Majumdar assumes charge as PGCIL's CMD
S Majumdar, Director (Projects) of Power Grid Corporation of India Ltd (PGCIL), has assumed the additional charge of CMD w.e.f. May 30, 2008 for a period of three months or until further orders, whichever is earlier. Dr RP Singh relinquished the charge of CMD after being at the helm of the company for 12 years. Majumdar has been Director (Projects) of Power Grid since September 27,2005. He possesses more than three decades of work experience in different power sector utilities such as NTPC and DVC. Regarding raise in retirement age from 60 to 62
It should be effective from January 2009. Last time the raise was announced on 12th May 1998 and some people missed the bus by 12 days. But it is not necessary for the precedence to become rule. Eh koi zaroori to nahin ki ghoda hamesha dhai chaal hi chalega!

Proposal to raise retirement age
If your Reports are to be believed, then the P M has delayed the prpoposal for extension of retirement age. If he goes on delaying further then he will be blamed for favouritism. So as stated by one of your readers the proposal, if is to be implemented, should be done immediately from June. The PM should not expose himself to criticism unnecessarily. He is already paying lot of price for various commissions and omissions of his coalition partners like the Left, DMK etc. This will affect Congress chances in the polls more than anything else.

Corruption in IAS
During a batch get together held in Delhi the main topic of discussion was rapidly growing corruption levels among the officers especially among the younger generations who are looking for quick kill. During discussion a northern state was rated to the most corrupt cadre and WB as the least. It seems that ED while going through some hawala investigations was dumbstuck to know that many of the officers from Punjab were owning properties worth crores in UK and Canada. The file was given a quite burial to avoid major embarrassment for the service. On the positive side there were many inspiring stories of those selfless public servants who maintained there integrity and conduct amongst all this nonsense.

UPSC has gone beyond the stipulated 15 day period to release mark sheets for CSE 2007 and DOPT is delaying the release of a revised merit list despite the stay order. What are they waiting for? Precious years of youth (those who appeared at the interview) of this country are being wasted by one delay after another! Kindly publish this on behalf of the Aspirants. The anguish and resentment with UPSC and DOPT is growing in the student community, both reserved and unreserved.

Predicament of the Stenographers' Cadre as a whole in CSSS
Two my colleagues - one from CSS and another from CSSS- were arguing that promotional avenues of a Stenographer in CSSS are better than the CSS and vice versa. Finally, when they felt exhausted, they asked me, I happened to be their neutral friend, to decide as to whose promotional avenues are better. They handed over me a paper downloaded from http://persmin.gov.in/CSWing/CSDivision/CSMainMenu.htm regarding the sanctioned strength of the CSS and CSSS. I studied the paper carefully and went service-wise as follows:
CSS
Assistant to Section Officer
There are a total 4905 Assistants and for their next promotion as Section Officer, there are 3005 posts which in percentage terms comes to 61.26 per cent;
Section officer to Under Secretary
There are 3005 Section Officers and for their promotion as Under Secretary, there are 1410 posts which in percentage terms comes to 46.92 per cent;
Under Secretary to Deputy Secretary
There are a total of 1410 posts of Under Secretaries and for their next promotion as Deputy Secretary, there are 333 posts of Deputy Secretary which in percentage terms comes to 23.61 per cent;
Deputy Secretry to Director
There are a total of 333 posts of Deputy Secretary and for their next promotion as Director, there are 113 posts in which percentage terms comes to 33.93 per cent

Personal Assistant to Private Secretary
There are a total of 2793 post of PA and for their next promotion as PS, there are 1650 posts which in percentage terms comes to 59.07 per cent;
Private Secretary to Principal Private Secretary
There are a total of 1650 posts of PS and for their next promotion as PPS, there are 130 post which in percentage terms comes to 7.87 per cent.
Principal Private Secretary to Senior Prinicipal Private Secretary
There are total of 130 posts of PPS and for their next promotion as SPPS, there are 68 posts which in percentage terms comes to 52.30 per cent. The figure 52.30 per cent in respect of promotion from PPS to SPPS is more just because both the cadres have lesser number of posts. In fact, this is lethal to the Stenographers' Cadre. It would kill the career progression of about 95% of incumbents due to lesser number of posts at the level of both PPS and SPPS and due to the fact that the incumbents who have till now made it to PPS and SPPS are young in age thus creating a ghostly level of stagnation in the Stenographers' Cadre starting from the grade of a PA/Stenographer.
Senior Principal Private Secretary to -------------------
There is no further promotion line as on today. However, 6th CPC has recommended creation of a Director level posts to be designated as PSO. This would be in nature of upgradation only and its limit is just 15% of the posts of SPPS which means only 10 posts of PSO. In percentage terms, it would be just 14%.

I concluded and conveyed to my colleagues that CSS is better placed as regards promotion. The promotional avenues available to Stenographers are virtually negligible.
Encouraged with my conclusion, my Stenographer colleague further opened up and told me that Government of India has stopped the lateral entry of Stenographers at the level of Under Secretary because it is of the opinion that the promotional avenues available to CSSS are equivalent to the avenues available to CSS. He further added that GoI has done so in order to make the promotional avenues of Stenographers better. However, it is totally untrue as would the comparison above depict. Stoppage of lateral has in fact made the stagnation in CSSS more acute than before.
In my view, GoI should either continue with the lateral entry dispensation or create a comparable number of promotional avenues for CSSS at various grades. This would ensure an atmosphere of congeniality and bonhomie leading to efficiency and output. There is one more option that 6th CPC has recommended, viz, the merger of the Stenographers' Cadre into CSS which in my view could prove to be the panacea for the maladies that both CSS and CSSS quite often undergo.

Police dog squad
The only reason why the Police Dog Squad in India is so highly regarded is because the police dogs have such high levels of integrity. So far no police dog has ever been accused of demanding bribes or making dishonourable compromises with politicians for the sake of their careers. No vigilance enquiry for amassing wealth disproportionate to known source of income has ever been instituted against a police dog. Nor do they seek media attention like so many of their peers on two legs. What is the reason for this difference? Their high standards are because they have been appointed on merit and merit alone on the basis of examinations conducted by the Police Department. There is no caste based reservation for mongrels and other street dogs, Menaka Gandhi's lobby notwithstanding. There is none of the claptrap about providing employment to the weaker sections of canine society. And the result is there for the whole world to see. Why are the armed forces and the private sector and corporate houses still respected in India? Only because they do not have caste based reservations. At the rate we are reserving government jobs , including in top services like the IAS and IPS ,for the so- called weaker sections of society we will end up with illiterates and buffoons as Chief Secretaries and Directors-Generals of Police. We had a foretaste of such buffoonery in the press conference held by IG Meerut Range recently over the Arushi Talwar murder case. All this is because of the promiscuous reservation policy in AIS services.Thank God there is no caste based reservation in the Police Dog Squad!
