Top positions in intelligence are not being filled up
If informed sources are to be believed, the efforts to fill up the position of JIC Chief have come to a naught. Only the top bosses in Rashtrapati Bhavan know the real reason. Similarly there is no move to fill up the position of ARC Chief. Some say that Intelligence agencies are not in the priority of the present setup. This lackadaisical attitude is contrast to Foreign service positions where appointment/ leave extensions are made well in advance. This neglect of the Intelligence agencies when there revamping is considered necessary is baffling.

FORUM

This is the Jal Board of Delhi ......................(Print from origin : whispersinthecorridors.com ).
I am a resident of Delhi. I received my water bill for the last 3 months from Delhi Jal Board (DJB) on the evening of 15th March, 2008.The next day 16th March was a Sunday and the last day of payment is 20th March,2008. Payment after 20th March will attract a surcharge. I went to the DJB's office on 17th March to pay my bill, stood in the queue and returned after a few hours as the counters close by 3 pm and I still had a long way to go. I will again go on 18th March.
Is this not mismanagement and callousness of DJB? Why such short notice of payment? Why should lakhs of Delhi residents be harassed in this way? If DJB is serious about solving the peoples problems they should consult Resident's Welfare Associations (RWA's) for receiving payments and set up collection boxes in various parts of Delhi. They can also appoint collection agents all over Delhi who can receive payments and issue computerised receipts as is being done by Electricity Discoms.
Is CM Sheila Dixit or her IAS bureaucrats listening?

For Police bosses of Delhi
Sir,the most stagnating service now in goI is Danips (ACP in Delhi police). The officers are at the same rank for last 23 years where they started their service. MHA and GNCT, both are responsible for such an important service being totally demoralised and compelling the officers recruited directly through UPSC to seek other career opportunities after VRS or quitting the service. I am predicting that in coming years there will be massive exit of direct officers from this service and by that time it will be too late to retain police officers having versatile experience of policing the capital of India
R K SHARMA....................................(Print from origin : whispersinthecorridors.com ).

Need for wide spread reform in Police
1.The murder of British teenager highlights the problems arising out of Indian policing system
2.While CBI and ACB has been able to rein in other departments as far as corruption goes, yet police is the most corrupt organisation in India as CBI and ACB both come under IPS officers and nobody punishes himself. Therefore you will find that the number of CBI raids on IPS officers is one tenth of that on revenue officers. Even though they are equally susceptible to corruption.
3.I remember an instance where a friend of mine had false rape case filed against him by a business rival. The SI, Inspector, DSP all demanded Rs.25000 each to settle this matter, knowing very well that the case was a frame up. I called up the SP for justice for my friend telling him that I am of his rank only, and it is a genuine case. The SP agreed that it was a genuine case but did not help. Later on I was told by my friend that the SP also started demanding his share. I even spoke through a Joint Secretary in Ministry of Home (Centre) but to no avail. My poor friend had to settle the matter through paying only.
4.Often officers of Group C level in police are found asking for bribe of lakhs of rupees, for Class A officers it runs in Crores.
4.The corruption in police has become brazen. Add to this is political interference, which demoralises the honest ones.
5. Solution is to depoliticise the police force and to hand over the anti corruption function in police to other services and a body of prominent citizens. Better facility and pay for Police in particular and other civil servants should be provided.
Otherwise no reform can stop this kind of incidents from happening.

CBDT Affairs............................................(Print from origin : whispersinthecorridors.com ).
This is with reference to news item CBDT in a state of hibernation. The greatest challenge for the Government today is to totally overhaul the human-resources policy of the CBDT which inspite of the obstacles has given a record tax collection , thereby literally bailing out the Government to provide for waiver of loans. Take for instance, the following cases:
(i) There would be as many as 5 Chairman CBDT after 31.03.2008, within a short span of 1 year. Can it be ever imagined that a dynamic corporate house will have 5 CEOs in a span of one year?

(ii) A young officer applied for deputation to the Finance Commission in Nov 2007. The mandarins in the inefficient AD VI of CBDT is yet to take a decision on that!!!
(iii) An officer applied for a post in a PSU on a permanent deputation basis ( read resignation) in January 2008. The last date for submitting the application to PESB was 12.2.2008. But the same is yet to be considered.
How can Human Resources blossom in such a ossified atmosphere? Steps need to be taken to immediately overhaul the system and the answer is the creation of the Directorate of Human Resources, but it is understood that the vested interests do not want to allow this, right under the nose of the FM. Is anybody accountable? If the FM is efficient, why doesn't he hold people accountable ???

