Who should be new I&B Secretary? From the existing Secretaries in
the Government of India, I consider Gautam Buddha Mukherji (presently Secretary,
Ministry of Tribal Affairs) as the fittest choice for the post of Secretary (I&B).
He has, during the past one year taken many initiatives to bring Ministry of Tribal
Affairs to the forefront. A professional photographer himself, he only take initiatives
in the Min of I&B to revamp the Ministry, particularly when Commonwealth Games
are approaching. Pradeep Stop misuse of government vehicles This
is with reference to remarks of shiv on hike of petrol prices. In this regard
government can achieve a lot of saving in petroleum products by taking tough action
against the officials habitual of misusing the government vehicles. This tendency
is more in case of state government officials where most of the senior officers
including SPs and DMs are keeping three to four government vehicles purely for
personnel use. Further non eligible officers are using ACs in their cars resulting
huge consumption of petrol. Recently DGP UP inspected vehicles of some SPs and
found that all were equipped with air conditions although they were not entitled
for that. Further most of government houses are equipped with big capacity generators
consuming huge amount of diesel. A lot of saving of petroleum products can be
achieved by strengthening measures to control such type of mal practices. This
will also result in saving of tax payers money which can be utilised in developmental
activities. Rahul DOPT Must Issue Guidelines on ACR. Meenakhi
Roy has rightly said, "The ACRs play a very vital role in the career of a
government servant. Timely promotion and recognition are the basic motivations
for a government servant So DoPT should evolve such transparent Performance Appraisal
System, which should have least subjectivity and no room of unfairness and prejudices.

duty is to provide congenial environment. There are examples in some ministries
that some officers are not allowed to get adjusted in the new environment. Some
high-headed people forget if such treatment was given to them, what would have

Dear M N Buch, I fail to appreciate the humour intended
in your comparison of Noida Police and L A Police. If the Police has failed, it
is not time to indulge in sick humour but to find ways and means to improve the
situation. Buch you were associated with the Soli Sorabjee Committee on Police
Reforms. It would have been proper to atleast cite the recommendations of the
committee and press for its implementation. Rajesh Kumar Move
against Abhinav Kumar needs re-consideration As per media reports, Centre
is contemplating action against Abhinav Kumar young IPS officer of Uttrakhand
cadre for violating conduct rules by expressing his views in media about pay commission
IAS etc thereby giving undue importance. Recourse to administrative /coercive
methods to deal with frank expression of views can have totally opposite effect.
Instead of deterring others , more and more officers may start expressing their
view freely if not in their own name may be pseudonomously. One may agree or disagree
with views of Abhinav but he was certainly not advocating sedition or challenging
the authority of the state . When the government is willing to have a dialogue
with militants and rightly so and also with those who openly express their lack
of confidence in the state and the constitution, the present move appears to be
incongruous. When very few officers prefer to express their views on any topic
at all (except on topics like increase in retirement age and more pay and perks
in line with MNCs), views expressed by Abhinav kumar were like whiff of fresh
air and showed police officers were not totally insensitive ,self centred and
arrogant lot intoxicated with power prone to making easy money and partners in
crime but deeply concerned with the state of governance and willing to do whatever
was required to improve the state of affairs. I think this move requires reconsideration.
Every service needs officers like Abhinav kumar who are not concerned about their

Timings
of Government offices: It is not correct to say that most of staff comes
after 10 am. There are many in the Government who work from 8.30 a.m. to 8.30
p.m. to complete the work assigned to them on time. I am the one who works from
8.30 am to 8.30 pm. Why? I think credit should go to my wife. She is a teacher
and I drop her at her school at 7.45 am and from there drive straight to office
(which takes me 45 minutes) as I have no other work at home after dropping her. It
is also not correct to say that after 6 pm no one is seen in offices. Most of
the officers (under secretary and above level officers) are generally available
in offices well beyond 6 pm. P Ratnparkhi Resignation of Rajora
should not be accepted The resignation of Dr. Rajora is his way of protesting
against the IT raid or forced on him as a compromise measure is unknown. The resignation
should not be accepted till matters are investigated and proper enquiry done to
punish the guilty. Neerja Mishra did not resign for cheap popularity I
was really surprised to go through rejoinder of AK Singh regarding resignation
of PK Mishra from the post of chief secretary of U.P. It only smacks of his jealousy
of the wide ranging support & appreciation he has received from the cross
section of the society. Instances can also be quoted where secretaries to the
Govt. of India in the recent past have also gone back to the state as chief secretary
to serve the state. It is not a question of having a cake & eat it too.......

only in the loaves & fishes of the office. Resignation is definitely a personal
matter be it due to conflict with principles of life or any other reason. Mere
resignation will definitely not elivate anybody into sainthood overnight &
nobody also talked of elevating Mishra into sainthood. A person is known by the
quality of his head & heart & not by the powers or the riches he possesses.
The reputation is not built up over night.........it takes years of dedicated
service & sacrifices. The reputation travels faster than the person. Mishra
has resigned not to impress anybody or for cheap popularity. He resigned just
to live up to his own standards set by him. Sarita Diplomatic
