am a resident of Delhi. I received my water bill for the last 3 months from Delhi
Jal Board (DJB) on the evening of 15th March, 2008.The next day 16th March was
a Sunday and the last day of payment is 20th March,2008. Payment after 20th March
will attract a surcharge. I went to the DJB's office on 17th March to pay my bill,
stood in the queue and returned after a few hours as the counters close by 3 pm
and I still had a long way to go. I will again go on 18th March. Is this not
mismanagement and callousness of DJB? Why such short notice of payment? Why should
lakhs of Delhi residents be harassed in this way? If DJB is serious about solving
the peoples problems they should consult Resident's Welfare Associations (RWA's)
for receiving payments and set up collection boxes in various parts of Delhi.
They can also appoint collection agents all over Delhi who can receive payments
and issue computerised receipts as is being done by Electricity Discoms.

Police bosses of Delhi Sir,the most stagnating service now in goI is Danips
(ACP in Delhi police). The officers are at the same rank for last 23 years where
they started their service. MHA and GNCT, both are responsible for such an important
service being totally demoralised and compelling the officers recruited directly
through UPSC to seek other career opportunities after VRS or quitting the service.
I am predicting that in coming years there will be massive exit of direct officers
from this service and by that time it will be too late to retain police officers

Need
for wide spread reform in Police 1.The murder of British teenager highlights
the problems arising out of Indian policing system 2.While CBI and ACB has
been able to rein in other departments as far as corruption goes, yet police is
the most corrupt organisation in India as CBI and ACB both come under IPS officers
and nobody punishes himself. Therefore you will find that the number of CBI raids
on IPS officers is one tenth of that on revenue officers. Even though they are
equally susceptible to corruption. 3.I remember an instance where a friend
of mine had false rape case filed against him by a business rival. The SI, Inspector,
DSP all demanded Rs.25000 each to settle this matter, knowing very well that the
case was a frame up. I called up the SP for justice for my friend telling him
that I am of his rank only, and it is a genuine case. The SP agreed that it was
a genuine case but did not help. Later on I was told by my friend that the SP
also started demanding his share. I even spoke through a Joint Secretary in Ministry
of Home (Centre) but to no avail. My poor friend had to settle the matter through
paying only. 4.Often officers of Group C level in police are found asking for
bribe of lakhs of rupees, for Class A officers it runs in Crores. 4.The corruption
in police has become brazen. Add to this is political interference, which demoralises
the honest ones. 5. Solution is to depoliticise the police force and to hand
over the anti corruption function in police to other services and a body of prominent
citizens. Better facility and pay for Police in particular and other civil servants
should be provided. Otherwise no reform can stop this kind of incidents from

is with reference to news item CBDT in a state of hibernation. The greatest challenge
for the Government today is to totally overhaul the human-resources policy of
the CBDT which inspite of the obstacles has given a record tax collection , thereby
literally bailing out the Government to provide for waiver of loans. Take for
instance, the following cases: (i) There would be as many as 5 Chairman CBDT
after 31.03.2008, within a short span of 1 year. Can it be ever imagined that
a dynamic corporate house will have 5 CEOs in a span of one year? (ii)
A young officer applied for deputation to the Finance Commission in Nov 2007.
The mandarins in the inefficient AD VI of CBDT is yet to take a decision on that!!!
(iii) An officer applied for a post in a PSU on a permanent deputation basis
( read resignation) in January 2008. The last date for submitting the application
to PESB was 12.2.2008. But the same is yet to be considered. How can Human
Resources blossom in such a ossified atmosphere? Steps need to be taken to immediately
overhaul the system and the answer is the creation of the Directorate of Human
Resources, but it is understood that the vested interests do not want to allow
this, right under the nose of the FM. Is anybody accountable? If the FM is efficient,
why doesn't he hold people accountable ??? Jagatramka

Comments
on S.K. Gupta regarding PPS/Sr.PPS I, Malhotra, a Steno Grade "C"(adhoc)
and that too after 25 years made these comments. I mentioned that in Stenography
line ladies are not disturbed by officers either for dictation or for late sitting
even though they are PS, Functional Scale PS/PPS/Sr.PPS. Apart from this, when
it comes to late sitting either on exigency or on a regular basis when working
with senior officer, these PS/PPS/Sr.PPS, instead of taking responsibility by
sitting late pass on this burden to the either Grade'D' or Grade "C"
or say that each will sit each day though the designation and salaries are different.
This is really a stupid arrangement which the officers also do not realise. Actually,
the officers should ask these Gazetted Stenos to sit for more days and the Grade
"D" or "C" for lesser number of days, as PPS/Sr.PPs call themselves
Under Secretaries and Deputy Secretaries. By allowing the lady PS/PPS/Sr.PPS to
leave office and forcing the Grade'D" or "C" to sit late is illogic
as it affects the morale of Grade 'D' and Grade 'C" stenos, as at the most
they may retire as regular Grade 'C" or only PS, wherelse these PPS/Sr.PPS
are already enjoying their designation. Will the lady or male PS/PPS/Sr.PPs accept
for gross change in the salary with that of Steno "D" or "C".
They wont. So they should take the responsibility of sitting late and should not
fool the Grade 'D" or "C' stenos. These comments has noting to do with
LDC/UDC/Assistants etc., of CSS cadre because this is a problem within CSSS cadre. Malhotra

inefficiency. The previous chairmans could not take decisions as they wanted to

Minister lays foundation stone of new bridge over Damodar The Union
Minister for Fertilisers & Chemicals and Steel, Ram Vilas Paswan, laid the
foundation stone of a new road bridge over the river Damodar in Burnpur on March
18,2008.It will connect Burnpur in Burdwan district and Madhukonda in Purulia
district of West Bengal. The construction of the bridge is being funded by Steel
Authority of India Limited (SAIL) under its Corporate Social Responsibility programme.
The estimated cost of construction is about Rs. 50 crore.Addressing the gathering
on the occasion, Paswan assured that ISP would keep its modernisation & expansion
