
This is with reference to remarks of shiv on hike of petrol prices. In this regard government can achieve a lot of saving in petroleum products by taking tough action against the officials habitual of misusing the government vehicles. This tendency is more in case of state government officials where most of the senior officers including SPs and DMs are keeping three to four government vehicles purely for personnel use. Further non eligible officers are using ACs in their cars resulting huge consumption of petrol. Recently DGP UP inspected vehicles of some SPs and found that all were equipped with air conditions although they were not entitled for that. Further most of government houses are equipped with big capacity generators consuming huge amount of diesel. A lot of saving of petroleum products can be achieved by strengthening measures to control such type of mal practices. This will also result in saving of tax payers money which can be utilised in developmental activities.

DOPT Must Issue Guidelines on ACR.
Meenakhi Roy has rightly said, "The ACRs play a very vital role in the career of a government servant. Timely promotion and recognition are the basic motivations for a government servant So DoPT should evolve such transparent Performance Appraisal System, which should have least subjectivity and no room of unfairness and prejudices. In Central Staffing Scheme, the DoPT has fixed minimum bench-mark of ACR as 'Very Good' for empanelment of Deputy Secretary, Director, Joint Secretary. If some officer is appointed as DS/Dir/JS, it means his/her performance had been Very Good and above. So such officers are fully capable to deliver the results. Our duty is to provide congenial environment. There are examples in some ministries that some officers are not allowed to get adjusted in the new environment. Some high-headed people forget if such treatment was given to them, what would have been their reaction? First of all, provide them stage only then they can perform better. Moral of the story is that one should play with anybody's career. Moreover in the recent judgement of Hon'ble Supreme Court(CA No.7631 of 2002: Dev Dutt Vs Union of India), ACR in no more confidential document. It can be shown to the concerned official. The Supreme Court has held, "Non-communication of entries in the Annual Confidential Report of a public servant, whether he is in civil, judicial, police or any other service (other than the military), certainly has civil consequences because it may affect his chances for promotion or get other benefits. Hence, such non-communication would be arbitrary, and as such violative of Article 14 of the Constitution." The DOPT, therefore, must issue necessary directions/guidelines to all the Departments/ Ministries keeping in view of the Hon'ble Supreme Court order at the earliest. This would be the great service on the part of DOPT in the interest of the country as fear of ACR grading travels in the mind. The transparency in the ACR System will bring efficiency in the working of Government.

Raise in retirement age
If it is so then it should be announced immediately from the month of June as last time the increase from 58 to 60 took place in May. That will give uniformity and avoid criticism that PM was partial to some officers.
V K Agrawal
Yes age should be raised
The Central government must consider the proposal of retirement age to 62 years.
P N Parihar
It would do harm
Raising retirement age to 62 at this time would be much more harm than good for the government. The number of persons who would not be happy with the move would be much higher than the number of persons who would be benefited by it. Te same is true for Sixth Pay... giving huge salary to JS and above would prove no gain for the government as people below are much more in numbers. Atrition rate at JS level and above are almost nil in GoI while attrition rate to Director level are at the maximum. UPA Government should take note of this or else they would be facing the consequences.

Dear M N Buch,

I fail to appreciate the humour intended in your comparison of Noida Police and L A Police. If the Police has failed, it is not time to indulge in sick humour but to find ways and means to improve the situation.
Buch you were associated with the Soli Sorabjee Committee on Police Reforms. It would have been proper to atleast cite the recommendations of the committee and press for its implementation.

Move against Abhinav Kumar needs re-consideration
As per media reports, Centre is contemplating action against Abhinav Kumar young IPS officer of Uttrakhand cadre for violating conduct rules by expressing his views in media about pay commission
IAS etc thereby giving undue importance. Recourse to administrative /coercive methods to deal with frank expression of views can have totally opposite effect. Instead of deterring others , more and more officers may start expressing their view freely if not in their own name may be pseudonomously. One may agree or disagree with views of Abhinav but he was certainly not advocating sedition or challenging the authority of the state . When the government is willing to have a dialogue with militants and rightly so and also with those who openly express their lack of confidence in the state and the constitution, the present move appears to be incongruous. When very few officers prefer to express their views on any topic at all (except on topics like increase in retirement age and more pay and perks in line with MNCs), views expressed by Abhinav kumar were like whiff of fresh air and showed police officers were not totally insensitive ,self centred and arrogant lot intoxicated with power prone to making easy money and partners in crime but deeply concerned with the state of governance and willing to do whatever was required to improve the state of affairs. I think this move requires reconsideration. Every service needs officers like Abhinav kumar who are not concerned about their own welfare only but also of others.

Timings of Government offices:

It is not correct to say that most of staff comes after 10 am. There are many in the Government who work from 8.30 a.m. to 8.30 p.m. to complete the work assigned to them on time. I am the one who works from 8.30 am to 8.30 pm. Why?
I think credit should go to my wife. She is a teacher and I drop her at her school at 7.45 am and from there drive straight to office (which takes me 45 minutes) as I have no other work at home after dropping her.
It is also not correct to say that after 6 pm no one is seen in offices. Most of the officers (under secretary and above level officers) are generally available in offices well beyond 6 pm.

Resignation of Rajora should not be accepted
The resignation of Dr. Rajora is his way of protesting against the IT raid or forced on him as a compromise measure is unknown. The resignation should not be accepted till matters are investigated and proper enquiry done to punish the guilty.

Mishra did not resign for cheap popularity
I was really surprised to go through rejoinder of AK Singh regarding resignation of PK Mishra from the post of chief secretary of U.P. It only smacks of his jealousy of the wide ranging support & appreciation he has received from the cross section of the society. Instances can also be quoted where secretaries to the Govt. of India in the recent past have also gone back to the state as chief secretary to serve the state. It is not a question of having a cake & eat it too....... the phrase used by A K Singh only reveals a highly materialistic mind interested only in the loaves & fishes of the office. Resignation is definitely a personal matter be it due to conflict with principles of life or any other reason. Mere resignation will definitely not elivate anybody into sainthood overnight & nobody also talked of elevating Mishra into sainthood. A person is known by the quality of his head & heart & not by the powers or the riches he possesses. The reputation is not built up over night.........it takes years of dedicated service & sacrifices. The reputation travels faster than the person.
Mishra has resigned not to impress anybody or for cheap popularity. He resigned just to live up to his own standards set by him.

Diplomatic faux- pas or inadvertent computer error
The decision to unceremoniously deport Ansar Ahmed Burney, a human rights activists of Pakistan, has caused irreparable damage to the relations between the two countries. Regretting the mistake has added to our embarrassment. The matter cannot be allowed to rest here. It needs to be probed whether the mistake occurred in the Ministry of Home Affairs (FRRO) or the MEA? The public would be interested to know the details of defaulting officers and the action taken against them.
