Pay Commission to reduce junior posts
While the senior level positions are being given undue importance
by the respective Pay Commissions, it is not so with the junior level
posts. There are ministries where there used to be 25 LDCs or so but
now there are only two or three. Is anybody aware of the consequences
of reducing junior level posts to such an extent.
NCRB to have ADG and DG level posts

In-situ Promotions at SAG level in ISS
According to insiders, the ISS Board headed by Cabinet Secretary
has approved in-situ promotion of ISS officers having put-in 20 years
of Service to the level of SAG. Earlier the IES board had also approved
similar promotion to IES officers. This has been done despite the fact
that recommendations of the VI CPC are yet to be implemented by the
Government, implying the importance of statistics and economics in today's
information age. While welcoming this step of Government, other Group
"A" service officers like from IFoS, IIS, ITS, IOFS, etc are
wondering whether similar view for all other Group "A" Services
with lot of stagnation would be taken by the Government outside VI CPC
so as to bring parity amongst atleast the Group "A" Services."

Sixth Pay Commission Says Rs.100/- =Rs.12830/-.Y Mishra has rightly
said that the Directors who are in the SAG but working on deputation
in Central Government under Central Staffing scheme as Director and
their pay was fixed as 18300/- maximum of NFJAG, after opting the Proforma
Promotions, are the worst sufferers. In earlier pay scale, the difference
in basic pay was just Rs.100/- (18400-18300= Rs.100/-), but this 100
rupees difference has become now Rs.12830/- (52280-39450=12830/-). This
may be more if other allowances are added to it. So the interest of
such officers, the Pay Commission should review its decision. If the
officers in the pay scale of Rs. 14300-22400 can be put in the Pay Band
4, then why not the Directors of SAG rank? The Review Committee should
avoid this greatest anomaly while giving its recommendations.

Retirement age should be 58
Ideally the retirement age should be at 58 yrs only but since it's
an issue no politico would dare to touch for the time being and it's
in the interest of nation as well as political class to leave it untouched
as it's difficult to say which way it bounce back to affect their prospects.
The current limit is good enough for the outgoing staff and it's time
they should give a thought to the younger mass for the sake of an efficient
and vibrant nation.

Induce work culture
I don't understand this debate on retirement age. These days with opportunities
galloping I hardly see anyone after retirement jogging for nothing.
Nobody eats into any one's share. Retirement gives a feeling of an official
license to go home and wait for death. You raise my retirement age to
90; I swear I will refuse to die. We need to induce work culture into
the government offices rather than debate on when should one retire.
Someone rightly posted the comments; if after 60 employees are allowed
to work on compassionate grounds then the country is being run by politicians
working on compassionate ground.

Home Town Concession:
At present this facility is once in a year for Bachelors and once in
two years for family person. We have been requesting to remove this
clause and allow this concession once in a year irrespitive of being
bachelor or a family man. It seems this Pay Commission is not interested
in it. The most affected are the persons whose home town is in the south.
Netiher the MPs/Ministers from the Southern States seems to show any
interest because they can fly to their place and come to Delhi at their
wish an pleasure for which lakhs of public money is wasted. These MPs/Ministers
should be ashamed that they are not bothered about our interests. Anyhow;
local and general elections being around the corner; we along with our
families here and also our relatives at our native would definately
vote against this government. It may or may not be effective; but alteast
we can satisfy our ego.

Recently vide your order dt:16.6.08 you have consitituted a Committe
for cadre restructing of the CSS only to look into the stagnation at
various stages.
What sin we CSSS have committed. May be the Sr.PPS/ PPS/Functional
Scale PS are enjoying with good salary. But the fate of others is pathetic.
In fact, a Grade "D" who has put in 25 years of service is
a adhoc PA. Only we Grade "D" and PAs are forced to stay late
beyond office hours and also are required to come on holidays. What
solution DOPT has for us. If there is not solution for we PAs and Grade
"D"s; DOPT may rechristen our CSSS Service in respect of PAs/Grade
"D" as Central Secretariat Dog Service.

BSP will get more than 75 per cent seat in comming Lok Sabha polls.
Your observation regarding SP graph is OK. BJP and Congress will be
major looser in Uttar Pradesh elections. In addition BSP will do better
in coming state assembly election in Madhya Prades, Chhattisgarh, Rajstan
and Delhi. So, it may be in balance in power in coming Central Government.
