The SSP of NOIDA moved out on account of Arushi Talwar murder imbroglio, A Satish Ganesh is an RR IPS officer of 1996 batch. Arunachal Pradesh used to be the focus of attention in media mostly for oft-repeated Chinese claim on its territory or denial of Chinese visa to Arunachalees. With the announcement of a hefty development package of over Rs. 10,000 crores by Prime Minister Dr. Manmohan Singh to Arunachal Pradesh during his visit to the State on 31st January last, Centre sends a strong signal to China that Arunachal is an integral part of India.
State Chief Minister Mr. Dorjee Khandu says "we Arunachalese being proud Indians testify india's unity in diversity."He further says, relaxation of Protected Area Regime in the State has eased restriction on foreign tourists to visit Arunachal and that his State would soon emerge as one of the major tourist destinations of the country for domestic as well as foreign tourists.
Arunachal Pradesh has now 11 tourist circuits for foreign tourists to facilitate the international traveller to traverse the length and breadth of the State. Powers have now been delegated to the State Government for issue of Protected Area Permit (PAP) to visiting foreign tourists in a group of two or more persons for a maximum period of 30 days as against earlier period of 10 days.
With the support given by the Centre, the State Government is committed to develop environment friendly tourism as a key industry to make it a major contributor to the state's economic and social growth.
· New Delhi by permitting air travel for availing LTC to North East has given another indication of its sincerity to promote the hitherto isolated North-East so that it merges with the national mainstream.
· The Centre is also contemplating reopening border trade with the South East Asian nations where half of world's rich live. Once that is opened, Arunachal, as emphatically said by Prime Minister Manmohan Singh, would serve as the window to the S E Asia.

Got up at six and body was paining,
The curtains were drawn open and it was raining.
Rabdi started her yackity-yack and just added to my pain,
And despite my giving her dirty looks the yackity yack did not wane!!!
My bed tea and newspapers came,
I got up and forgot to tighten my lungi and merri practically ho gayi shame shame!!!
Why don't they have in lungis naada like in a payjama or like in a trouser belt????
Scottish people wear mini lungis and see how effectively this problem is dealt!!!
They call these mini lungis as kelts,
And the mini lungis or kelts are held up by belts!!
Was in the news because of some statements I'd made,
For your info every morning at least through ten newspapers I wade!!!!!
My son waddled in and started to complain!!!
He said, ' Papa aap itne powerful hai parr mera ka toh kuch nahi hai gain'!!!!
He was not selected in the IPL League and he's been on a cribbing binge!!!!
And very often he goes off the hinge!!!
I'd spoken to Modi and Pawar to get him selected,
But my requests were rejected!!!
Pawar and I don't see eye to eye and I've complained to PM about his shade deals,
I think that is why very anti Laloo Pawar feels!!!
Anyway I calmed my son and assured him that soon he'll own a team,
And this had the desired affect and the boy started to beam!!!
Like RJD workers donated for my two daughters shaadis they'll donate for my beta,
If I can't do this for my son what's the use of being such a big Neta!!!
With the money they donate I'll by a team for my beta and he'll Captain it,
And for very match in the dugout I'll sit!!!!
After he left Rabdi returned and started her yackity- yack,
She was demanding that I take care of her pack!!!
By her back she meant her brothers,
Brothers who she literally mothers!!!
My saalas want Railway Officials to be on their beck and call,
They say ' humm ko bhi Mantri Ji karre call'!!!
They say don't the Officials know the adage on saala or bro in law???
They say in Jeejas domain saalas word should be law!!!
I placated Rabdi and asked her to get my clothes ready and my breakfast too!!!
And then I ran into the loo!!!!
When I sit on the pot my mind starts to run,
In fact sitting on the pot I get a lot of work done!!
Sitting on the pot I cleared 26 files and took a number of calls,
While I bathed I could hear Rabdi's 'nashtaa taiyaar hai' calls!!!
Got ready and then gulped down naashta which was more like brunch!!!
Forgot that I was invited by Commies for lunch!!!!
I was feeling totally out of sync as I'd forgotten to take my kheni dose,
When I don't I hit lows!!!
Had my kheni doze and felt good and pepped up,
My having kicked this wonderful habit is just a gupp!!!
Attended some meetings and met some people and then went for lunch!!!!
I had lunch with Karat and his bunch!!!!
Commies are the most kanjoos hosts,
For lunch they served bland soup and sukka or butter-less toasts!!!!
Came back to office and dozed for a while!!!!
And when I got up on my desk there was a file ka pile!!
Had a dose of kheni and cleared the files and got ready to go!!!!
Just then Duss ka Dumm people called and wanted me to appear on the show but I said no!!!!
People made fun of me after paanchvi pass!!!!
They mocked 'graduate ne abhi kiya hai paanchivi standard pass'!!
Reached home and Rabdi served me tea and started her yackity yack!!!!
Is this the way to welcome a husband back????
I then went to meet my cows and had a long talk with my favorite one!!!
Talking with my cows is real fun!!!
This cow answers my questions with a nod of its head,
I will become PM one day this cow has with a nod if its head said!!
Some Party men came to meet me!!!
By then I was having a pain in my left knee!!!
Retired for the day and saw a few soaps on TV,

