and IPS reshuffle now likely in Nagaland Major reshhuffle of DC
and SP is on the cards in Nagaland. It has been evident that CM is not happy with
the performance of DC and SPs of few important districts like dimapur where the
NPF party of Rio was washed out. The district officials are being blamed for poor
performance and a major overhaul is expected. Incidentally the top police and
bureaucratic brass was seen explicitly helping Rio . The DC and SP of Dimapur
were posted only 6 months back. So much is the regard for Supreme court's directive
on fixed tenure !. D.V.Negi is PCCF Arunachal Pradesh D.V.Negi

the representation of the IAS officer and dispose it of by passing a detailed

FORUMWhy
posts are not filled ? This is a sorry state of affairs and responsibility
should be fixed by FM. In fact these post should lapse after one year of sanction.
At least now, IRS cannot blame IAS for this. RP Sharma Junior
colleagues should be supportive I do not agree with Malhotra that Senior
PPS/PPS do not sit late. There may be exceptions but most of the Senior PPS accept
their responsibilities sincerely. They always try to support their junior colleagues
and even attend office on Saturdays/Sundays/holidays if so desired by the officer.
The question is "Do they get any compensation for sitting late? Stenos/PAs
are entitled to get overtime for sitting late. Malhotra should realize that his
senior colleagues have already passed through the stage of steno/PA and he should
not have any grudge against his senior colleagues who belong to the same cadre.
On that contrary, as age of a person increase his responsibilities also increases
whereas his physical capabilities like stamina, energy, memory etc. goes down.
Our junior colleagues should always be supportive and sympathetic to their seniors.
As far as the question of ladies PPS/Senior PPS is concerned, they double up as
a mother/home maker/wife and come to their job after doing their responsibilities
at home. We as good colleagues should cooperate with them. Shiv Shankar........................................................(Print
from origin : whispersinthecorridors.com ) There
should be three level posts I accept the views of Malhotra about PS and
PPS. I am Steno 'D' posted with JS. Even though PS has posted, I am doing all
the work. Simply the PS will come at 12 noon and will leave the office at 5 or
4.30 p.m. My duty is from 9.30 to till the officer leaves either it 6 or 9 and
also come as and when he wishes. Hence, my request is that no PPS or Senior PPS.
Only three posts entry level, middle level and executive level. I hope the Pay
commission may consider the same. Dinagaran .S One should
not comment on lady staff I fully agree to the comments of Malhotra regarding
liberty being enjoyed by Senior Stenos (PS, PPS and Sr. PPS) and all the ladies
stenos. This is my advise to Malhotra to keep himself aside commenting on ladies
staff to avoid any tag of gender biased. On comments from Malhotra one or two
example may come on board as exception but all knows these are in exclusion only
and noting more. T T Ram Waiting anxiously.....................................................(Print
from origin : whispersinthecorridors.com ) Bureaucrats
know what their pay and other benefits are going to be. If they are waiting anxiously,
it is only just for a confirmation of what has been recommended in their favour.
But if pitiable employees are anxiously waiting, it means, it is just for the
sake of curiosity as to what they are going to get apart from the publicity these
newspapers are mounting against them. K Singh Rizvi and Ram
Kumar on age limit Why don't they fix only 21 year as the deadline and
provide only one chance so that only few can avail the chance and all others face
the same face as in British Raj. A person who is wasting continuously 9-10 years
in studies for getting into civil services tends to lose chances for all other
services but become more intelligent and fit for the job than those who joined
9-10 years earlier i.e at the age of 21 years. Most of those who are successful
in first or second chance pluck it mostly because of luck and favourable conditions.
Something should therefore be done for those who waste their precious time, youth
and money in preparing for IAS etc. Scoring 35 percent in Civil Services Exam
is more difficult than getting 80 percent in an academic exam. Therefore, certificates
should be issued for getting 35 percent marks or above in Civil Services and the
same should be given preference over academic exams for all purposes in matter
of recruitment on all other posts. A Baaz This is how Jal Board
is making losses in Delhi Thanks Anil Chandra got his Jal Board bill on
15th March with last date of deposit as 20th March. I got the bill on 17th March
with last date as 18th March. I Could not deposit because of long Q of over 200
persons at 10.00AM. I am told this is deliberate to charge "surcharge"
which comes to crores of rupees every month. This way Jal Board is making up its
so called losses...............................................................(Print

