Secrs warned against sending juniors at Cabinet meetings
Secretaries of various ministries have been asked by the Cabinet Secretariat not to send officers, not well versed with the subject, to crucial meetings of Cabinet or Cabinet committee. It is annoyed with sending joint secretaries, not conversant with the subject of deliberations, at such meetings on the pretext of non-availability of the Secretaries concerned. "No officer below the level of additional Secretary shall be in attendance in the meetings except under prior explicit permission", a circular issued recently says.

Your information on different postings and reshuffling in the government is very correct mostly. But it seems CSS Babus are only your source of information. But for director Officers of Civil Services, these CSS Babus think as if they are running the Government. They have all rights to boast about their poor working but how can they write about PS/PPS/SrPPS. CSS Babus are only fed from LDC/UDC/Asstts. and now they have managed a good hold in CS II Section and getting their people promoted very fast. And they claim that Central Secretariat is run by CSS. Private Secretaries or senior PPS on the other hand working with top level Secretaries and Additional Secretaries and Joint Secretaries are Managing their offices, a lot of files, all VIP telephone calls, gather information, arrange appointments and meetings and then manage their personal things also. Is their any comparison of their working with CSS. Why these PPS/Senior PPSs should not be designated as OSDs or Under Secretaries and Deputy Secretary. To work with a Secretary or with an Additional Secretary is a challenging job. The power behind the efficient functioning of top offices is the power of CSSS. But why it is not acknowledged properly. Whisper must do the responsible job of highlighting their indispensable role in the Central Secretariat functioning

Much has been written about the simplicity of Kamal Pandey. There are at least a few more in this category. And definitely EN Ram Mohan an IPS Officer of the A&M Cadre who retired as DG, BSF is best known for his simplicity and honesty. A person who stayed in a Type V quarter, though entitled for higher type, whose wife goes walking to the market to purchase provisions or who used to wear the old khaki cotton trousers as part of his uniform or even travelling in two wheelers.
An officer who volunteered to serve in the trouble torn J&K at the peak of terrorism also goes to his credit. But it these officers who really take the administration in the right stride.

Goa case must be handed over to CBI
Attempts by Goa Police to hush up rape and murder of fifteen year old British girl Scarlette Keeling in Goa by treating it as a case of accidental death due to drowning by ignoring vital evidence in the shape of injury marks on her body and contradictory versions about her autopsy are all indicative of deep police- criminal- politician nexus. This perception is further strengthened by fresh efforts of Goa police to get ossification test done so that incase Scarlette Keeling is proved to be more than 15 years of age , rape can be converted into case of 'consensual sex' and if less than 15 years ,then a case can be foisted on her mother for her failure to take care of her child. This type of justice system will bring shame to the whole nation and countrymen. All efforts made by GOI and crores spent on promoting India as tourist destination by undertaking numerous foreign junkets by ministers etc. are bound to get nullified if some immediate corrective steps are not taken . This case must be immediately handed over to CBI in deference to the wishes of mother of Scarlette Keeling to book the murderer/rapists involved.

V Malhotra's opinion on PS/PPs/Sr.PPs.
All the lower staff agree with his opinion. But the main culprit is Department of Personnel who have not issued any order about their duties nor they have issued any instructions saying that PS/PPS/Sr.PPPs are responsible for late sitting in assisting the senior officers and not the lower staff. Even the administration of respective Ministry sleep over this though they are aware of this. When the 6th Pay Commission Report is going to be implemented, these persons are going to get more pay - enjoy and continue to be same as now until something is done and the poorer lower staff may remain where they are - This is real exploitation.

The mutual contempt, ridicule and recriminations that surface in this column are symptomatic of a deeper malaise within our democratic polity. However, the system transcends our vile egos and petty concerns. The impressive though not inclusive strides taken by the nation despite the internecine conflicts among the supposedly creme-de-la-creme is a pointer to the reality of other unrecognized forces-both natural and human-at work. The GDP and the taxes that emanate from it is the productive outcome of the relentless toil of the millions of masses. However, the sweeping generalization with which particular sections, both in the political and bureaucratic establishment, unabashedly claim credit for it makes one wonder whether life is really so simple with cut and dried solutions! At the same time, it is a reiteration of our eagerness to forever amass and accumulate than to realize and utilize. The so called exalted status of a minuscule proportion of the population notwithstanding, all seem to suffer from inexplicable fears and a feeling of gross insufficiency within. Courage, conviction, trust, camraderie, institution building, leadership, reaching out, noblesse oblige....which are the traditional hallmark of the organic growth of systems are seldom in evidence in the existing milieu. We seem to have adopted adversary positions in the extreme rather than joining hands in a collaborative mode. In the craven race for one-upman-ship by belittling our brethren and letting down everyone in the process, where have we come to? And where are we heading for? Issues ranging from foeticide to infanticide to homicide to suicide to the murder of democracy in various forms stare us in the face. However, we are content in our dark dungeons hitting out at each other in the dark and hoping for the Budget and/or the Pay Commission to provide a panacea for the systemic ills!

I agree with Mr Malhotra
I agree to Malhotra. This is fact that they are doing a little job in Govt. Establishments. It is also true that what Stenos and PAs are doing in Govt. Offices, in comparison a better performance has been shown by the temporary DEOs for just Rs. 4000-5000/- per month. The cadre of Sentos and PA must be declared as dying cadre instead of LDCs and UDCs.
