Rina Mitra to join Wildlife Crime Control Bureau
Rina Mitra, 1983 batch IPS of Madhya Pradesh is set to join
the Wildlife Crime Control Bureau as its Additional Director (equivalent
to IG/ Jt Secretary). The Bureau was set up last year as a multidisciplinary
agency consisting of officials from forests, police and revenue (customs,
excise) to take coordinated universal action in combating organised
wildlife crime and strengthening of the enforcement. It advises policy
changes based on the information/data on crime and criminality. P R
Mohanty, IFS-Orissa-74, Director General of Forests and Special Secretary
to Government of India heads this Bureau.

The state of Orissa of which Chief Minister is Naveen Patnaik
has emerged as one of the three financially well administered state
of the country. Top three states in this category are Orissa, Haryana

The ruling Bahujan Samaj Party(BSP)being headed by Miss Mayawati
is ahead in Uttar Pradesh. It would bag about 45 per cent seats in UP
if Lok Sabha polls were held now. Rest of the kitty will be shared by
other political parties. Fortunes of Bhartiya Janata Party(BJP) will
witness an upward trend while the Samajwadi Party's(SP's) tally will
be reduced. The Congress is on number four position in UP as of now.

in the government service. If the retirement age is increased, you take

Idea of fixed years of service is excellent
The idea of putting fixed years of service [38 years] suggested
in the whispers is an excellent idea as it will give equal opportunity
to SC/ST/OBC to achieve progress in career as they tend to start school
late and are late entrants to the service. This step would be a major

US and China
India should conclude a military defence pact with America swiftly.
This will keep China in check which is in India's national interest.
We should not allow cold war perceptions to cloud our judgement in this.
The CPM is working overtime as China's fifth column in India. Why don't
their leaders consider settling in China? They might have something
useful to do in China's numerous labour camps. What is not in India's
national interest is the so called nuclear deal. It is no deal at all.
US commercial interests want the deal in order to push up their sale
of obsolete nuclear reactors. India needs uranium for its reactors and
there are not many sellers due to US led sanctions. India needs uranium
for its nuclear weapons programme and not for energy as only 10 percent
of our energy needs will be met by 2030 with all the reactors in the
world as often pointed out by scientists and coloumnists repeatedly.
So whom are we trying to fool and why? The US wants to put a cap on
India's nuclear programme by invoking the Hyde Act if India tests. If
that happens then all the so called gains of the deal will vanish for
India. This is the CTBT by the back door. Just by hustling India into
signing now because the American clock is ticking makes no sense as
far as India's national interests are concerned. So why is the bespectacled
and learned Doctor so desperate to conclude the so called nuclear deal?
The Americans could well be threatening to tear up the 2 green cards
issued to his relatives resident in the US. Remember this is the US
of A , a country largely run by the military industrial complex and
capable of stooping to any depths to acheive their ends. For the sake
of 2 American green cards, should we barter away our national sovereignty?
50 years ago while India slept, Nehru was awake with Edwina Mountbatten
and was persuaded into partitioning India by Edwina Mountbatten as admitted
to by her daughter in a recent interview with Karan Thapar. The whole
world knows about the extra marital and illicit affair between Nehru
and Edwina and the disastrous consequences it had for the sub continent.
Are we about to repeat the same mistake because of the weakness of one

Honour to R S Pandey
Heartiest Congratulations to RS Pandey ! It is great that a worthy
organisation like the UN has recognized the initiative taken by Pandey
for good governance! However, most of the Civil Service community is
unaware of the Comminitization of Public Service Programme that has
been initiated in Nagaland. The Government should give wide publicity
to the programme i.e. how it was implemented and the challenges faced
and the benefits gained etc so that other civil servants could implement
the same in their districts/State governments. Perhaps Pandey could
write a paper on it.
