must be posted at appropriate places or if the post from where they had left is

About CSSS-CSS I read the comments posted by a 'well-wisher
of CSS' in response to the views expressed by SK Kalemama about the predicament
of the Stenographers' Cadre as a whole in the CSSS after the implementation of
the ban on lateral entry of Private Secretary as Under Secretary. It is good that
CSS well-wisher at least accepted that their promotional avenues are lot better
than the CSSS and that he did not declare the figures adduced by SK Kalemama as
false. Now, I would like to comment on the duties and responsibilities including
the level of application of mind that CSS well-wisher has mentioned. In the current
scenario and computerisaton of finance and administration, the jobs that were
handled by a LDC/UDC are now being taken care of by an Assistant/Section Officer,
i.e. file keeping & submission of papers. Actual noting is done at the level
of Under Secretary or at least at the level of SO whose noting is limited to only
placing the rules position which are either routinely copied from the previous
files or are readily available in the books provided by the GoI. Interestingly,
both the members of CSSS and CSS participate in the Limited Departmental Competitive
Examination for Section Officer which is conducted by the UPSC every year. CSSS
members get through in this examination in good numbers. The subjects that are
covered in this competitive examination remain the same for both the members of
the CSSS and CSS. When a PA can successfully make it to SO, why can't a PS make
it to US through lateral entry or merger? Humorously, as per my CSS colleague,
it seems that the question papers set for PA-applicant do not test his intelligence,
knowledge, ability, capability, etc. as the questions are from the filmy magazine
Mayapuri, Stardust, etc. and not from the Manual of Office Procedure; Constitution,
Rules & Regulations which requires a great deal of use of mind!! If CSS-well-wisher
convincingly thinks that the members of the CSSS cannot not use mind; cannot quote
rules from the rule-books; cannot compile figures; cannot keep files and papers,
then there seems to be no requirement of having the CSSS cadre at all because
all the files and papers that are submitted by an Under Secretary route through
to the Director/JS/AS/Secy/Minister via a member of the CSSS. The line of contention
used by the well-wisher of the CSS that CSS does this and that is indigestible
in the sense that an LDC/UDC, and at times a peon, can rise and become Under Secretary
and a Stenographer, who used to be bone of the bureaucracy before the advent of
computer and till 40 years was being promoted as US, has all of a sudden become
a hateful nincompoop. In fact, while writing this, I am laughing at what the CSS-Well-Wisher
has written about the duties & responsibilities. In my considered view,
the members of the CSS, viz. Assistant/Section Officer have to come out of the
inhibition that they are running the Government and the senior officers such as
IAS, IPS, IFS and others are sitting idle and that the members of the CSSS are
doing nothing and getting a hefty amount of salary. Working and handling senior
officer is not an easy job. I myself have observed many an officer checking with
me what is the mood of the boss or else can you check what does he actually want
to be written on the file? Further I have noticed that the draft or notings on
files done by an Under Secretary - leave alone by an Assistant/Section Officer
- have quite often been struck down by the senior officer just because these were
not appropriately attempted and lacked many aspects. The entire thing then falls
on the head of the member of the CSSS because the whole thing is afresh dictated
by the senior officer and is redone by the members of the CSSS. Thus, by working
with Top Officers, a member of the CSSS cadre gains such an experience, viewpoint,
knowledge & capability that he/she can handle the jobs in his/her position
as Under Secretary better than a CSS colleague. Anyway, to be more precise,
a Section Officer who handles an Administrative Wing does only the routine things
such as issuing increment order; forwarding leave application; etc., so is the
case with a PS. He receives the file and paper and forwards it to the senior officer.
I do not think to become an Under Secretary through promotion one needs some special
skill or knowledge. Conversely, experience either as PS or as SO is quite enough
qualification to stake claim to gain a promotion as Under Secretary. Also,
the disbandment of the cadres of LDC/UDC by the GoI in 2005 and the recommendations
of the 6th CPC clearly provide directions to the GoI to change and keep its pace
with the requirements of the current time and IT modernisation. Therefore, the
recommendation of the 6th CPC on the merger of CSSS into CSS is wise and quite
genuine. Even if one goes by the court cases on the issue, the courts of law have
always concluded that the administrative issues should be settled by an expert
body such as Pay Commission. Now, when the 6th CPC has given its recommendation
on merger, it should be happily accepted by all in good spirit. In my view
and in the overall benefit of the GoI, the CSSS should be merged with the CSS
as it would facilitate common deployment and will end the inter-rivalry leading
to uniformity and bonhomie. The other way out is if GoI wants to keep CSSS alive,
it can keep its line upto PS and thereafter CSSS could be merged into CSS. A
CSSS Well Wisher CSS Vs CSSS - merger is the solution This is
with reference to comments made by 'A CSS Well wisher' to the observations made
by SK Kalememes. It may be stated that the observations of Kalememes are based
on facts and not on fictions, and has really refrained from commenting anything
on the duties and responsibilities of CSS/CSSS. I am neither in CSS nor in CSSS.
However, I have closely monitored the functioning of both the services. If a CSS
officer equates himself to a CSSS officer then he may switch for one day to one
CSSS officer and then experience for himself the exact nature of CSSS duties.
It is easy to say 'attending to dictation and personal affairs of officers' but
in actual practice it very different and needs far more systematic and organized
approach. As the experience goes those CSSS officers who have branched out to
CSS have been doing excellent work owing to their experience of being meticulous
and organized way of working. Then the 'well wisher' is again critical to the
DOPT's attitude. From stenographers' point of view, DOPT, CAT, courts all have
done far more harm to stenographers just to benefit CSS officers. We should try
to understand that both CSS and CSSS have their own duties and responsibilities
and MUST respect them. Now this contention also stands resolved as the Hon'ble
CPC has recommended merger of both the cadres which will benefit both the services.
This 'merger' thing again irritates CSS and they have come out with their swords
to fight against its implementation - why??? We have to seek its answer. I want
others visiting this portal to throw some light on this. Kaushal IAS

