The fact is that Minister Civil Aviation Praful Patel has not been in Delhi for the last couple of days. He is scheduled to reach Delhi on Monday to give green signal to the name selected by the Search Committee on Thursday .

Two names for the post of CMD Air India have been reportedly forwarded by the Selection Committee to Civil Aviation Minister Praful Patel. Names included one IAS officer and other internal candidate. Minister may approve or reject the panel.

Should retirement age be raised ?
The age limit for entry to IAS etc. examination was initially 24 years and at different times has been raised. Now it is 30 years. Persons entering in service at the age of 30 will not be able to complete required 33 years of service to get full retirement benefits. Does this justify raise in retirement age ?

Don't Play With Anybody's Career
Meenakshi Roy has righty said,"The ACRs play a very vital role in the career of a government servant. Timely promotion and recognition are the basic motivations for a government servant So DoPT should evolve such transparent Performance Appraisal System, which should have least subjectivity and no room of unfairness and prejudices. In Central Staffing Scheme, the DoPT has fixed minimum bench-mark of ACR as 'Very Good' for empanelment of Deputy Secretary, Director, Joint Secretary. If some officer is appointed as DS/Dir/JS, it means his/her performance had been Very Good and above. So such officers are fully capable to deliver the results. Our duty is to provide congenial environment. There are examples in some ministries that some officers could not adjust or not allowed to get adjusted in the new department. Some high-headed people forget if such treatment was given to them, what would have been their reaction? First of all, provide them stage only then they can perform better." So the moral of the story is that one should not play with anybody's career. Our approach must be positive and supportive.

The rise and rise of IAS
I don't believe the IAS is losing sheen, In fact the following is true,

1. Foreign training for all IAS officers, none for other services.
2. Permission to join private sector only given to IAS, no such option for other services.
3. Selection grade for IAS at 14 years, not for any other service.
4. 95% of all Secretary posts given to IAS
5. 95% of all Regulatory posts given to IAS including technical ones such as SEBI, RBI, IRDA, Competition Commission, etc.
6. Order that no Additional Secretary without becoming Joint Secretary, designed to stop other services from getting higher positions in GoI.
7. All Election Commission members IAS officers

What next ?
1. More papers for IAS, less papers for other services
2. Reserving positions of JS and above for IAS
3. Higher retirement age (65) for IAS, 60 for other services
4. Opening up positions reserved for other services such as chairman CBDT and Foreign Secretary for IAS

5. Remaining IAS as Group-1 service to separate it from other Group-A

It's a misnomer
The phrase 'All India services' to IAS/IPS/IFS is really a misnomer. It is actually the Central Services which should be called as the AIS as the officers work from Kashmir to Kanyakumari and Kutch to North-East.. many a times without a choice. They truly represent the diversity of this vast country which give a distinct advantage to have a holistic approach to their field.

Surely tax-payers are responsible for IT Collections
IRS should be credited or debited. Sure hot economy and tax payers are responsible for IT collections. Take a look at this story. Birbal was asked to prove his statement on citizens behaviour by Akbar the great. Birbal got an empty vessel installed at the palace gate and an order was issued to the citizens that each should pour one cup of milk. The Great found water in the vessel. U require someone to be present at the palace gate to find whether water is being pored or milk.

Freshers should be involved in decision making
I have been watching the malaise in Indian bureaucracy for long. It has become stale and requires tpo brains in decision making. We must find a way to have persons on merit in Govt. of India. At present, empanelment based on a service in the name of fitness is the biggest fraud perpetuated by the IAS lobby. It must go at the earliest to provide freshness, better decision making and checks & balances within the system. It will also make IAS officers civil servant rather than egomaniac.

Retirement not followed by post retirement assignment turns one into a common person. What is amazing about Kamal Pandey using Maruti 800 after his retirement from the post of Cabinet Secretary, Government of India ? Such whispers do not lend dignity to a website like yours.