I am aghast to note the viewpoint flashed by the CSS well-wisher about the duties and responsibilities of CSS cadre in response to my impartial examination of the circular handed over to me by my friends. I had made very balanced analysis based on the information provided to me. I feel the duties mentioned by the CSS well-wisher truly belong to the top bureaucracy, i.e. IAS, IPS and IFS, etc. I wonder when the CSS is doing so much, why do we need the top bureaucracy! More so, I had talked about the PS', SOs, US' & DS' only who belong to the Group 'B' Services and not about the Group "A" Services.
Oozing venom against one service by another is derogatory and uncivilized. I had given my comments in order to flash the wide disparity in respect of promotional avenues that currently exists in the CSSS cadre vis-à-vis the CSS cadre after stoppage of lateral entry of CSSS officials. No where in my comments I mentioned about which cadre is the best and which is the worst. Well! India is a democratic country and everyone has right to put one's viewpoint. However, my advice to the CSS Well Wisher is to use polite and temperate language.

In your portal, in these days, the much discussed issue is merger of CSSS & CSS recommended by the 6th CPC.
My CSS colleagues claim that it is their prerogative to get the post of Under Secretary, not the Private Secretaries. I would like to upgrade and refresh their knowledge about CSSS Officers.
i. This is the service where a meager number of SCs, STs and OBC are selected or recommended by the SSC and UPSC as they are unable to get the cut off marks decided for them. On the other, there is a sufficient number of SCs, STs and OBCs in the CSS. To work as a CSSS Officers require "Common Sense" "Self Confidence" "Foresightedness" and "Fearlessness" . These qualities are lacking in CSS Officers whose feeder grade for Under Secretary, Deputy Secretary, Director, JS is Assistant, SO .
ii. Who handled former Defence Secretary/ Environment Secretary, Cab Secy- Mr. T.N. Sheshan,; who performed with former Home Secretaries, Mr. Padmanabhan, Mr. Kamal Pande, Shri V.K. Duggal; who is performing perfectly with Mr. Bhide, Revenue Secy, Ms Shantha Sheela Nayar, DWS Secretary, Mr. JS Sarma, Fertilizer Secy., and the like- They are the terror. Who face them and dispose of work efficiently. They are the PA and Private Secretaries. The CSS Officers must hat off their CSSS Colleagues for saving their family life, personal life, professional life as they are saved by their CSSS colleagues who has always been stood by through their thick and thin. I personally saved many of CSS Officers' career, family life, personal life who were Assistant, SO, Under Secretary, Dy. Secy even Joint Secretary. Like me, there are my other colleagues of CSSS, who has always been ready to shoulder the work of CSS who are unable to dispose of because of lacking of knowledge, confidence etc. There are so many Private Secretaries who are given grading in their ACRs - " Better than hundreds of Under Secretaries/ Deputy Secretaries/ Directors". How can the CSS colleagues say that CSSS are different. If the CSSS are different to that of CSS why the LTD Depttl. Exam have same syllabus. The same MOP/NOP, FR-SR/GFR/DFR/CCA Rules, COI, Parliamentary Procedure are gone through by the CSSS Officers equally well.
iii. I have no hesitation to say that IAS, IFS, IPS, IAAS, IES, ISS who comes on central deputation from their respective State cadres learn 90% Secretariat procedure, rules regulations through CSSS Officers only, since the CSSS Officers are result oriented.
I request CSS Officer not to be much vociferous about the merger of CSSS and CSS. This move will definitely going to benefit them only. I must advise my CSS colleagues that they must also come forward to welcome this move of the Government. In case, the merger will not take place. The CSS Officers will have to face the music of Indian Administrative Service Officers. I know how the IAS acts and reacts, how they are nurtured and developed to rule.
Cadre merger is a wise step of the Government to save the Administrative Machinery of the Government of India

