Once again Principal Secretary to the Prime Minister T K A Nair is in
the news. It is rumoured that he is being appointed Governor of Goa. Who
will be new CBI Chief ?
Who will succeed Vijay Shankar Tiwari as CBI Director next month end ?.Nobody
can predict any specific name though six names have been short-listed.
If insiders are to be believed, Vijay Shankar Tiwari will have a say in
the new appointment since his successor will have a responsibility to
fulfil several unfinished political cases in the investigative agency.

Senior appointments in CBEC are being made arbitrarily
Senior appointments of Joint Secretary and Director in CBEC in Ministry
of Finance are being made arbitrarily without circulating vacancies,
preparing panel, selection process etc as per norms. This is being done
selectively since recently they circulated vacancies for posts of anti-smuggling,
review, cofeposa etc but not for the international custom etc. Please
highlight this so that FM becomes aware through your esteemed website.

Sixth Pay Commission Says Rs.100/- =Rs.12830/-.
The Directors who are in the SAG but working on deputation in Central
Government under Central Staffing scheme as Director and whose pay was
fixed as 18300/- maximum of NFJAG, after opting the Proforma Promotions,
are the worst sufferers. In earlier pay scale, the difference in basic
pay was just Rs.100/- (18400-18300= Rs.100/-), but this 100 rupees difference
has become now Rs.12830/- (52280-39450=12830/-). This is the greatest
anomaly in the pay. So in the interest of such officers, the Pay Commission
should review its decision. If the officers in the pay scale of Rs.
14300-22400 can be put in the pay band 4, then why not the Directors
of SAG rank?

Inflation
The inflation has traumatized everyone except PC and Pawar, who
have achieved the distinction of leading the inflation to the historic
level. BJP should express gratitude to the PM for these capable Ministers
to make their imminent ascending to the throne spontaneous and effortless.
It is high time for the Congress, before it is too late, to introspect
honestly rather than play politics with the aam aadmi (common man) and
put blame on the State Governments or crude prices. The PM should ask
his proficient Ministers to put in their papers immediately. If the
PM has to shoulder the burden of these Ministers due to the so called
'coalition dharma' then aam admi should be given the opportunity to
heave a sigh of relief by shifting them to some other Ministries where
they are not in a position to give more sufferings to aam aadmi. If
the crude is the backbone of economy and solely responsible for the
present spell of inflation, then why the revenue on account of taxes
on crude cannot be sacrificed for the national interest. Why to crucify
aam admi for the ambitious number game of GDP. S.S.Rana

The transfer policy of IRS is unprecedented with no comparison within
and outside country. Will it have natural death because of shortage
of officers. Will the officers working in CBDT under CSS category to
be held accountable for flouting DOPT norms. Better hand over cadre
management of IRS to DOPT.
The cost of collection to be lowest in the world. Thanks to restructuring
in the year 2000, no subordinate staff support to the officers who are
asked to work without Gr D ,Driver, Tax Assistant and Inspector. Better
merge CBDT & CBEC and remove all post retirement positions. Let
each state have one CCIT and DGIT. Manage the cadre identifying Finance/Economic
Offences posts in center and state to be encadred to IRS.
Revert back to the pre restructuring working mode with increased number
of Joint commissioner Special range. Audit has already been reintroduced. Shari

There are two type of officers in CBEC and CBDT. Good officers get
good postings. Bad officers get bad postings. Similarly pay commission

Retirement age
Truly speaking, there would be no dearth of divergent views with
regard to raising of retirement age of govt officials. But if we look
into this matter with a holistic and more realistic approach, even after
leaving aside the aspects of better living conditions, longevity and
employment, etc, a dispassionate analysis of the state of affairs would
reveal a strong compulsion rather than any benevolence behind this predicament.
With the inflationary pressures operating adversely more upon the salaried
class, the economic conditions of lower and middle rungs (and especially
in the govt at all levels because salaries have not been revised for
the last more than one decade), the thing have really gone from bad
to worse. In the present scenario, firstly the housing has become very
scarce and expensive. Secondly, higher academic and professional education
has become essential for our children to become well equipped for cut-throat
competition in the job market. Thirdly, the living standards and aspirations
of the present generation have gone up considerably; and then there
are also the elementary kitchen expenses that keep on escalating every
month. Thus, after providing for the housing, education, general and
kitchen expenses, hardly any savings are left to take care of the remaining
social and familial niceties. Even though one is able to make the both
ends meet somehow or the other, the settlement of children in life (particularly
the marriages of daughters) are the Damocles Swords dangling over the
heads of fixed income groups; compulsorily necessitating arrangement
of sizable finances through loans and advances from various sources,
which refuse to get cleared before retirement at 60. In many cases,
not even these basic responsibilities are over by this time due to late
marriages and longer duration advanced studies undertaking by children.
Nevertheless, even if one is lucky enough to have discharged his fundamental
responsibilities and cleared the outstanding loans and advances from
out of the meager retirement funds received on account of gratuity and
commutation, etc, hardly any amount is left for post-retirement housing,
living and social security needs. After vacating the rented/ government
accommodation, the government officials (at any level) are virtually
on the road, as with the measly amount in hand they find it extremely
difficult to acquire even half of the entitled accommodation in the
open market. Currently, even a Janata/EWS flat costs around 12 to 15
lakhs and a plain unfurnished two-room LIG flats comes around 20 to
25 lakhs; not to speak of the higher class MIG/HIG flats which the government
officials cannot even dream about. Nowadays, who is left with this much
of money after retirement to look out for even the smallest possible
shelter? And yet, with what remains of the pension after commutation,
etc, one has to pull on with this meager income for the rest of life
facing even harder pressures of inflation day-by-day. Under these conditions,
raising the retirement age of government officials by a couple of years
would not have any serious impact in any manner, rather it would certainly
prove to be wiser step socially, economically and politically as well;
and our present day government is well equipped and better placed than
any other government in the past to take such an extensively decision
so swiftly. If the oil prices can be raised and 123 can be imagined
despite enormous flake from various quarters, raising the retirement
age of government officials by a couple of years is only a trivial administrative
matter on which even the opposition, if any, will be much milder and
others will be rather sympathetic keeping in view the welfare angle