Rizvi has raised interesting point
K Rizvi has raised interesting point. A young man of 21 could not make it but was allowed for 9 years to keep on trying. He finally made it, perhaps more due to perseverance than merit. Shall we ensure highest post to such a man by extending his retirement age suitably? More so when he is given benefit of reservation. Why not stop retirement of such persons till they reach highest post, may be by 100 or 120 years, if they survive God's final notice till that age?

Comments on S.K. Gupta regarding PPS/Sr.PPS
I, Malhotra, a Steno Grade "C"(adhoc) and that too after 25 years made these comments. I mentioned that in Stenography line ladies are not disturbed by officers either for dictation or for late sitting even though they are PS, Functional Scale PS/PPS/Sr.PPS. Apart from this, when it comes to late sitting either on exigency or on a regular basis when working with senior officer, these PS/PPS/Sr.PPS, instead of taking responsibility by sitting late pass on this burden to the either Grade'D' or Grade "C" or say that each will sit each day though the designation and salaries are different. This is really a stupid arrangement which the officers also do not realise. Actually, the officers should ask these Gazetted Stenos to sit for more days and the Grade "D" or "C" for lesser number of days, as PPS/Sr.PPs call themselves Under Secretaries and Deputy Secretaries. By allowing the lady PS/PPS/Sr.PPS to leave office and forcing the Grade'D" or "C" to sit late is illogic as it affects the morale of Grade 'D' and Grade 'C" stenos, as at the most they may retire as regular Grade 'C" or only PS, wherelse these PPS/Sr.PPS are already enjoying their designation. Will the lady or male PS/PPS/Sr.PPs accept for gross change in the salary with that of Steno "D" or "C". They wont. So they should take the responsibility of sitting late and should not fool the Grade 'D" or "C' stenos. These comments has noting to do with LDC/UDC/Assistants etc., of CSS cadre because this is a problem within CSSS cadre.

Who will be FIRST SECY MAURITIUS AND SINGAPORE?
Two posts were created more than a year ago but CBDT has not posted any body so far, this is the height of inefficiency. The previous chairmans could not take decisions as they wanted to send their favourites , who were not having experience of DTAA of these two countries. Current chairman, it seems, will be able to take decisions objectively and decide from a list of 40 officers based on their experience of DTAA with these two countries.

As expected on N Deal UPA and Commies have bought time,
For the Country both don't care a dime!!
..................................(Print from origin : whispersinthecorridors.com ).
The Deal is now in the deep freezer frozen in ice,
India 's being shortchanged by Sonia and her Vice (PM)!!!

Because ball is in Sonia's court or the buck is on her table!!!
But Sonia seems to be more worried to keep UPA stable!!!

With a minority Government USA has confirmed it's prepared to ink the Deal!!!!
Yes USA has its interests because there's no free meal!!!

But net net India gains,...............................(Print from origin : whispersinthecorridors.com ).
And this is what is giving Commie's noodle eating and Vodka guzzling Bosses pains!!!

Commies are doing what their Bosses are saying!!
And for power with the Country's future UPA is playing!!

Chalo from Commies this is expected because their Bosses want an India that's weak!!!
And a weak India means an India that's meek!!!

But from Congress this is not expected!!!
As a pro India Party Congress by Congress is projected!!!

Sonia Kisan Karaz Maaf Yojna…. Congressis want waiver scheme to be named!!!
To credit the Gandhi family Congress is famed!!!

Or it could be named Rahul Farmer Loan Waiver Scheme!!!!
The waiver spotlight on Rahul they will then beam!!!

PC challenged BJP to fight an election with waiver as the sole issue or matter!!!
Are these words of a FM or a mad hatter????.
(.............................Print from origin : whispersinthecorridors.com ).
Having failed on all other fronts now PC's making Congress hide behind the waiver!!!!
He feels waiver is going to be Congress's saver!!!

Whereas truth is Farmers have given the waiver a thumbs down!!!
For the waiver they use an unprintable adjective and noun!!!

In Maharashtra Sonia tried to become a Saudagar of Votes but failed!!!!
She expected as a messiah of Farmers to be hailed!!!