indicate that the number of officers with high integrity and public spirit is
quite large.Let this site set up an organisation called Transparency India, to
suggest practical ways of enforcing rule of law. We can start with the e-governance
requirement on which thousands of crores of rupees have been wasted but there
is hardly an office that maintains updated website or maintains a website at all
after 8 long years of persistent action by the planning commission under the guidance
of Dr. Mantok Singh Ahluwalia himself. The absence of a website is the greatest
dis-service to the citizens. The person interacting with the citizen displays
arrogance, rudeness, uncivilized behaviour and extreme roughness leading to embarrassing
situations like the one with Burney. I have been doing a quite survey of treatment
meted out to the citizens at public offices and found that no list of Officers/Other
ranks dealing with the public is displayed prominently or otherwise in the office
,no telephone numbers are displayed, numbers given are non existent (ring up any
number printed on the MTNL bill outside Luteyan' Delhi) and priced publications
are obsolete even in sensitive matters. Two specific instances are apt-1)The rudeness
towards citizens including senior citizens at the Regional Passport Office, Behind
Hotel Hyatt in Delhi should make any responsible person feel disgust and the rudeness
at room no. 7 is something unbelievable. The M/o External Affairs must carry out
incognito inspection and simply throw out such elements. In fact, the M.E.A. can
set example of "nice" behabiour for others to follow. At the moment
it is just the opposite.2)Check if D.D.A. website is available and whether updated
information is available on site. D.D.A. has developed colonies far away from
Vikas Sadan at I.N.A. market, which is in a corner and citizens have to hire taxis
to reach that office. In the absence of an updated website, citizens make unnecessary
rounds of that office wasting their valuable time and money. Since DDA deals with
residential property, everyone is required to personally go to that office. This
includes senior citizens also. The treatment meted out to the citizens calls for
immediate remedial action. For this e-governance and e-filing of papers including
signatures/photographs/--payments need to be implemented forthwith. If the establishment
ignores this call, I would request Member of Parliament Rahul Gandhi to act and

be correct. How and from whom to check the correct position. Is the citizen not
entitled to know the correct position at the click of a mouse? Why should She/he

around public offices can exploit the vulnerable citizens. E-governance is the

time that some not so senior officers of the elite Service take a cue from this
instead of their swashbuckling based on imponderables like the myth of their superiority
over other organized Services, .their batch wise seniority etc. This is the bane
of bureaucracy at the Centre and the States .There are several instances to my
knowledge when some SAG level officers of the elite Service have refused to come
on the line ,let alone return the call, simply because the callers belonged to
some inferior Services ! Such blacksheeps bring bad name to their own clan! Extending

side to the pessimism of the non IAS clan is the bonhomie extended by some Secretary
level officers who refuse to make a distinction. This is one basic cause of the
existing inter-Services rivalry for which some corrective measures are required
by the Authorities concerned. This is no moral policing and is without malice
towards anyone.This is the time for self-introspection before things go out of
hands! As the first step, the existing practice of flaunting the names of the
Services like IAS,IPS IRS etc on the official letter heads must be stopped altogether
as these are in contravention of the Government's guidelines issued with the approval

CBDT Well, according to the so called transfer policy,
all annual transfer orders are to be normally issued by 30th April and in any
case, not later than 31st May. This policy has the approval of the FM. Now,
look at what CBDT has so far been able to achieve this year. It issued an amended
policy in first week of May!! Till the end of May, CBDT has been able to issue
just one single order (of 17 CCITs)!! That much for the efficiency of CBDT and

in the London Times........ Interesting and sadly...rather true. 'Today
we mourn the passing of a beloved old friend, Common Sense, who has been with
us for many years. No one knows for sure how old he was, since his birth records
were long ago lost in bureaucratic red tape. He will be remembered as having
cultivated such valuable lessons as: Knowing when to come in out of the rain;
why the early bird gets the worm; Life isn't always fair; and maybe it was
my fault. Common Sense lived by simple, sound financial policies (don't spend more
than you can earn) and reliable strategies (adults, not children, are in charge). His
health began to deteriorate rapidly when well - intentioned but overbearing
regulations were set in place. Reports of a 6 - year - old boy charged with
sexual harassment for kissing a classmate; teens suspended from school for
using mouthwash after lunch; and a teacher fired for reprimanding an unruly
student, only worsened his condition. Common Sense lost ground when parents
attacked teachers for doing the job that they themselves had failed to do in
disciplining their unruly children. It declined even further when schools
were required to get parental consent to administer sun lotion or an Aspirin
to a student; but could not inform parents when a student became pregnant and
wanted to have an abortion. Common Sense lost the will to live as the churches
became businesses; and criminals received better treatment than their victims.
Common Sense took a beating when you couldn't defend yourself from a burglar in
your own home and the burglar could sue you for assault. Common Sense finally
gave up the will to live, after a woman failed to realize that a steaming cup
of coffee was hot. She spilled a little in her lap, and was promptly awarded
a huge settlement. Common Sense was preceded in death, by his parents, Truth
and Trust his wife, Discretion his daughter, Responsibility his son,
Reason He is survived by his 4 stepbrothers; I Know My Rights I Want
It Now Someone Else Is To Blame I'm A Victim Not many attended his funeral