About CSSS-CSS
This is with reference to observations made by a CSSS well wisher. He has recommended merger of CSSS with the CSS. His views are fully understandable. I think keeping CSSS alive would be disadvantageous of the exchequer of the GOI. Hon'ble CPC has recommended recruitment of executive assistants who would be handling the offices of senior bureaucrats. So merger is in the overall interest of GOI and be implemented at the soonest.

From the very begining of their carrier the CSSS officers work with All india services officers. With time and experience, they become masters in coordinating the office affairs. This is( coordination) what precisely the All India services officers do in initial phase of their carrier -say district level postings. In my view the CSSS cadre should be merged with any of the All India Service .

Dear CSSS well wisher,this is my reponse to your comments which appeared in yesterday's forum. I would like to comment that your views for CSS in particular and as an versatile employee in general is totally in narrow perspective and myopic in vision. Your point is untenable on following reasons;
(i) I am not aware about the career pospects of CSSS cadre fully but am aware that a group D stenographer has progression level upto Sr.PPS level i.e. Deputy Secretary in the Govt of India level whereas LDC/UDC generally retires at Assistant level and hardly a few fortunate go upto Section Officer level in the present scenario . So what rosy picture you are presenting in regard to CSS cadre.It shows the utter myopic vision you are presenting to readers. Under the present circumstances would you like to move to CSS cadre.
II) Now your comments about the strucking down the notings on file by the senior officers ,submitted by the Under Secretary , here I would like to say that your approach and attitude towards the governance in the system is narrowly limited to the notings on the files put forth by the CSS officers and not broadly confining to the view point & substance presented by the officer. I think you have totally obliterated the facts that the strucking down the viewpoints in the bureaucratic system can be at any level below the Minister if there is a difference in opinion.I believe that in case you shift to the CSS cadre and perchance working as Under Secretary or above ,and in the event of your viewpoint being contrary to the senior officer's viewpoint ,you will be happy taking down the dictation of senior officer above you rather than analysing the case and giving your own viewpoint and sticking to it.This I am telling w.r.t your sweeping comment about Under Secretarie's calibre mentioned in your comment.
(III)My dear friend presenting a shallow picture about working of the CSS in this form is one thing but actually faring the job as a CSS officer in the face of manpower crunch with multiferous activities to be performed in the entire sphere of central Govt business having bearing with the state Govt progress is quite different.One needs a great deal of analytical ability and putting forth an administrative acumen that too with minimal exposure of quality training and facilities as available to other Central cadres/ AIS. I would also like to mention that I have no grudge against CSSS as you have against the CSS ,as I consider CSSS as equally integral important part in this governing system.