Farmers say 'don't gift us money but address the issues plaguing farming'!!!
Waiver is just trying to be to farmers charming!!!

What Congress has done is put in Farmers mouths lollipops!!!!
Hoping that till elections their moaning stops!!!

After Rahul's Dalit woman for PM comment Manmohan is sad!!!
They say he feels he's been had!!!!!.............................(Print from origin : whispersinthecorridors.com ).

He feels 'after all my servility is this my reward or prize'????
Though some say Rahul has just cut Manmohan to size!!!

Sarabjit's sis has met Rahul for her brother's pardon and freedom!!!
Who is Rahul in the scheme of things … India is not Gandhi Family's Kingdom!!!

He's just a junior MP and Sonia Gandhi's beta!!!
For Pakistan he's just an Indian Neta!!!!!

Pakistan has demanded quid-pro-quid and India will agree!!!!
And Rahul Baba will be credited for getting Sarabjit free!!!!

PMO. MOD and MEA would have done the kaam!!!!
Aur Rahul will get the naam!!!

But then Manmohan , Antony and Pranab will obediently give Rahul the credit!!!!
And say that Sarabjit got saved because Rahul 'said it'!!!

What's happening to our electronic Media???................(Print from origin : whispersinthecorridors.com ).
Just view India TV and Star News and you'll get the idea!!!

The most ludicrous things are being shown!!!!
And out of proportions trivia is being blown!!!

WWF is a sham but still they show Khali bouts as if these are real bouts!!!!
Any sane person on the sanity of these channels will have doubts!!!

Ad Companies need to do an ad review,
And they'll do this once the programmes on these Channels they view!!!

Confucius says… seems both these Channels have no news reporting prowess!!!!
And so apne reporters ko kiya hai trivia search mein press!!!

S. Ramnath has been appointed Managing Director of the Kerala Industrial Infrastructure Development Corporation (Kinfra) WelcomHeritage adds 3 more heritage properties
India's fastest growing chain of heritage hotels, WelcomHeritage, a joint venture between ITC and Marudhar Hotels of Jodhpur, has added three more special properties to the chain on March 17, 2008. These three properties are located far apart and offer different moods and uniquely different architectural styles.Beginning from the north, we have WelcomHeritage Chalets Naldehra, near Shimla. Considered among the finest retreats up in the Himalayas, these unique log huts designed in the style of Scandinavian Log Huts, are made of specially treated wood from Finland. The resort is built on a thickly forested mountain spur facing a deep valley and spectacular views are offered from every window. Naldehra offers 19 beautifully appointed log huts and cottages with total 34 rooms, a restaurant and a bar. Golfing, white water rafting on River Sutlej, riding, trekking and fishing (in season) are among the leisure activities offered at this splendid resort.Next on our list is Bijayniwas Palace, built by Rao Bijay Singh, the erstwhile ruler of Masuda, a principality which falls within the District of Ajmer. With its 18 rooms now fitted with modern amenities for today's travelers, regal heritage lives on, in this elegant Palace, through traditional murals and frescoes on the walls and original period furniture. A regal Dining Hall offers continental and Indian cuisine, while leisure time can be spent enjoyably with a dip in the swimming pool or a game of tennis. Holy town Pushkar is 65 kms away. Equally close is the Sonkhla Reservoir, the haunt of the famous Great Indian Bustard, now on the endangered list. For our third property, we travel down south to Puducherry. Dating back to more than 150 years when the area was under French rule, 'Calve' was owned by a Chettiar family. Now, the bungalow is a splendid example of architecture of that period, its unmistakably French ambience - tall columns, wooden shutters, tiled flooring and fine woodwork, are the result of extensive and meticulous restoration. The property's 11 rooms offer period furniture, and soft furnishings in keeping with its heritage status. Continental cuisine includes popular French dishes, along with Indian and local cuisine.
According to Rakesh Mathur, President WelcomHeritage, "With the new additions, WelcomHeritage has added a unique property in historical Puducherry, a Palace close to the holy temple town of Pushkar and the splendid Chalets Naldehra, near Shimla. This brings the total number of properties in the chain to 56. Our search continues for locations in important tourist destinations and in states where we are yet to find a presence. We will continue our push in India's North East, as our foray into this region has helped to open up lesser-known areas and bring unexplored destinations into the tourism circuit. As I have said on more than one occasion, suitable links and circuits, are essential for helping in making smaller heritage hotels into viable options.
