Sixth Pay Commission The report of the 6th CPC is rigmarole and destined
to undermine the legitimate needs and aspirations of the serving class. There
is no denying the fact that a Government servant is not earning enough to acquire
a dwelling for himself during his entire service out of savings. The post retirement
benefits are also abysmally insufficient to buy a dwelling for him. If one dreams
of rent-free bureaucracy it is expected that the government would take care of
the legitimate aspirations of those who are solely dependent on the transparent
source of income i.e. salary. With the given salary and the prevailing rate of
inflation one is neither in a situation to die nor to survive with honour. To
be honest this situation forces even an honest person to jump the fence at the
opportune time. I am afraid that the 6th CPC has neither deliberated nor addressed
this issue. It seems that focus was to make manipulative exercise in tune with
the expectations and dictates of the budget makers. The recommendations have not
amused any segment of the serving class. If the modus operandi to frame the report
was pre-meditated then there was no need to hold meetings and invite suggestions
from various platforms. In the event none is satisfied, then why and for whom
to accept such recommendations? Now I raise some fundamental issues: - o
As per para 2.2.21 (i) of the report the pay in the revised pay band has been
fixed having regard to the basic pay as on 1.1.2006 in the existing pay scale
along with DA @74% [DP 50% + DA 24%]. Why the DP @ 50% has been treated as mere
DA whereas it is component of basic pay for all purposes. As a matter of fact
DA of 24% as on 1.1.2006 ought to have been calculated on basic pay plus DP. There
is net loss of 12% of the basic pay {on existing pay + DP} in the revised pay
band. o There is a pay scale of Rs. 14300-18300, which has been put in the
revised pay band 3 whereas the pay scale of Rs. 14300-22400 has been put in the
pay band 4. The pay in the pay band 3 equivalent to Rs 14300 has been fixed at
Rs 24890 (excluding grade pay) whereas the pay equivalent to Rs 14300 (having
regard to the same formula as enunciated in para 2.2.21 (i), as claimed by the
6th CPC) has been fixed at Rs. 39200 (excluding grade pay). The pay fixation has
nothing to do with the maximum of the scale since it is relevant for grade pay
only. The pay fixation formula as devised by the Commission has been given an
excellent departing. Why this selective approach? o Wide disparity and irrationality
in the minimum and maximum vis-à-vis the lower pay band is visible from
the following table: - Pay Band Minimum Maximum Difference between minimum
of PB and maximum of previous band PB 1 4860 20200 PB 2 8700(+3840) 34800(+14600)
-11500 PB 3 15600(+6900) 39100 (+4300) -19200 PB 4 39200(+23600)
67000 (27900) +100 It is to be observed that it is only pay band 4, which starts
at a stage higher than the maximum of the pay band 3 whereas the position is reverse
in case of other pay bands. Why to give such disproportionate quantum jump in
the case of super pay band? Some uniform rationality could have been maintained
in relation to the minimum and maximum of the pay bands and their interlock. There
is disproportionate and unexplainable gap both in minimum and maximum of PB 4
with reference to PB 3 vis-à-vis other PBs. The maximum of PB 3 is diminutive
as compared to the maximum of PB 2 and PB 4. There does not seem to be any rational/justification
to adopt translucent apartheid approach and making mockery of own formula. o
There was no need to adopt the unknown concept of pay bands in the Indian system.
If the intention was to make the bureaucracy world class with the concept of Pay
Bands only, then the PBs should have been made 4 in accordance with the present
classifications of the employees in four groups viz. A, B, C, & D. There was
absolutely no justification to divide Group-A into two PBs. S.S.Rana Sarkari
Babus ? Apropos inviting comments on sarkari babu, I think this phrase
is used mostly by those people who, somehow, could not get government jobs. Even
now first priority of a person is to get sarkari naukari. If he fails in getting
so, he opts for other jobs. Mostly Journalists use this language out of envy and

my views about Aditi's comments abut advocating for seeking early retirement by
oldies for infusing better brain by young bloods and persons to stay back in the
Job who are between 30s & 40s in the age group. I wonder how her proposition
could be viable & implementable? I don't know in which department she is working
but generation to generation has the testimony of the fact that mankind has also
equally benefited by the people having age more than 60 with their matured, sane
thoughts and decisions with considerable amount of honesty &truthful actions
unlike present fast moving generation. Impatience, greed for luxury, pursuit for
more money rather than commitment for the orgnisation is all pervasive now a days.
Case in point is hopping on one organsiation to another for better salary primarily,
in private sectors and early quitting of job Public sector and overnment organisaton
by technocrats largely and slowly a rising trend in the bureaucracy as well. You
are talking abut infusing young cell in government setup, what about infusing
commitment, loyalty and honesty which are sustainable panacea of all present day
ills? Are you aware of the trend in Civil service appointments? I think there
may be instances of persons opting for custom , Excise, Income Tax despite their
exam ranking meeting IPS, IAS & IFS. Madam, has the human not benefited the
persons like Eienstien, who was in his 60's when he invented law of relativity?
There are other eminent persons who were relatively old in the field of Science,
Art , literature, music, sociologists and historians. My other friends who appear
in this forum can help me out naming all those luminaries. In the present day,
I believe, the amount of stamina & physical strength possessed by older people
are far more than young generation. So taking forward the country in sustainable
manner the need of right mix of older and younger are equally important. In the
service sector the retention of experienced employees are equally indispensable
in order to inculcate and promote matured and seasoned thought process and take
rational views for the betterment of majority people. Here I'm not advocating
for either the raise or down or retaining the same age for the government employee,
this is the job of the government where seasoned/rational people are there to
think over it to take the decision. Shiv Retirement age should
be raised We see so many whispers about retirement age being 65. There
was a sharp decline in recruitment after the mid-80's. If they don't increase
reitrement age, there will not be enough officers to collect taxes, man the police,
defend our borders, issue passports, issue drivers license, etc. Every government

"historic" agreement between Rajasthan government and Bainsla about
quota relief has put the Gujjar community in a fool's paradise. It is seemingly

that the agreement is violative of the Apex Court's verdict has been suppressed
from the Gujjars. It cannot stand the scrutiny by Court. The crisis, temporarily

Transfers and postings Flouting norms is the essential norm of the functioning
of CBDT and CBEC. They can't & can never pass any order that can muster even
pass marks from the officers administered by them. A case in point is the power