Many IRS officers like to work in Systems
Your comments are without basis. There are many IRS officers who would like to work in Systems but are not given a chance. With a few exceptions of persons like Ajay Singh, most of the persons posted in Systems are those who have neither aptitude nor competence for the job. I for one have been denied joining Systems since 1992 when I was handpicked by the then chief of Systems. Mine may not be the only case. Therefore, it is wrong to say that IRS officers do not want to join Systems.

About downgraded entries

Apropos Rakesh Mohan and Ram Kumar's concern on downgraded entries. The real culprit is DoPT and if it has changed the guidelines for DPC to consider 'Good' as 'Very good', it is really heartening. The good sense has finally prevailed. I would request whispersinthecorridors to confirm this. I wish to remain anonymous. Plz do not mention my name or other details.

Suggestions to improve bureaucratic system
What is there in our system which makes people honest or dishonest? Afterall, everybody wants to be honest barring some exceptions
1. Government should improve facility for officers
(a) In the field of health, so that no officer has to spend money from his pocket, unfortunately the condition of CGHS run health facility is abhorrent.
(b)The housing facility needs huge improvement. Officers have to fork out huge sums of money when they move in to any Government accommodation, as CPWD maintained houses are no better than slums. Not a day goes by without some plumbing work or electrical work to be done (at your own expense).
©Transfer grants are measly compared to actual expense, forcing people to look for corruption money to fund this.
2. The pay must be linked to performance or productivity in some way. Of course the inefficient must face expulsion.
3. Lateral transfers to and from private sector must be encouraged (with checks).This will also compensate efficient officers, as they will get good salary in private sector.
4. Anti corruption machinery must be strengthened. Fast track courts should try corruption cases. The CBI should be made more broad based with representation from all services and also some prominent people form the society should be on the governing body of CBI.
I guess my suggestions, though good, are yet not to the liking of that part of bureaucracy, which has deep vested interest, in perpetuation of the present corrupt and inefficient system.

Who is the perfect Government servant ?
It doesn't makes me really proud, and I don't think it needs to be emulated. It is in the interest of the rich and the mighty in the country to make government workers feel like servants. What is corruption ?
It is fine and funny to find action and reaction over the issues, like corruption across various 'services'. Here, many forget to realize the fact that corruption or any such ailments generate first within and then only we find such things in and around our society as mere outer manifestations. Being aware civil servants, we better find, redefine and believe in our soul leadership and then try to check all possible roots of corruption. It is true that it spreads everywhere because our inner illness have got wider reach across the boundaries of department, post, cadre, status, etc. Moreover, on issues, like corruption, before raising the finger towards anybody or any particular department, it is always advisable to look within and find the answer. My friends, stop mud-slinging, and if possible, make some small gestures towards little sustainable changes in and around our systems and sub-systems.

Such things should be exposed
Raghurane is absolutely right. RK has no knowledge of the way IRS functions. Insiders know this truth very well that in most of Search and Survey operations there are recorded evidences found of kickbacks/ bribes given to IAS/IPS/ other government departments, for awarding of contracts. If only income tax department decides to make such things public or initiate proceedings against such officers almost half of them will lose their jobs. Perhaps it is department's fault to have shielded all such IAS/IPS all along but now it is high time that such things should be exposed.

I am appalled once again that anti IRS tirade is at its worst. See, it's easy to brand a service to show that other services are heavenly born. Let me set the record straight. Power corrupts but absolute power corrupts absolutely. And every one knows which particular service has enjoyed absolute power till date. So where will be more corruption? Where there is discretion in decision making. One district collector makes more money than all corrupt IRS put together because he simply gets a cut in all development schemes. One AP Singh was worth 10000 corrupt IAS officers. Please don't be partial and accept the fact that central services - because of the rule bound nature, lesser discretion, and of course fear of CBI - are lesser corrupt compared to state based IAS, IPS and IFS.
