Kasbekar is no more
P. D. Kasbekar, a senior IAS officer of yesteryear passed away on Saturday, 15th March. He was a former Chief Secretary of Maharashtra. He had also been the Chief Controller of Imports and Exports and Joint Secretary in the Department of Economic Affairs where he had handled the position of Controller of Capital Issues. After retirement he was the Director of the National Institute of Bank Managment. As a young officer in the 1950s he had also been Private Secretary to the then Finance Minister, Mr C. D. Deshmukh.

Sumantra Chaudhuri who is presently in the parent cadre of West Bengal has been appointed as Secretary, National Commission for Minorities, Ministry of Minority Affairs in the rank and pay of Secretary.He is an IAS officer of 1974 batch & belongs to the 1974 batch.

Some interesting aspects to the retirement debate:
1.The US has a legislation called Age Discrimination in Employment Act, 1967/1978. In this "Since 1978 it has prohibited mandatory retirement in most sectors, with phased elimination of mandatory retirement for tenured workers, such as college professors, in 1993. Mandatory retirement based on age is permitted for only one reason: Executives over age 65 in high policy-making positions who are entitled to a pension over a minimum yearly amount." 2.In India too, the Constitution enjoins equality among equals. If recruitment of candidates of an age spectrum (like 21-30 years) is permitted, it is presumed that they shall be treated as equals. But if retirement is fixed at one age (60 or 62,it doesn't matter)then the person who was recruited at 30 gets only 30 years of service, 9 years less that the one who came in at 21.The older is denied senior posts such as Cabinet Secretary, HoD, as a result. Ironically, throughout service all promotions rest on length of service, but at retirement the criterion is suddenly switched to Age. Discriminatory? Specially to SC/ST/OBC? Think about the implications

What is the meaning of professionals ?
When you report postings of technocrats you call them 'professionals', while IAS officers are described as such. Does it mean that IAS (and other generalist services) are non-professionals? How is this true when the IAS for the last 15 years 40% is composed of professional degree holders and who have done well with their peer group in their own discipline?
Do they become amature when they join the general service? Please call technocrats technocrats or technical officers and not professionals, as if the general cadres are sort of politicians!

CBDT in a state of hibernation !
The CBDT is in a deep state of hibernation. Some very vested interests have still not allowed the creation of the Directorate of Human Resources, even though almost two months back had announced the setting up of this Directorate. Why? There are quarters that do not want this Directorate to come up as the erstwhile AD VI is easy for them to be manipulated.
Similarly, the post of Commissioner of Finance, even though cleared by the Cabinet almost 1 year back has still not become functional. This inertia is inexplicable. Who is responsible

Better to Give Opportunity to Young Generation.
D.K.Singh said,"It is heartening to see that the government has recognised that the retirement age is now being increased to 65 years of ITAT. This shows that the right age for retirement for government employees now should be 65 years in view of the general health conditions and their ability to work and give the benefit of their experience to the government itself. Why government should loose this benefit especially when employment avenues in private sector is tremendous and new comers are preferring private sector because of the big pay package being offered to them. In view of the above reasons it would be prudent and in the interest of the government to immediately raise the retirement age of all central government employees to 65 years immediately." But it a fact that government also require quality in approach and working. This can be achieved only after induction of young people who are better equipped with new ideas, positive and professional approach and most important having knowledge of technology, computers etc. No doubt there is value of experience but now a days speed also matters in actions. It is suggested to keep the experience holders as advisors and to provide opportunity to young generation which is not only the need of hour but also in the overall interest of the country.

They are always sincere
This is with reference to remarks of Mr.Malhotra about PPS and Senior PPS. He has mentioned about lady stenographic line officers leaving office early. I may add for his information (which he knows very well) that he may visit any section in the GOI after 4pm and enlighten us about the presence of lady staff there. Not only lady staff but also the male staff is hardly seen after 5pm. Only the responsible SOs or USss may be seen in their seats. No doubt SOs and USs are supposed to play a crucial role in CSS but practically they are applying their minds only to fight with CSSS. They are helpless before IAS, with whom they have direct clash about promotional avenues, so always try to prove their dominance over CSSS, who are always sincere, dutiful and never fault finding with others.

Tracking down terrorists and shaping up sports are two different things. Unfortunately there is Bureaucracy in Sports also which is blind to this difference. Indian Hockey has already suffered life imprisonment ( of fourteen years) in the prison called KPS Gill. It must be rescued now. Let us not think of where Gill goes thereafter. Let us think where Indian Hockey should go. If Gill does not go by himself then hockey loving Indians should show him the door. Soonest it is done the best.
