Transfers of Delhi Government Teachers
The much awaited transfer orders of a few categories of teachers
of Delhi Government have been issued. A total of 171 teachers have been
transferred- TGT Home Sc.(23), Lab. Assistants (16), Music Teachers
(1), Drawing Teachers (29) and AssistantTeachers (102). The orders smack
of arbitrariness with no application of mind. A number of teachers have
been transferred from one school in a locality to another in the same
locality. Similarly, there are a large number of teachers in the list
who have been transferred within 2-3 kms of their earlier schools. Most
of the teachers who have been transferred are young. Claim of old teachers
, and those staying at large distances and few years left for retirement,
have been conveniently ignored. Special care has been taken of the newly
married teachers irrespective of the distance. Grapevine has been that
new criterion has been decided this year to suit the requirements of
some top bureaucrats. Will the CM and Education Minister look into the
Transfer Policy of Teachers and ensure that good sense prevails amongst
the bureaucrats posted in Education Department in this election year?

Age 65 but without pension
Simple mathematics has it that if government retires officers at 65,
the extra money paid over the 5 years, if capitalised and invested in
bank deposits, would be enough to compensate for discontinuation of
pension. So the solution could lie in retiring officers at 65 but without
pension. Is the FM reading this?

No job after the age of 65
Those who want government servants to retire early, should understand
that by retiring them at 60 instead of 65, we the tax-payers are shouldering
extra 5 year burden for their pension, medical expenses and they work
in lucrative jobs in private sector. The retirement age should be 65
and they should be banned from any kind of public or private employment
after 65 if they want to get pension and free medical.

This seems to be a well thought plan of the government to reduce the
number of posts leading to slow but gradual reduction and finally elimination
of the reservation in jobs.

Time is not ripe for elections
Probably this is the only difference between the politics(the trio)
and the common man (our PM). He still looks like a common man only.
But still I think the time is not ripe for elections. We are still reeling
under heavy inflation. Another bout of elections may strengthen some
parties and may weaken some, but the common man will be the ultimate
looser, who has always been. Personally I think n-deal can wait. On
political front as well the time may not be suitable enough for congress
and other allies. Even left will loose ground. Wait of another 8-10
months is worth than a N-Deal getting thru. Even some technocrats are
voicing their concern on IAEA safeguards policy. Let's hope the government
hangs on for the time being.

All about the lower cadre
Having worked in various capacities in GOI, I agree with the concern
expressed about overlooking the lower cadres. There are sections and
divisions in almost all Ministries that have become completely dysfunctional
( not defunct). Some ministries are using consultants to work as Assistants!!
The erroneous belief stems from the argument that we need to be officer
led, computerization is the answer. I see Directors and JSs working
like USs and SOs, getting to fulfill their reporting requirement - plethora
of returns, comments, notes and replies to parliament. ARC is something
I have heard but nothing has happened at the ground level. Ask for a
file or order 2 or 3 yr old and you don't get it. No wonder we rank
low in transparency, high on corruption. I will suggest a serious look
at the administrative system of delivery in the GOI as we have poor
outcomes, even with best of policies. This is one of the root causes
( I am not pitching for incompetent LDC/Assistants, but for a reasonably
competent multipurpose assistant/worker )

Sixth Pay Commission Says Rs.100/- =Rs.12830/-.
Those who are feeling aggrieved by this should read the errata issued
by Sixth Pay Commission. Point ix of this errata says that there will
be no change in the pay band that the officer is withdrawing before
the deputation. So the actual loss will be the grade pay which is not
so big.

Pay Commission Report:
Whenever the pay of PSUs/Banks are revised there is no hue and cry.
But once in 10 years; when the pay of the central government employee
is revised after a wide publicity and advertisement and thus nullifying
the benefit which they are going to get, the medias and others including
the good paid employees from PSU look at the government employees as
if they are not given anything. In fact the expenditure incurred for
the employees of PSUs/Banks is much more than the expenditure that is
spent on government employees once in 10 years. The facilities for the
employees of PSUs/Banks is really excellent when compared to that of
the government employees. Now as far as the Present Pay Commission Report
is concerned the government employees do not know what is going on due
to lack of transparency though we are in a democratic country. But the
case is not the same with PSUs/Banks as they are always kept updated
about their revised pay. Hope persons involved with the pay panel report
at least take note of this.

A few days back in this forum a mention was made about the bungling
still silently being followed in the estate office. This is true as
number quarters shown in the vacancy register does not tally with that
of allotment. The persons waitlisted for change; their number instead
of decreasing whenever the quarter are allotted; they increase in between
and then decrease and again the same thing continues and thus delaying
the allotment of quarters of their choice. This is very familiar in
important colonies like Lodhi Colony, Lakshmibai Nagar, Kidwai Nagar
etc. It seems this is common whenever the Congress Government comes
to power. One cannot forget Supreme Court Case of 1994 when Congress
Government was in power. It was well under control and again now the
same is slowly taking place because of this Congress Government. Hope
Supreme Court again monitors the situation and make Directorate of Estates
responsible for each quarter which they are allotting and bring 100%
transparency when it is displayed in the website.

Armed forces and para-military forces
I certainly agree with the dismay and anguish manifested with armed
forces. The raw deal which Armed forces and para-military forces of
this country are getting at the hands of government and its machinery
remind me about the warning the great strategician Kautilya gave long
back. Don't weigh the valour of your soldiers with their repeated sacrifices.
The state must care for them and their families, failing which the state
can hardly defend itself.
What a crude joke and shock of life that those starting their career
in Air Condition continue to rise on the graph of both corruption and
career unhindered, politician keep on hobnobbing with them, but those
who keep on toiling to maintain internal security and busy to ensure
the safety of our skies, maritime boundary and borders are completely
ignored.
At least countrymen are crying for the better pay and perks to Armed
Forces of the country. But look at the plight of Personnel of Paramilitary
Forces. No one is talking about them. Respective Directors General are
not satisfied with their scale, how can they talk for their Jawans or
Officers. At least all the three chiefs had the guts to convey through
the raksha mantri about the feelings of Armed Forces, but no one in
the helm of affairs appear to have realised that Para Military Forces
Like BSF, ITBP, CRPF ,CISF, SSB etc also deserve better deal. Their
nature of job is akin to Infantary, particularly the BSF, ITBP and Assam
Rifle.
Will some one really pay attention or let injustice continue thinking
that it may end at its own one day.