P Kalra Better to Give Opportunity to Young Generation!! There
have been countless officers in the Public Sector, like E.Sridharan, Kiran Bedi
et al who even after attaining a mature age have worked with unending zest and
vigour. They have shown that there is nothing stopping a mature mind and body
from being innovative at work. At the same time there is no dearth of youngsters
who are dumb as dead at work. Thus whom we recruit is not important, but what
is more important is how we keep (nurture) them. The young blood selected by the
IAS etc exams is very energetic and innovative. But the hierarchical process of
promotions, and job enrichment opportunities mired in politics only helps in killing
their spirit thereby turning many of them into "glorified clerks". We
should shift our focus from 'young or old' debate to the HR practices in India's
bureaucracy. The promotion - posting policies in the government needs a ruthless
review with a view to free the career path of young bureaucrats from the shakles
of archiac heirarchy. Saugat Biswas Who is a Professional:.........................................(Print
from origin : whispersinthecorridors.com ) An
administrative thinker once pointed out (P H Appleby perhaps) that a specialist
knows more and more about less and less; and a generalist knows less and less
about more and more. The IAS is a cadre of professional generalists, who specialise
in public sector management. The IAS's job is more "specialised" and
"complicated" than any so called technocrat's. She doesn't solely follow
the precepts of science...there is a lot of "arts" involved in her work
as well. The IAS doesn't really long for a classification on those lines. It is
a job that has to be experienced to be understood. Saugat Biswas Such
comments should not be entertained There is hardly any scope for a SO/Under
Secretary to show superiority over PS/Senior PS. The latter are well placed in
the corridors of power by virtue of their placement to work with officers senior
to SO/US. Nor do SO/US have any time with them to involve themselves with such
petty matters of no or little substance. Such comments should be outside the purview
of a famous website like this one. H G Upreti Debate forum
should not be used for inter-services rivalry The debate forum should,
however, not degenerate into unsavoury controversy by provoking inter-services
rivalry We should respect all services from the IAS to CSSS. How could the Indian
bureaucracy survive without the CSSS? The CSSS fraternity should its head high A

roam about in the corridors This is w.r.t. remarks of Rajesh on late sittings
by PS/PPS/ Senior PPS. I am astonished to know that, as per his version, the poor
lower staff is forced to late due to PS/PPS/ Senior PPS going early. As per my
experience, and may be the overall impression, it is only the personal staff of
senior officers, who may be seen in the corridors every in late evenings, whereas
the staff working in the Sections (including SOs/USs, etc) may hardly be seen
in their rooms, even after 5 O'clock. Rajesh, U, please roam about the corridors
of any Ministry and confirm to whatever I have slated above S K Gupta PAs
should be compensated Hats off to Malhotra. I fully agree with Malhotra.
Generaly PS/PPS and Senior PPS do not attend to dictation, computer related work
or other typing work and only attend to telephone calls/Visitors. Why? Is there
any rule like that? Are they are paid the scale of Under Secretaries/Deputy Secretaries
for doing the work of telephone operators? PAs are supposed to sit late even if
they are not eligible for OTA and they are also required to attend office on Pub.
holidays and Saturdays? Why? 6th Pay Commission should consider of paying special
pay to PAs to compensate this. I think Government should think about putting off
the lights of Government offices at 6 pm and sitting beyond 6 pm should strictly
be banned. 8 hrs working is sufficient in any Govt. office. If an officer is not
able to complete the work in 8 hours. it shows his inefficiency. Rajendran.............................................................(Print
